The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rusted at 8:00 P.M. on Monday, November 9,1970, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

(Blanchard/Hodges) To approve the minutes of October 26, 1970.
MSP (Neisen/Rustad) To approve the minutes of November 4, 1970. 5 Ayes
At 8:05 P.M. a bid was opened on the 1971 police station wagon by Clerk- Administrator
Zylla.
MSP (Neisen /Blanchard) To accept the sole bid of Midway Ford for a 1971 Ranch
Wagon for a net price less trade of $3,227.00. A 5% bid bond accompanied the
bid.
Residents Reauests and Comments from the floor
Robert Glazer commenting on the Council minutes of October 26th regarding reduced
IWO lot sizes stated that he felt it would decrease the value of the larger lots. He
thought the Council should hold a public hearing on the proposed amendment.
Mr. Baumgartner felt the change was being made on behalf of White Oak Builders.
Margaret Leenerts, 2323 County Road I, objected to the street and storm sewer
assessment on Greenwood Drive (Project 1970 -1 and 70 -3). She felt that the
new street only benefited the houses on Greenwood. She was referred to
Engineer Boehm for an explanation.

MSP (Rustad/Hodges) To approve the following licenses: General Contractor
House Clinic Store, Inc., Vo Co Construction; Excavating Glenn Rehbein
Excavating, Inc.
MSP (Blanchard /Hodges) To approve the following bills: General Check #s
4603 -4675, Payroll Check #s 1739 -1758, WS- MINN -45 Check #s 061 -066 and
Bond Check 588. Total disbursements $48,227.39.
MSP (Neisen Rustad) To set a public hearing to vacate the 11 MOL walkway
between Lots 8 and 9, 23 and 24 Block 1 and 8 and 9, 24 and 25 Block 2
Pinewood Terrace for December 14th at 8:30 P.M.

Councilman Malvin read the police report for October.

Councilman Hodges' Report

Councilman Hodges reported that on October 28th the Recreation Committee held
a park plan meeting with Brauer and Associates and on November 7th the plan
was unanimously accepted by the Committee. Mr. Hodges introduced Tom Hanson
and Chuck Hefty the former giving a brief presentation of the Plan. Generally
he stressed that our parks lacked cultural and ornamental objectives. He
stated that with new acquisitions of from 30 -40 acres in the Minar property,
12 acres for Moga property, and 20 acres for pedestrian easements our park
acreage would go to 20 per 1,000 population.
After questioning from the Council it was determined that a Master Plan would
cost $1,000 per site but that Brauer would furnish some preliminary cost
estimates for developing the three aforementioned sites.
MSP (Blanchard Neisen) To receive the report from Brauer and Associates.
Councilman Hodges stated he wanted to thank Steve Kirchoff for the park name
signs.
Councilman Blanchard's Report
MSP (Blanchard/Malvin) To authorize the installation of street lights at the
following locations.
By police recommendation:
Midway between Hillview and Sherwood on Fairchild

Councilman Blanchard also announced that at the next NSSSD meeting the formation
of a North Suburban Advisory Committee to the Metro Sewer Board will be discussed.
The charges to support the committee will be based on flow.
Councilman Blanchard stated that use charges to the serviced communities for
Quarter 4 were reduced to COO and $1.33 for Quarter 3.
Councii,san Neisen's Report
Councilman Neisen stated that the water problem on Old Highway 8 and County Road H
still exists as the State has not reported back to our inspector yet.
Attorney Meyers' Report
Attorney Meyers presented quick claim deeds for a perpetual easement for road
purposes over the following described properties:
The South 40' of the East 153.13' of Lot 82 Knollwood Park.
The Easterly 30' of Lot 82, except the Easterly 306.26' and except the North
87.25' Knollwood Park.
The South 40' and West 30' of the West 153.13' of the East 306.26' of Lot 82
Knollwood Park.

Attorney Meyers also stated that he felt any future dedications should be
formally accepted and read into the minutes.
Attorney Meyers presented a proposed amendment to the Zoning Ordinance which
reduces lot size requirements in R-1 districts to the Council for review.
Engineer Boehm's Report
Engineer Boehm presented the legal description necessary for the Gulf Oil
road vacation at 135 and TH10 and Highway Avenue.
Engineer Boehm stated that he has received a letter from the MSA screening
committee which in effect has decided that if you don't use your allotment
of MSA funds yearly your future allotment will be reduced accordingly.
MSP (Malvin/Blanchard) To accept the final plans and specifications for
fencing the water tower (1968 -3 Sch.D) and to advertise for bids on
November 23rd at 12 noon.(Fence Improvement Project 1970 -5)
Engineer Boehm stated that landscaping around the booster station and wells
has been delayed due to inclEment weather.
Attorney Meyers stated that he has received a request from the police chief to
draft an ordinance regarding narcotic violations not covered by State statutes.
Councilman Blanchard felt that the Civil Defense truck should be used if
possible to advertise the November 16th golf course hearing.
Mr. and Mrs. Birchem, 2761 Sherwood Road, appeared before the Council to seek
their assistance in getting some major defects in their home construction
repaired. Inspector Skiba was to list the defects with the builder and
owner present in the hope that the builder would comply with his directions.
Councilman Malvin stated that no more persons should be allowed to move into
the apartments on TH10 and Sunrnyside Road until the owners live up to their
agreements, like fencing.
