Present: Acting Mayor Malvin Councilman Hodges Oauncilman Blanchard Councilman Neisen Absent: Also Present: Clerk- Administrator Zy 1a Attorney Meyers Engineer Boehm Mayor Rusted MSP (Blanchard/Hodges) T.) approve the minutes of September 14th. MSP (Hodges /Blanchard) To approve the minutes of September 21st. Residents Reouests and Comments from the Floor Mrs. Barbara Haake, 1740 County Road I, informed the Council that the City of Fridley was considering making a swimming beach on Spring Lake. She felt that the beach was unnecessary because of Lakeside Park and she requested the Council investigate the matter. Mrs. Haake also requested a skating rink on the South side of the lake. MSP (Blanchard/Malvin) To authorize the installation of street lights on Raymond Avenue, Clifton Avenue and Belle Lane at the corners and at the middle of the block and on County Road H2 from Jackson to Quincy Street at the corners and the middle of the block providing the lights are in conformance with the Norther States Power master plan. Ed Dmpps, Tom Swanson and Bob Carlson appeared for White Oak Builders to request a water extension on Silver Lake Rac+J from STH 10 to County Road I. MSP (Blanchard/Hodges) To order the engineer to prepare a prelimAn report and cost estimate for a :cater extension to serve the South of Lot 59 Ajditor's Subdivision #3) for White Oak Builders (1970 4). No petition was presented. Attorney Meyers' Retort Attorney Meyers stat.d that he has studied the model explosive control ordinance and will hold for possible later Council action. Attorney Meyers announced that he has received a copy of a letter from Raymond Doyle on the Greenwood Drive assessments and mid 1960's easements. Acting Mayor Malvin Acting Mayor Malvin read the Planning Commission minutes of September 15th. 4 Arras 4 Ayes 4. Ayes 4A;;ss MSP (Blanchard /Malvin) To approve the subdivision request of Robert Eigenheer to divide Lot 59 Auditor Subdivision #89 into the N 225' and Ex the N 225' thereof. Clerk Administrator Zylla presented a proposed plan of Eigenheer Plaza located East of the Mounds View Pure Oil Station and explained the drawings to the Council and audience. No building permit has been issued yet. Acting Mayor Malvin stated that a report of a bath tub on Woodlawn Drive causing an eyesore was removed shortly after a tag was issued by the police. Clerk Administrator Zylla MSP (Hodges/Neisen) To approve the following licenses: General Contractor B K Builders, Good Value Homes, Inc., Ben Landwehr Building Contractor; Sewer and Water Husnik Sewer Service, Maplewood Sewer Water, Inc.; Cement Work Al Zeis Cement Company, Inc.; Heating Clarence E. Nelson Heating and Air Conditioning, Roger Landwehr Heating Contractor; and Peddlers Mr. Mrs. Gerald Gammell. 4 Ayes MSP (Blanchard/Malvin) To approve the following bills: General Check #'s 4460 -4515, WS- MINN -45 Check #'s 051.& 052, and Payroll Cheek #'s 1665 -1690. Total disbursements $76,052.07. 4 Ayes MSP (Hodges /Blanchard) To adopt Resolution #501 approving the apportionment of assessments for Busmar Addition, Division #42249. 4 Ayes MSP (Neisen/Blanchard) To adopt Resolution #502 the assessment role as amended for Water Improvement Project 1968 -3 (HUD), DP #84, certifying against the benefited property a water lateral rate per foot of $5.50 and a water service flat rate charge of $125.11 over 20 years at 8% interest. In addition, adopting the assessment role as amended for Water and Sewer Improvement Projects 1969 -3 and 1969 -4, DP #'s 87 and 85, and Street Improvement Project 1970 -1 and 1970 -3, DP #86, certifying against the benefited property the following assessment rates over 20 years at 8% interest: 1969 -3 and 1969 -4 Sanitary Sewer Lateral $12.4;= Water Service $208.20 Water Main Lateral 4.86 Sewer Service $295.21 Storm Sewer (1969 -3 only) 2.62 1970 -1 and 1970 -3 Street Lateral 6.34 Storm Sewer 5.67 Clerk Administrator Zylla stated that regarding the 1968 -3 assessment, he has received a letter from Ingvald Johnson, 8384 Long Lake Road agreeing to be assessed for a water service erroneously omitted from the assessment role originally prepared. Moreover, a letter was received from White Oak Builders agreeing to be assessed on 59- 0070- 030 -81 and withdrawing their objection of September 21st if the rate assessed was at the rate assessed on Woodale Drive. Regarding 1969 -3, 1969 -4 and 1970 -1 and 70 -3 Clerk Administrator Zylla announced that written objections were received from Raymond Doyle, George Payne, John Capetz, Warren Johnson and Ernest Danielson. 4 Ayes 4 Ayes 3 MSP (Blanchard/Hodges) To defer the assessments on various parts of 1969 -3, 1970 -1 and 1970 -3 for A. Spitzer, Lot 1 Block 2 Greenfield Addition totaling $1,476.72, F..Visger, Lot 5 Block 2 Greenfield Addition totaling $3,783.41, Capitz, S 110' of Lot 11 Block 2 Greenfield Addition totaling $3,476.82, R. Gale, 59- 0410 040-67 totaling $2,025.63 subject to their signing deferred assessment agreements and the filing thereof. MSP (Hodges/Neisen) To authorize the payment of the street assessment on Mounds View park parcel 59- 0410 040-68 in the amount of $2,904.99 for Project 1970 -1 and 1970 -3 from the construction fund. Councilman Hodges' Renort Councilman Hodges reported that the Brauer basic park plan would be ready in October. Engineer Bcehm's Report Engineer Boehm reported that the repair of Well #1 was taking more time than anticipated. In addition, he expected the final estimate for 1968 -3 Schedule C to be ready for the next meeting. Engineer Boehm reported that the water tower is being painted.
