The Regular Meeting of the Mounds View Village Council was called to order by
Acting Mayor Blanchard at 8:00 P.M. on Monday, January 25, 1971, at the Village
Hall, 2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Hodges, Neisen) To approve the minutes of January 11, 1971 correcting
paragraph 2 of Residents Requests to "many persons are uninformed..."
Residents Requests and Comments from the floor
Roger Baumgartner inquired as to the whereabouts of the proposed amendment to the
building code requiring garages and increasing the minimum square footage per
dwelling. It was explained that data is still being gathered for a proposed change.
The dog problem in the Village was discussed with criticism leveled by various
citizens at the B and E Patrol for failure to answer calls. Dialogue centered
on licensing and impounding with conversation directed to consideration of a
leash law. Mr. Bona of B and E Patrol is to be invited to the next meeting.
Acting Mayor Blanchard's Report
Acting Mayor.:Blanchard read the Planning Commission minutes for December and
January. The December meeting had no business.
MSP (Hodges Neisen) To approve the subdivision request for Donald Stafford,
8450 Eastwood Road, to purchase the South 12' of Ex S 2925' and Ex N 275' the
E 264' of W 1584' of NE 1/4 Sec. 6.
MSP (Neisen /Hodges) To approve the subdivision requests of Victor Loeffler,
builder, for Lot 10 Woodlawn Terrace into three lots of 90', 85' and 92' subject
to agreement to pay all additional assessments. Also to approve the subdivision
of Lot 1 Block 1 Greenfield Addition into three lots 105', 80' and 82' subject
to agreement to pay all additional assessments and subject to granting a 30'
highway easement on the E 30' thereof.
MSP (Neisen /Blanchard) To approve the subdivision request of Leo Bringewatt,
7981 Red Oak Drive, for Lot 116 Spring Lake Park Hillview into the N 85' and
S 80' thereof.
MSP (Blanchard /Hodges) To enter into a joint powers agreement to form the
North Suburban Sewer Service Board to represent our interests in sewage collection
and disposal in the North Suburban Service Area and to authorize the Mayor and
Clerk to execute the agreement.

Clerk- Administrator Zylla's Report
MSP (Blanchard /Neisen) To approve the following licenses: Cigarette and
Gasoline Station Elmer Peterson d /b /a Pete's Skelly and General Contractor
Krey Construction Company, Inc. 4 Ayes
MSP (Hodges /Neisen) To approve the following bills: General check #s4817 -4849,
Payroll check #s1834 -1895 and WS- MbNN -45 check #s 076 -077. Total disbursements
$22,035.88.. 4 Ayes
MSP (Johnson /Neisen) To confiscate meter deposits totalling $215.76 to cover
uncollectible utility bills during 1970. 4 Ayes
Clerk-Administrator Zylla announced that of a total billing of over $192,000 only
$53.95 is deemed lost or bad debts.
MSP (Hodges /Neisen) To enter into a contract with the Spring Lake Park Fire
Department to provide fire protection to the Village of Mounds View through
December 31, 1975. 4 Ayes
MSP (Neisen /Johnson) To accept the 1970 financial statement from the Clerk and
to authorize its publication in abbreviatdd form. 4 Ayes
Councilman Hodges' Report
Councilman Hodges gave a brief report on the last Recreation Committee meeting
in which the park plan was discussed. Mr. Hodges also obtained the Councils
direction to have Mr. Meyers accompany him to see Mr. Moga on possibly obtaining
his land as a village park.
Councilman Hodges stated that he had a letter from the School District requesting
a member of the Village Recreation Committee to serve on the District's coordinating
committee.
A request for the hall on February 5th by the Girl Scouts was referred to the Clerk.
Councilman Neisen's Report
Councilman Neisen announced that there has been a reorganization in the maintenance
department resulting in Jim Schlichtmann taking on the added responsibility of
the village park department.
Councilman Blanchard announced that he no longer felt the necessity of two
councilmen overlapping responsibility in the maintenance department, and there-
fore he would only remain a committee member in the maintenance department
henceforth.
Councilman Johnson's Report

Councilman Johnson emphasized the abundance of material in the 1970 financial
statement and urged any interested persons to contact the Clerk if they have
any questions regarding it or other problems such as explanation of tax rates.

Attorney Meyers' Report
Attorney Meyers presented an amendment to Ordinance 61 redefining the
composition of the Planning Commission. No action taken.
Discussion followed on lack of interested citizens in committees and potential
openings.
Attorney Meyers reported on the Chies Bros. aborted sewer project in 1965 and
on our failure to obtain reimbursement for some $24,000 plus deposited with
Ramsey County previous to the commencement of the work.
MSP (Johnson /Hodges) To direct the attorney to get as many people as necessary
to go t th County Board meeting to inform them that if no action is taken to
release the funds a lawsuit will be considered.
Attorney Meyers stated that the final order of the court in Mounds View versus
Red Oak Estates was filed on January 18th, 1971. Any rights of appeal are
running. He read the conclusions of law in the order.
Engineer Boehm'€ Report
Engineer Boehm submitted an approved copy from the Highway Department of
Resolution #511 of the Village of Mounds View.
Engineer Boehm stated that he has received correspondence from the Shoreview
engineer on a possible study of the Rice Creek flood plain.
Discussion followed between the Council and representatives of the newly formed
Mounds View Snowmobile Club on their proposed ordinance and possibly amending
ordinance #1B2 (Mounds View Snowmobile Ordinance passed December 28th). The
Council generally felt that they would like to see Ramsey County's ordinance
before they took any action but they hinted that a change will be presented
at the next Council meeting allowing limited travel on :streets if the club
has established the organizational and operational procedures necessary to
satisfy the Council.
MSP (Hodges /Neisen) To authorize Acting Mayor Blanchard to serve as the
fourth person able to sign village checks. 4 Ayes?;
