VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
January 11, 1971
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rusted at 8:01 P.M. on Monday, January 11, 1971, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Hodges /Neisen) To approve the minutes of December 28th, 1970.
MSP (Neisen /Blanchard) To approve the minutes of January 4th, 1971.
Residents Requests and Comments from the floor
Robert Glazer thanked Mr. Meyers for so ably stating the Village position in the
Mounds View versus Red Oak Development lawsuit held in district court last week.
He suggested that the Village attempt to have more information available such
as tax advantages in future rezoning hearings. Discussion followed on possible
fee increases for rezoning requests.
Roger Baumgartner stated the large number of persons in attendance tonight brings
up the fact that many persons are informed of various laws that are passed.
(Reference made that approximately 150 persons were in attendance to protest
the snowmobile ordinance. They adjourned to the Spring Lake Park Roller Rink
at 8:00 P.M. to discuss positive proposals.) The circulation of the New Brighton
Bulletin was put at between 650 and 700 by Gene Skiba, reporter.

Mr. Wiedewitsch, 5351 Raymond Avenue, thanked the Council for the street lights
on Raymond but wanted to know what to do about the dog problem.
MSP (Blanchard /Hodges) To approve the subdivision of Lot 59 Auditors Subdivision
#89 for Robert Eigenheer into the N 257.93' and Ex thereof. 5 Ayes
Mr. Eigenheer presented the plans for Eigenheer Plaza. Clerk- Administrator Zylla
to examine and report to the Council.
Mayor Rustad's Report
Mayor Rustad read the Police report for December and for 1970.
MSP (Rustad/Blanchard) To appoint the following persons to serve for the Village: 5 Ayes;
Mayor Rustad announced that the chairman of each committee will be contacted and
if any committee member is not meeting his attendance requirement, a new member
will be appointed.

Blanchard, Alvin Hillsdale, James Burgraff and Bernard Falk.

MSP (Rustad /Blanchard) To adopt Resolution #510 thanking Perry L. Malvin Sr.
for his years of public service.
Clerk- Administrator Zylla's Report
MSP (Neisen /Blanchard) To approve the following licenses: Cigarette and
Gasoline Station Licenses Daniel A. Reed d /b /a Dan's Skelly and General
Contractor License T. M. Willmus Construction Company.
MSP (Rustad /Johnson) To approve the following bills: General Checks #4792 -4816,
Payroll Checks #1836 -1863, WS- MINN -45 Check #075 and Bond Checks #590-591.
Total disbursements $79,968.67.
Clerk Administrator Zylla stated that the Mounds View School District was in the
process of forming a citizens committee to discuss building needs in the future.
Any interested party should contact Mr. Guenter of the Mounds View School District.

MSP (Rustad /Neisen) To accept the resignation of Steve Sinderson, Susan Hannond,
and Shirley Lamppa from the Human Rights Commission effective January 1, 1971. 5 Ayes

Clerk- Administrator Zylla also stated that Police Chief Grabowski had requested
that the Council give consideration to sending Juvenile Officer Smith to
Rochester for the Sixteenth Annual Juvenile Officers Institute on February 17,
18, and 19th.
MSP (Neisen /Blanchard) To authorize Officer Smith's attendance at the Sixteenth
Annual Juvenile Officer's Institute and to furnish him with a check for $150.00
over the registration fee for related expenses providing all expenditures are
confirmed by a receipt and any overage returned.
MSP (Rusted /Hodges) To appoint Councilman Gerald Johnson to serve as the Council
representative on the Planning Commission.
Councilman Hodges' Report
Councilman Hodges announced that there is a Recreation Committee meeting on
January 12th.
Councilman Blanchard's Report
Councilman Blanchard stated that he would like to see the Joint Powers agreement
approved but would wait until the next meeting so Councilman Johnson would have
time to familiarize himself with it.
Attorney Meyers' Report
Attorney Meyers thanked the Council, staff and citizens that participated in the
Red Oak Development court trial last week.
MSP (Rustad/Neisen) To authorize Attorney Meyers to take any necessary steps
to protect the Village interest in this matter in the interim between Council
meetings.
A decision is forthcoming this week.
Engineer Boehm's Report
MSP (Blanchard /Hodges) To adopt Resolution #511 authorizing the Village of
Mounds View to request and obtain from the State Highway Department needed
engineering and technical services during 1971.

sewer back up damage.
