An ansaelmant hearing was called to order by Mayor R:z:I at 6:30 P.M. on Monday
September 21, 1970, at the V:L Hall, 2401 Highway #10, St. Paul, Minnesota
55112 to consider adopting the assessment role for Water Improvement Project
1968 -3 HUD.

Engineer Boehm described the project and pointed out the areas to be assessed on
a map. He stated that watermain was being assessed *5.50 per foot and water services
were being assessed *125.11 each.
Mr. Danielson, 8445 Eastwood Road, objected to water assessment in back since water
was in front on Eastwood Road. Engineer Boehm explained that this assessment was
on a new lot (Lot 5) which did not border on Eastwood Road. Mr. Danielson also
would like reimbursement for a cut tractor tire ($20). He feels a service should
be installed to Lot 5 also. Mr. Danielson doesn't feel he has benefited.
Mr. Perry Copeland, representing White Oak Builders, requested information on the
calculation of frontage for parcel 030 -81 and 170 -50 in Section 7 and 8 respectively.
He stated parcel 030 -81 should not be assessed for more than 184 feet. He stated
he wanted parcel 170 -50 recalculated since he does not .2.e1 the 1633.3 foot figure
used by the engineer is accurate.
Mr. Danielson asked about having his property resurveyed since the contractor knocked
out some stakes. Mayor Rusted stated that he should include his comments in a letter
to the Council before final payment is made to the contractor.
A question by Mr. Ga.brysh on possibly installing u services on Groveland Road
met 't negative reply since it was outside the scope of the project.
John C,apetz asked how you compute footage given a meets and bounds descr_ �n of
property. Engineer Boehm explained the use of section maps.
Ery Herbst asked about the benefits derived from the watermain on STH 10. Does not
object but would like it reviewed.
Mayor Rustad called for further objections.
There were none.
Mayor lstad closed the hearing at 7:13 P.M.
He stated that the assessment roll will be reviewed and adopted on September lath.

55112 to consider adopting the assessment role for Sewer and Water Improvement
Project 1969 -3 and 1969 Street Improvement Project 1970 -1 and 1970 -3, and
Watlrmain Supplemental Assessment 196C-2.

Engineer Boehm described the project and gave the following cost per root figures:
Sanitary Sewer $12.42 Sealer Service $295.21
Watermain 4.36 Water Service $203.20
Watermain 1960 -2 Project only $3.85
Storm Sewer (Bona Road) $2.62
Storm Sewer Laport Drive and Greenwood Drive) $5.67
Ray Doyle asked about storm sewer benefit on Greenwood Drive. He fol t the costs
should be spread around more to other benefited p= 'operty.
M Doyle also asked who had requested the improvement. Previous minutes reflected
that White Oak Builders had pr 3Jnt a petition for the street surfacing.
Mr. Copeland, representing Mr. Warren Johnson, asked ..bo11:, spread of the storm
sewer assessment and questioned the cost of surfacing Greenwood •T?:'.-1L3 t; cost of
surfacing Bona Road, Arden Arenue and Laport since Greenwood was a usable oiled
rn ,I p- o He felt that the cost per foot should be lower on Greenwood Drive.
Mrs. Margaret Veno information on stub costs and location.
Aagust Spitzer, 7889 Woodlawn, objected to being assessed on Bona Road since
he was assessed on Woodlawn. Mr, Visger, 7815 Woodlawn, also objected for the
same reason. They stated that at the improvement hearing they were told they
would not be ¶assessed until the property was subdivided.
George Payne asked about the cost of storm sewer on Laport Drive. He questioned
the calculation of the number of feet.
John Capetz inquired into the dual assessment on the lots between Edgewood and
Bona Road bordering on County Road I.
Perry Copallnd, speaking for White Oak Builders, objected to the water assessment
on Irondale Road and Woodcrest or $3.85 per foot. This assessment was missed
in the early 1960 and the error was found when the property was platted.
Mr. Copeland is objecting since too much time has gone by therefore the Vi113oe
has lost the right to assess it now. Also the legal notice did not state that
the assessment was a correction and in fact it was a supplemental assessment which
should be assumed by the Village since it was their mistake.
Mayor Rusted called for further objections.
There were none.
Mayor Runtad closed the hearing at 8:30 P.M. stating that the roles will be
reviewed and adopted on September 28th.
