HomeMy WebLinkAboutMinutes - 1970/08/24PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA August 24, 1970 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M. on Monday, August 24, 1970, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rustad Councilman Malvin Councilman Hodges Councilman Blanchard Councilman Neisen Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm MSP (Blanchard /Hodges) To approve the minutes of August 10, 1970. Robert Glazer, chairman of the golf course committee, presented a preliminary feasibility study for the implementation of the proposed golf course to Mayor Rustad. Mr. Glazer stated that he hoped a public hearing could be held in September on the proposal. Mayor Rustad's Report Mayor Rustad read the Planning Commission minutes of August 18, 1970. MSP (Malvin /Hodges) To set a rezoning hearing from R1 to R2 for George Brooks for the N 125 feet of the E 100 feet of Lot 1 Auditors Subdivision #89 on September 14th at 8:30 P.M. MSP (Blanchard /Malvin) To approve the subdivision for Ed Erickson, 8455 Spring Lake Road, to divide the S 127 feet of Lot 35 Auditor Subdivision #89 into the N 100 feet of the W 218 feet and except the same. MSP (Malvin /Hodges) To approve the subdivision for Ida Kugler, 2295 County Road H2, to divide Lot 11 Block 2 Lamberts Addition into the N 154 feet of Lot 11 Block 2 Lamberts Addition and except the same, providing that a 30' right of way for street be granted on the North. Clerk- Administrator Zylla's Report MSP (Blanchard /Malvin) To refer the application for a residential kennel license for John Jones, 7188 Knollwood, to Attorney Meyers for investigation. MSP (Rustad /Hodges) To approve the following licenses: General Contractor Devere Rosenkranz, Don Schuett Builders, Eigenheer Builders, Inc.; Roofing Westphal Roofing; Residential Kennel James Lois Buckley; Sewer and Water Allied Mechanical, Inc.; and Transient Merchant John Washburn. MSP (Neisen /Blanchard) To approve the following bills except Checks #037 and 038: General Checks 4372 4404, Payroll Checks 1608 1637 and WS- MINN -45 Checks 039 043. Total disbursements: $14,620.55. 5 Ayes 5 Ayes 5 Ayes 5 Ayes 5 Ayes 5 Ayes 5 Ayes -2- MSP (Malvin /Rustad) To approve WS- MINN -45 check #037 in the amount of $68,869.50 purchasing $70,000 of treasury hills with HUD grant money and check #038 transferring $255.59 to the Sewer Bond fund. 5 Ayes MSP (Hodges /Neisen) To approve the list of Election Judges for 1970.(attached) 5 Ayes MSP (Rustad /Malvin) To adopt Resolution #499 apportioning the assessments on except S 100 feet of Lot 13 Spring Lake Park Knolls Addition, Division #42007. 5 Ayes MSP (Rustad /Hodges) To adopt Resolution #500 apportioning the assessments for East Oak Addition, Division #41995. 5 Ayes Councilman Malvin's Report Councilman Malvin reported on the mail thefts in some Mounds View apartments and the police action which led to the apprehension of the individual, and the subsequent favorable comments of the postal inspector. Councilman Neisen's Report Councilman Neisen reported that about 90% of the streets have been sealed with crack filler. In addition the repair of the Pinewood drainage culvert is almost complete. MSP (Neisen /Rustad) To promote James Schlichtmann to street and sewer foreman effective August 10th on a probationary period until December 31st at an increase in salary of $50.00 per month. Attorney Meyers' Report 5 Ayes MSP (Blanchard /Malvin) To adopt Ordinance #178 amending Ordinance #124 adopting the 1970 edition of the Fire Prevention Code. 5 Ayes Attorney Meyers presented for Council study an ordinance regulating by licensing resthomes, sanitoriums et al. Specifications for blacktop driveways are being prepared. Engineer Boehm's Report Engineer Boehm reported that HUD representative Robert Greiling was out to review the HUD project last Thursday. Engineer Boehm also commented that the repair of Well #2 is complete. MSP (Blanchard /Rustad) To concur with the engineers recommendations and declare an emergency to repair Well #1 employing Tri -State Well Drilling if their prices are reasonable. It has been found that about 200 feet will have to be bailed, and the impeller repaired. Tri -State pulled the casing last week to inspect the well at which time the damage was noticed. A discussion of probable cause followed which suggested the possible liability of the Well #4 contractor due to blasting. Attorney Meyers suggested the final bills be gathered and sent to Mueller Bros. 5 Ayes MSP (Blanchard for September 2 1969 -4 and 1970 A resident inqu A vandal proof -3- /Malvin) To set the assessment hearing for Project 1968 -3 lst at 6:30 P.M. and the assessment hearing for Project 1969 -3, -1 and 1970 -3 for September 21st at 7:30 P.M. ired into the lack of a drinking fountain at Greenwood Park. fountain will be designed next year. Joe Stork wanted to burn leaves. Ron Fagerstrom is to be contacted. Chris Piehowski, former building inspector, inquired as to whether building permits were issued for two driveways on Woodcrest west of Silver Lake Road. Mr. Piehowski and Councilman Malvin went over there two years ago at which time Mr. Piehowski informed the owners not to pay the contractor. Councilman Malvin agreed that both driveways were poor workmanship and informed Mr. Piehowski to take any steps he felt necessary as inspector. Mr. Piehowski wanted a letter to the contractor stating that there is no record of permits and listing the defects in the workmanship. Mr. Piehowski is to meet with the present inspector, Mr. Skiba.
