February 8, 1971
The Regular Meeting of the Mounds View Village Council was called to order by
Acting Mayor Blanchard at 8:00 P.M. on Monday, February 8, 1971, at the Village
Hall, 2401 Highway #10, St. Paul, Minnesota 55112.
MSP (Neisen /Johnson) To approve the minutes of January 25, 1971.
Residents Requests and Comments from the floor
Nancy Burmeister, president of the Mounds View League of Woman Voters, appeared
to request Council consideration of a Village newsletter published monthly. She
presented information that there were 3,026 living units in the Village with only
650 700 units receiving the New Brighton Bulletin. She proposed a 3rd class
mailing at a cost of $.070 each piece.

She informed the Council that the League would assist in the assembly of the
newsletter excluding the contents. Discussion followed on the desire of persons
to be informed and possible encroachment on the New Brighton Bulletin circulation.
Item was tabled until further study.
Donald Bona of the B and E Patrol appeared to answer questions from the Council
and interested residents on his service provided in Mounds View. Mr. Bona
presented statistics on 69 and 70 patroling (presently one hour per day) since
he started in 1956, He felt that the dog problem has increased 509 in the last
five years.
Certain citizens favored a leash law which Mr. Bona and the Council felt would
be ineffective and merely increase the bite cases in the Village. Mr. Bona
mentioned the methods of dog catching including citizen warnings and dog
impounding and disposal. It was decided to authorize Attorney Meyers to prepare
an amendment to the dog ordinance increasing impounding fees and pick up charges
in addition to requiring current rabiesshot certifications before dog licenses
are issued. Mr. Meyers is to check into a leash law also.

Robert Eigenheer appeared with plans for Eigenheer Plaza on Lot 2 Block 5
Eigenheer 2nd Addition.
MSP (Neisen /Johnson) To approve the plans for Eigenheer Plaza subject to
approval of a drainage plan by the Village engineer.
Approved plan includes a five foot side yard setback on the West and a five foot
rear yard setback on the South or O'Connell Drive. A fence or hedge of evergreens
is to be constructed to the East and South also of four to six feet.
MSP (Blanchard /Neisen) To direct the engineer to prepare a preliminary report
and cost estimate for storm sewer for the general area of Eigenheers 2nd and 3rd
Addition, Project 1971 -2.
Ronald Fagerstrom, Chief of the Spring Lake Park Fire Department, appeared requescing
Council action on renumbering the East West streets in the Village. The League of
Woman Voters volunteered to work with Mr. Fagerstrom in presenting a positive
program to the Council. Councilman Neisen volunteered his assistance also.
Mr. Roger Baumgartner requested that a notice be published in the New Brighton
Bulletin notifying residents of Ordinance 52, the junked car ordinance, and the
March 2nd expiration for license plates.
Ed Dropps of White Oak Builders presented a preliminary plan for White Oaks 3rd
Addition et al. The area included the open land North of Ridge Lane between
Irondale and Long Lake Road and the area North of Woodcrest East of Red Oak to
Long Lake Road excepting a parcel owned by K. Harstad now awaiting a possible
appeal from Mounds View versus Red Oak Estates. Attorney Meyers advised the
Council on the status of the aforementioned court case and stated no formal
action should be taken on the plat until the appeal rights have expired (5/18/71)
or until a waiver of appeal has been signed. Mr. Dropps was referred to the
Planning Commission.
Acting Mayor Blanchard's Report
Acting Mayor Blanchard accepted the police report for January and referred it to
publication.
Clerk- Administrator Zylla's Report
MSP (Neisen /Johnson) To approve the following licenses: General Contractor
Donco Builders Inc., Herbert E. Garbers, Bldr., Lindman Bldr., Ted Murr Inc.,
and Swenson Becker Construction.
MSP (Blanchard /Neisen) To spprcve the following bills: General checks #4850 -4881,
Payroll checks 1896 -1923, WS- MINN -45 checks 078 -082 and Bond check 592.
Total disbursements $19,933.28.
MSP ;Johnson /Neisen) To adopt Resolution #512 correcting the County and Village
assessment records relative to Lot 5 Block 1 Smuder Addition and Ex S 12' of
Lot 5 Block 1 Spring Lake Park Highlands Addition.

MSP (Neisen /Johnson) To accept the petitions for sewer, water, street, and
storm sewer improvements during 1971 and 1972 for proposed Knollwood from
Arden to County Road J, proposed Sunnyside from Ardan to County Road J, for
East 1/2 of Southeast 1/4 of Southwest 1/4 of Section 5, for White Oak Estates
3rd Addition, and for the proposed extensions of Sunnyside, Ridge Lane,
Brighton Lane, Rainbow Lane and Woodale Drive in Section 7. (Project 1971 -1) 3 Ayes
MSP (Neisen /Blanchard) To refer the petitions to the engineer and request a
preliminary report and cost estimate for sewer, water, street and storm sewer for
Project 1971 -1. 3 Ayes
Clerk- Administrator Zylla announced that letters have been received from Robert
Glazer, Roger Baumgartner, Wayne Burmeister, and Barbara Haake requesting
consideration to their appointment on the Planning Commission. Mrs. Haake
requested appointment to the Recreation Committee as a second choice.
MSP (Neisen /Blanchard) To enter into a five year lease agreement with Herbst
and Sons Construction Company enabling the company to install a ten foot antenna
on Water Tower #2 for radio dispatching of trucks for $100 per year and to
authorize the Mayor and Clerk to sign.
MSP (Blanchard /Neisen) To adopt Resolution #513 apportioning the assessments
for Donald and Claude Stafford on Division #42738.
MSP (Neisen /Johnson) To adopt Resolution #514 apportioning the assessments
for White Oak Estates on Division #41863.
Councilman Johnson's Report
Councilman Johnson stated that discussion was followed on codifying Village
ordinances at the last agenda meeting. Moreover the audit on the Village books
is progressing and information is being compiled on a possible amendment to the
building code on square footage and garage requirements.
MSP (Johnson /Blanchard) To authorize the Clerk- Administrator to attend the
Conference for Municipal Clerks and Finance Officers on March llth and 12th
and issue a check for the $25.00 registration fee.
Attorney Meyers' Report
Attorney Meyers announced that he, the Engineer and Clerk appeared before the
County Board on February 8th to request the refund of our $24,000 on the
Chies Bros. Silver Lake Road project in 1965. The matter was referred to
their Highway Committee.
MSP (Neisen /Blanchard) To adopt Ordinance #183 amending Ordinance #182 the
Snowmobile Ordinance providing riding on municipal streets under certain
conditions and increasing the hours of operation from 10 P.M. to 11 P.M. on
Friday and Saturday nights.
MSP (Johnson /Neisen) To increase the salary of Ralph Hanggi 7% to $64.20 per
month and if the Clerk- Administrator has any complaints on the work performed
to have him contact Mr. Hanggi.

Engineer Boehm's Report

Engineer Boehm read a letter from the Tax Commissioner stating sales tax shall
be included on all road building materials except those purchased by the State
of Minnesota.
Mr. Boehm also presented a copy of the comprehensive sewer planning report as
requested by the Metropolitan Sewer Board.
