PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
July 27, 1970
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rustad at 8:00 P.M. on Monday, July 27, 1970, at the Village Hall, 2401
Highway #10, St. Paul, Minnesota 55112.

Engineer Boehm
MSP (Blanchard /Neisen) To approve the minutes of July 13, 1970.
Mr. Bauman, a lay minister, explained that Compassion Inc. was three years old
and that .heLe was a church in New Brighton at 620 5th Avenue N.W.
Mr. Bauman felt with the Council that he did not want to create problems but
rather solve them.

Jim Bever of Edison Homes appeared on behalf of Richard Koskinen who desired to have
a modular home delivered to his lot at 2039 Woodale Drive.
MSP (Hodges /Neisen) To issue a building permit to Richard Koskinen for a modular
home as a trial basis for consideration to amending the building code to permit
future modular home construction. 5 Ayes
Bert Bauman of Compassion Inc. appeared to answer questions from the Council on
the proposed use of a house purchased by Compassion Inc. at 8045 Fairchild Avenue.
Attorney Meyers ascertained that the house was purchased as a residence for
hardship situations and for Christian workers, that it was non profit, that there
would be a permanent resident as yet undetermined there, that persons there could
have emotional problems or be seeking drug release but that there would be no
agencies or trained personnel involved.
Attorney Meyers stated that he felt there may be a zoning ordinance problem and
that he would recommend that Compassion Inc. request a rezoning hearing to R -3
with a special use permit for a rest home or sanitorium. The decision was made
because the house was not to be used exclusively for residence purposes and more
than four persons not related by blood could be living there at any one time.
Russell Pahl requested the use of the hall for the Minnesota Taxpayers Party.
Donald Kelley, 8101 Long Lake Road, wanted to know what he could do with a blown
tree. He stated he can't burr it and his hauler wouldn't take it. Discussion
followed on recreational fires.

Mayor Rustad read the Planning Commission minutes of July 21st.
MSP (Malvin /Hodges) To approve the subdivision of Lot 1 Auditors Subdivision
#89 into three lots for Earl Holmberg, 1780 County Road J. 5 Ayes
Clerk Administrator Zylla's Report
MSP (Blanchard /Malvin) To approve the following licenses and to waive the
fee for North Minneapolis Recreation Development. Asphalt Northern Asphalt
Construction Inc., Diamond T Asphalt, Stone Masonry Concrete; Excavating
Jerry's Excavating; Heating Standard Oil, Cronstroms Heating Air Cond.,
Superior Furnace Co.; Sewer and Water Homers Sewer Service and Solicitor
North Minneapolis Recreation Development. 5 Ayes
MSP (Blanchard /Hodges) To approve the following bills: General Ck #s 4307
4338, WS- MINN -45 Ck# 030, Bond Ck #498 and Payroll Ck #s 1559 -1586. Total
disbursements $18,457.82. 5 Ayes
MSP (Rustad /Hodges) To adopt Resolution #494 apportioning the assessments
on Division #41859 for Wayne Depew. 5 Ayes
MSP (Malvin /Blanchard) To adopt Resolution #495 apportioning the assessments
on Division #41977 for Jirovic Addition. 5 Ayes
Councilman Malvin's Report
Councilman Malvin reported on the fine job Chief Grabowski did in recovering
stolen merchandise in the Knollwood area.
Councilman Hodges' Report
Councilman Hodges reported that the Mounds View Lions began construction on
the Wayside Park shelter on July 21st.
Brauer and Associates have submitted the park plan and it is being reviewed by
the Recreation Committee.
Councilman Blanchard's Report
MSP (Blanchard /Rustad) To authorize the installation of a street light at the
intersection of Ardan Avenue and Eastwood and 1/4 way South of the intersection
of Pleasant View Drive and Woodale Drive.
Councilman Neisen's Report
Councilman Neisen discussed a drainage problem near 2103 Pinewood Drive. Engineer
Boehm is to ask the State to raise the catch basinnnd change the cover to
prevent large pieces of debris from plugging it up.
Attorney Meyers' Report
Attorney Meyers was authorized to prepare a resolution supporting an amendment
to the constitution changing the definition of tax exempt property.

MSP (Austad /Malvin) To adopt Resolution #496 declaring certain lands as
non conservation and conveying a certain portion of this kind (30') for
public purposes.
Council decided to withhold any action on the Dailey Home appeal.
Engineer Boehm's Report
Engineer Boehm reported that Well #5 would be in operation by noon July 28th.
MSP (Rustad /Malvin) To lift the sprinkling ban effective 12 noon, on
July 28th. 5 Ayes
MSP (Malvin /Blanchard) To adjourn at 9:37 P.M.
