The Regular Meeting of the Mounds View Village Council was called to order uT
fiw ;r,�r R_.;atad at 8:00 P.M. on Monday, September 14, 1970, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Malvin /Blanchard) To approve the minutes of August 24, 1970. 5 Ayes
MSP (Nelsen/Hodges) To issue a building permit for a modular home to Paul
Crandall Jr. at 2766 Sherwood Road rescinding the permit issued to Richard
Koskinen, 2039 Woodale, on July 27th. 5 Ayes
Manor Rustad's Report
Mayor Rusted presented to Attorney Meyers a copy of an explosive control ordinance
received from the State Attorney General's Office.

MSP (Rustad/Malvin) To approve the following 1i.:ten,^da: Commercial Kennel

MSP (Rustad/Malvin) To approve check #4439 to Layne Minnesota Company the final
estimate on Project 1970 -2, repair of Well #2, and to enter into a one year
,maintenance agreement. 5 Ayes
MSP (Malvin /Rustad) To advertise for bids for a 1971 police station wagon,
with bid opening on October 12th at 8:00 P.M. 5 Ayes
Clerk Administrator Z,plla read a letter from the persons bordering the Edgewood
walkway requesting that it be fenced at Village expense. D_scussion followed on
costs, the possibility of setting a precedent for £etieing v111 ge property, and
the placement of the walkway. The Clerk's Office is to contact the School
District to see about a possible cost sharing.

Councilman Malvin read the police report for August.

Councilman Hodges real t'3 ,',ter of resignation from Marilyn Dawson, secretary
of the Parks and Playground:3 Committee for the last nine years and member for
twelve.
MSP (Hodges /Rustad) To accept the reJ :gnation of Marilyn Dawson from the
Parks and Playground Committee with regret and to send her a letter thanking
her for her service.
Councilman Hodges announced tat ;3.n:,ther meeting with Brauer and Associates is
scheduled for Sept ember 22nd.
Councilman Blanchard's Report
MSP (Blanchard /Rustad) To pay the 1970 arrears for use charges to the NSSSD
totaling $25,443.00.
Cgu}icilman Neisen's Report
Councilman Nelsen reported that all streets have been patched, the parking lot
repaired and street signs art) being replaced and repaired.
Mayor Rusted called the George Brooks rezoning hearing to order at 8:32 P.M.
Clerk Administrator Zylla read the legal notice and attested to its publication
in the New Brighton Bulletin September 3 and 10. Legal: N 125' of the E 100'
as measured along the E and N lines thereof, of Lot 1, Auditors Subdivision
No. 89 Ramsey County, Minnesota.
David Ross, 8477 Spring Lake Road, requested information on the effect of the
rezoning on his property.
George Brooks showed preliminary plans and s t L J 3 :;`3 3.t the market value of the
home was $36,000.
Mayor Rustad called for objections. There were none.
Clerk Administrator Zyl1a read the list of person: sent notices.
Mayor Rusted closed tho hearing at 8:35 P.M.
MS? (Malvin /Blanchard) To conditionally rezone from R1 to R2 N 125' of
the E 100' as measured along the E and tT lines thereof, of Lot 1, Auditors
Subdivision T_To. 89 Ramsey County, Minnesota subject, to the issuance of a
building permit.

Attorney Meyers announced that he had in his goIL course file a letter from the
Highway Department on the availability of the Jackson farm property, a letter
from the Watson Construction Company attorneys on the purchase price requested,
and a copy of a notice of hearing which must he published if a hearing is to be
held. The notice is to include the ,estimate9 of the course development,
land cost and any para' .-3 leafed for taxes and assessments.

Attorney Meyars announced that regarding dog c n u3ls for a residential kennel
a R1 zoning plus a special use permit is needed, and for a nn^mercial kennel
a B3 zoning with a special use permit is necessary.
M& (Rustad/Hodges) To issue a special use permit to conduct a residential
at 7188 Knollwood for John Jones for not more than three dogs subject to payment
of fee. 4 byes

MSP (Neisen/Hodges) To adopt Ordinance #179 establishing the procedure and
specifications for all asphalt 9riveway construction. 5 Ayes
MSP (Blanchard/Malvin) To adopt Ordinance #180 licensing .nd regulating
recuperative homes. 5 Ayes

Engineer Boehm reported on the repair or Well #1 and the progress of 1968 -3.
A resident asked about the restoration of Greenwood Drive.
Councilman Nelsen mentioned that he was receiving calls on cluttered yards.
He asked if the police could ask the people to keep their yards clean without
receiving complaints. Discussion followed on Councilman's responsibility to
the people in the Village.
