Acting Mayor Malvin at 8:00 P.M. on Monday, July 13, 1970, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Blanchard/Neisen) To approve the minutes of June 22, 1970 corrected to
read "starting salary of Larry Ducheine to be $658.00 per month plus $30.00 4 Ayes
Residents Requests and Comments
Robert Glazer, Pat .+ubrud of Ehlers and Associates and John Herford, a golf
course architect, were in attendance to discuss the recommendation of the golf
course study committee. The committee found that the soil and terrain were well
suited for a golf course, adequate drainage existed, and the location was favorable.
The committee looked at average traffic density of other courses and gross and net
revenues.

Mr. Glazer requested that if the Council was favorable they move to have Attorney
Meyers take an option on the property and also instruct Ehlers and Associates do
a full financial feasibility study. Mr. Glazer stressed that this is the last
big piece of land available in the community.
Mr. Gubrud spoke of this being the time for the financial feasibility study.
Mr. Herford stressed that the proposal tonight was for a 9 hole course with planning
for an 18 hold course. He felt the other 9 holes could follow in 2 3 years.
Mr. Herford outlined the costs for an 18 hole course noting that certain items
would be less for a 9 hole.

Mr. Herford said that 140 acres is needed for a good 18 hole course. They could
get 103 acres with the Watson property and the needed remainder by picking up the
Jackson farm property.
Councilman Blanchard felt that a hearing should be set before any bonds were sold.
The rest of the Council agreed and wanted a formal report for the next agenda meeting.
Clerk- Administrator Zylla's Report
MSP (Blanchard /Hodges) To authorize Clerk-Administrator Zylla to send a letter to
the County Board supporting Shoreview's request for an ice arena within their
corporate limits.
Clerk- Administrator Zylla read a letter inviting Mayor Austad to be a participant
in the Ramsey County Fair parade on July 23rd.
MSP (Neisen /Blanchard) To approve the following licenses: Asphalt Gustafson
Blacktop Company; Cement Work Reynolds Gagnon: Cigarette Mounds View
Union #76- Douglas D. Brenner; Gas Supplier Northern Propane Gas Company;
Gasoline Station Mounds View Union #76- Douglas D. Brenner; General Contractor
M. J. Arndt Construction Company, Ferndale Builders, Imperial Garage Builders,
Mid States Construction, Jer -Hen Builders; Heating Rivard Plumbing Heating
Company; Mobile Sewage Carrier Roto Rooter Sewer Service; Plastering and
Outside Stucco Wes Smuder Drywall Stucco; and Sewer and Water Kadlec

MSP (Blanchard /Hodges) To approve the following bills: General checks 4243-
4306, WS- MINN -45 checks 022 -029, Bond checks 494 -497 and Payroll checks
#1538 -1558. Total disbursements $253,169.65.

MSP (Malvin /Hodges) To adopt Resolution #492 apportioning the assessments on
Division #41863 White Oak Estates Second Addition. 4 Ayes
MSP (Malvin /Neisen) To adopt Resolution #491 authorizing Clerk- Administrator
Zylla to execute an agreement as requested by the Governors Commission on Crime
Prevention and Control for federal support in the purchase of a two way radio.
MSP (Neisen /Hodges) To adopt Resolution #493 authorizing Dennis Zylla to execute
the grant agreement as requested by the Governors Commission on Crime Prevention and
Control on behalf of School District 621 with the approval of the Village staff. 4 Ayes
Acting Mayor Malvin's Report
Acting Mayor Malvin read the police report for June.
Councilman Hodges' Report
Councilman Hodges gave a brief report on the progress of the Brauer and Associate
study.
Councilman Hodges informed the audience that starting July 21st the Lions Club was
going to build a 40 X 20 shelter in the Wayside Park.
Councilman Blanchard's Report
Councilman Blanchard stated that their will he a meeting of the NSSSD tomorrow
night.

MSP (Malvin /Blanchard) To enforce a complete sprinkling ban from 3 11 P.M.
until further notice due to low water pressure.
The Civil Defense will be asked to use their truck to assist in informing Mounds
View residents.
Attorney Meyers' Report
MSP (Blanchard /Hodges) To adopt Ordinance #177 amending Ordinance #98 changing
the site requirement in a mobile home park from 3,000 to 4,500 square feet and the
concrete slab requirement from 2 inches to 4 inches. 4 Ayes
Attorney Meyers announced that the attorney for Howard Thorsen had promised to
withdraw his appeal of the $11,000 commissioners award if Mounds View would pay
the assessments. Council decided that they wanted to think about it.
Attorney Meyers stated that the Ardan Avenue vacation was complete and that there
was a mass transit hearing scheduled for July 20th.
Engineer Boehm's Report
MSP (Malvin /Hodges) To award the bid for Street Improvement Project 1970 -1 and
1970 -3 to Black Top Service Company for $39,198.41. 4 Ayes

Engineer Boehm reported that the HUD Project is 65% complete in dollars.
Mr. Baumgartner, 7585 Knollwood Drive, inquired as to whether a street light had
been ordered midway between 7585 and 7619. The Council informed Mr. Baumgartner
that it had been ordered previously.
Council authorized Attorney Meyers to check into obtaining options on the Watson
property and Jackson farm property at the request of Mr. Glazer.
