HomeMy WebLinkAboutMinutes - 1970/11/23PROCEED'.NGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA November 23, 1970 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M. on Monday, November 23, 1970, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rustad Councilman Malvin Councilman Hodges Councilman Blanchard Councilman Neisen Residents Requests and Comments from the floor Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm MSP (Malvin /Blanchard) To approve the minutes of November 9, 1970. 5 Ayes Ole Bacon, 2265 Highway #10, requested permission to sell Christman trees on his lot. MSP (Malvin /Blanchard) To grant permission to Ole Bacon to sell Christmas trees on his lot at 2265 Highway #10. Carol Baumgartner, 7585 Kne'lwood Drive, requested that procedures in the enforcement of the building codes be strictly enforced for the protection of the citizens. A statement was presented to the Council which placed emphasis on the issuance of certificates of completion and made recommendations on the building inspector duties. Robert Glazer, 2375 Hillview Road, requested the Council vote on the golf course proposal presented at a hearing on November 16th. Mr. Glazer felt it needed the support of the whole Council to pass on a referendum. Mayor Rustad stated that he would support the proposal to a referendum. Councilman Malvin felt it was up to Mr. Johnson, the newly elected Councilman, to present his views of the proposal and either support it or not. Councilman Hodges felt that it was up to the people, but that as aid individual it seemed too costly. He felt Mounds View is not ready for a golf course yet. Councilman Blanchard said he was opposed because it was too much money. Councilman Neisen stated the greenery was needed, that he would support the proposal but he also felt the course needed bet+.er access. Mr. Glazer felt that he did not have enough support for a referendum and that it would be an "exercise in futility" to continue. Councilman Neisen thought neighborhood gatherings might be the way to revive support. Mayor Rustad's Report Mayor Rustad read the Planning Commission minutes of November 17, 1970. MSP (Malvin /Hodges) To approve the subdivision request for Raymond Doyle to divide Lot 46 Spring Lake Park Hillview into the N 1/2 and S 1/2 subject to the payment of fees. 5 Ayes 5 Ayes MSP (Blanchard /Rustad) To deny the requ3st by Signcrafters for a 30 foot sign at 2390 Highway #10. 5 Ayes MSP (Rustad /Malvin) To deny the request of Bennett Goldberg, 2200 Highway #10, to issue a special use permit to sell mobile homes on 59- 0080 330 -80 located on County Road H just South of the Skelly station in that it is not in the best interest of the public health, safety and welfare of the Village. 5 Ayes MSP (Blanchard /Malvin) To grant a 90 day special use permit to Inga Nelson to park a mobile home in her rear yard located at 7034 Pleasant View Drive while it is being offered for sale. 5 Ayes MSP (Nelsen /Blanchard) To grant a 90 day special use permit to William Gillespie to park a 24 foot mobile home on his property located on the SE corner of TH10 and Silver Lake Road to be used in the winter season as a used car office and for Christmas tree sales. 5 Ayes MSP (Rustad /Malvin) To set a hearing at 8:45 P.M. on December 14th to consider amending the zoning ordinance to reduce lot widths, square footage, and set backs on single family residence district lots. 5 Ayes Clerk- Administrator Zylla's Report MSP (Rustad /Hodges) To approve the following licenses: General Contractor Dalberg Builders Inc.; Sewer and Water Beyer's Excavating; and Moving Al Golden Machinery Movers. 5 Ayes MSP (Blanchard /Hodges) To approve the following bills except General check 4716. General checks #4676 -4717, WS- MINN -45 checks #67 -68 and Payroll checks #1759 -1785. Total disbursements $16,675.52. 5 Ayes MSP (Rustad /Malvin) To approve check #4716 for $9,694.46 to Blacktop Service Company the final estimate on Project 1970 -1 and 70 -3 and to enter into a ere year maintenance agreement. Completed contract price $35,177.29. 5 Ayes Councilman Hodges' Report Councilman Hodges stated that he is in the process of getting rink attendants for this winter. Also there is a Recreation meeting on December 7th. Councilman Neisen's Report MSP (Neisen /Blanchard) To grant permission to Mark Schlichtmann to conduct a dance from 7:30 12 :00 P.M. on December 19th with the restriction that there be at least three chaperones and the hall is cleaned afterwards. Attorney Meyers' Report 2 5 Ayes MSP (Malvin /Blanchard) To adopt Ordinance 181 regarding offenses relating to narcotics. 5 Ayes 3 MSP (Blanchard /Neisen) To adopt Resolution #505 as amended establishing connection charges and use charges for the Mounds View sanitary Sewer system. 5 Ayes Engineer Boehm's Report MSP (Hodges /Malvin) To approve Change Order #1 Schedule D Project 1968 -3 with a net increase in the contract amount of $340.00. 5 Ayes MSP (Blanchard /Malvin) To bill 1/2 the cost of the New Brighton and Fridley interconnection with Mounds View to the respective communities, $471.87 and $851.58 their share. Interconnection was part of Mounds View Project 1968 -3 Schedule C. 5 Ayes MSP (Blanchard /Malvin) To allow the Village of New Brighton to connect to the Mounds View sanitary sewer system to serve those lots located South of County Road H, West of Knollwood and North of the Minnesota Transfer Railway except such parcels of land now abutting on Knollwood, when necessary subject to the approval of the contractual agreements between the New Brighton and Mounds View Village Councils. 5 Ayes MSP (Malvin /Neisen) To award the bid for 1970 -5 the fencing of the 1968 -3 Schedule D water tower to Norm Ganz Fencing for $1,900.00.
