HomeMy WebLinkAboutMinutes - 1970/08/10Present: Mayor Rusted Councilman Malvin Councilman Hodges Councilman Blanchard Councilman Neisen Clerk- Administrator Zylla's Report Councilman Blanchard's Report PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA August 10, 1970 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rusted at 8:00 P.M. on Monday, August 10, 1970, at the Village Hall, 2401 Highway #10, St. Paul, Minnespta 55112. Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm MSP (Blanchard /Hodges) To approve the minutes of July 27, 1970. 5 Ayes MSP (Rusted /Neisen) To approve the following licenses: Asphalt B H Blacktopping, Inc.; General Contractor Crown Iron Works; and Sewer and Water Randall Berglin. MSP (Hodges /Malvin) To approve the following bills excluding check 035: General checks 4339 4370, WS- MINN -45 checks 031 036 and Payroll checks 1587 1607.. Total disbursements $185,361.22. MSP (Malvin /Blanchard) To approve the execution of a temporary transfer of funds from the general account to the WS- MINN -45 account if necessitated by the delay of the Mounds View requisition from HUD. The transfer is to pay the construction bills. 5 Ayes MSP (Malvin /Hodges) To grant an extension of the building permits for Beim Construction Company to December 31, 1970 with no extension and no refund to be granted of the permit fees ($7,077.00) if work is not commenced by that time. MSP (Malvin /Rustad) To approve the assignment of $200,000 FICBs from the First State Bank of New Brighton and to authorize Clerk- Administrator Zylla to sign it. Councilman Malvin's Report Councilman Malvin read the police report for July. Councilman Hodges' Report Councilman Hodges announced that there will be a recreation committee meeting at 7:00 P.M. Tuesday night to discuss the Brauer report. In addition the shelter constructed by the Mounds View Lions will he complete in a couple of days. Councilman Blanchard announced that there will he a meeting of the NSSSD tomorrow night. 5 Ayes 5 Ayes 5 Ayes 5 Ayes MSP (Blanchard /Malvin) To approve the installation of a street light at the intersection of Rainhow Lane and Woodcrest Drive. 5 Ayes Councilman Neisen's Report 9 Councilman Neisen stated that the Industrial Development Committee is not getting much support from the members. Attorney Meyers' Report Attorney Meyers stated that if the Council wanted the golf course proposal before the voters this November a formal report should be submitted in the near future. MSP (Blanchard /Hodges) To adopt Resolution #497 endorsing Amendment No. 1 on tax exempt property. 5 Ayes Engineer Boehm's Report MSP (Rustad /Neisen) To approve Change Order #1,Schedule E, Well #4, Project 1968 -3 adding $10,255.75 and subtracting $3,528.00 to the contract for a net addition of $6,727.75. Change Order #1 also grants a 40 day extension to the contract completion date. MSP (Rustad /Malvin) To approve Change Order #2 deducting $3,250.00 from 1968- 3,Schedule E, Well #4 for liquidated damages, 65 days at $50.00 per day. MSP (Blanchard /Hodges) To approve the final estimate to Mueller Bros. Well Company for 1968- 3,Schedule E, Well #4 subject to HUD concurrence and to enter into a one year warranty agreement. MSP (Malvin /Neisen) To approve Change Order #1 Street Improvement Project 70 -1 and 70 -3 to blacktop the walkway from Edgewood Drive to Bona Road and from Erickson Road to Adams Street for $1,638.00. MSP (Malvin /Blanchard) To approve Resolution #498, the fourth rider between the St. Paul Board of Water Commissioners and the Village of Mounds View, allowing the Village of Mounds View to construct Greenwood Drive over the St. Paul Waterworks property and to authorize the Mayor and Clerk to sign it. Councilman Malvin inquired as to the outcome of Compassion Inc. Attorney Meyers reviewed his recommendation made at the last meeting and stated that before the Village could take legal action they would need hard facts of a violation. Discussion on the need for specifications for blacktop driveways followed. The engineer is to draw up specifications if they are not now included in the building code. MSP (Malvin /Blanchard) To approve the final plat for Theodore Holsten Busmar Addition, with the stipulation that no variances be granted on any lots for construction.
