VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
October 12, 1970
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rusted at 8:00 P.M. on Monday, October 12, 1970, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Neisen /Blanchard) To approve the minutes of September 28, 1970.

Rustad Abstain
At 8:03 P.M. a bid was opened on the 1971 police station wagon. Art Goebel Ford
price without trade $4,136.00, price with trade $3,536.01.
MSP (Blanchard/Hodges) To reject the bid of Art Goebel Ford and to readvertise
for bids on November 9th at 8:00 P.M. 5 Ayes
The bid and the check were returned to a representative from Art Goebel Ford.
Residents Reauests and Comments from the Floor:
Bob Glazer requested that the Village Council set a public hearing to consider a
public golf course located NE of new STH 10.
MSP (Rustad/Malvin) To set a public hearing to consider a 9 hole golf course with
provision for an 18 hole golf course with a total estimated cost of $550,000 for
November 16th at 8:00 P.M. 5 Ayes
Clerk- Administrator Zylla's Report
MSP (Rustad/Hodges) To approve the following licenses: General Contractor
Home Industries and C. R. Smith Construction Company; Excavating United
Excavating Company, Inc.
MSP (Blanchard/Neiaen) To approve general checks #4516 -4574, WS- MINN -45 checks
#054 -060, and payroll checks #1691 -1710. Total disbursements,including the
transfer,of $127,066.08.
MSP (Hodges/Neisen) Approving Resolution #503 reducing the tax levy for bonded
indebtedness for taxes payable in 1971 from $189,900.00 to zero.
MSP (Rustad/Malvin) Approving Resolution #504 levying upon taxable property in
the Village for 1971 the sum of $153,575.00 for general fund and $2,000.00 for
civil defense.
MSP (Malvin /Blanchard) To add to Resolution #496 adopted July 27th certain lands
to be classified non conservation and to acquire certain portions thereof for
public pLrposes.

Councilman Malvin's Report
Councilman Malvin read the police report for September.
Councilman Hodges' Report
Councilman Hodges announced that the final meeting on the Brauer park plan
will be Ontober 28th at 7:00 P.M. He also stated that there would be no
referendum this year for a park bond issue.
Councilman Blanchard's Report
MSP (Blanchard/Malvin) To approve the installation of a street light at the
intersection of Pleasant View Drive and County Road H and requesting County
participation in the cost.
Councilman Blanchard also stated that the NSSSD has settled on the worth of the
District and now will meet with the Metro Sewer Board to discuss the discrepancy
in figures.
Councilman Neisen's Report
Councilman Nelsen questioned Inspector Skiba on the County Road I and Highway 10
washout. No results yet.
Inspector Skiba's Report
Inspector Skiba warned of possible fire hazards resulting from persons installing
incinerators in their homes using Class B chimneys.
Attorney Meyers' Report

Attorney Meyers explained the possible impact of the Metro Sewer Bill on
influencing industry to locate in suburban areas due to competitive sewer
charges.

Engineer Boehm's__Report
MSP (Blanchard /Hodges) To approve Change Order #1 Schedule C Project 1968 -3
and a net increase in the contract amount of $7,353.92 and a net decrease of
$8,258.43 for a net decrease of $904.51. 5 Ayes
MSP (Neisnen/Hodges) To approve check #053 for $49,197.63 the final estimate
to Krohn Drainage Company on Project 1968 -3 Schedule C entering into a one year
maintenance agreement subject to HUD concurrence. Completed contract price
$270,196.63. 5 Ayes
Engineer Boehm presented the preliminary report and cost estimate for Project
1970 -4 water extension on Silver Lake Road from TH10 South to County Road I.
Three plans were presented with estimated costs per foot of $6.05, $10.15 and
$11.52 per foot. White Oak Builders were to be contacted and informed of the
preliminary report in order to inform other affected property owners so that a
petition could be presented. No hearing date was set.
