HomeMy WebLinkAboutMinutes - 1971/02/22PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA February 22, 1971 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M. on Monday, February 22, 1971 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rustad Councilman Hodges Councilman Blanchard Councilman Neisen Councilman Johnson Also Present: Clerk Administrator Zylia Attorney Meyers Engineer Boehm MSP (Blanchard /Hodges) To approve the minutes of February 8, 1971. Residents Requests and Comments from the floor Girl Scout Troop 79 presented a petition signed by approximately 130 residents in the Village requesting the Council to take positive action to develop Groveland Park. The petitions were referred to Don Hodges. Edward Babinski and Richard Brama of Bryant Franklin Corporation appeared to request approval of their plans to construct a 90 unit apartment building on the property north of 5401 Jackson. MSP (Blanchard /Neisen) To approve the construction plans for a 90 unit apartment building for the Bryant Franklin Corporation subject to the building inspectors approval and the obtaining of any necessary easements. Robert Glazer requested information on the status of the building code revision requiring garages and an increase in the square footage requirement, and the status of the leash law. Mayor Rustad explained that the building code revision was discussed but that he would like to study it longer. Councilman Johnson interjected that there is no consensus in what the Council wants in the requirement. Regarding the leash law, Mr. Meyers informed the Council that he has the amendment prepared. Councilman Blanchard stated that he would not consider such an amendment unless a public hearing were held. Mayor Rustad's Report Mayor Rustad read the Planning Commission minutes of February 16th. MSP (Rustad!Hodges) To approvt the subdivision request for Marlin Tramm for the S 1/2 of Lot 4 Block 1 Greenfield Addition into the E 1/2 and W 1/2 subject to granting 30 foot easement on the East for future road. MSP (Blanchard /Hodges) To approve the 50 lot preliminary plat for Dailey Homes in E 1/2 of SE 1/4 of SW 1/4 of Section 5. 5 Ayes 5 Ayes 5 Ayes 5 Ayes 0 2 MSP (Blanchard /Neisen) To approve the 27 lot preliminary plat for White Oaks Third Addition subject to final approval not granted until after plantiffs (Red Oak Estates) appeal rights have expired or the appeal itself has been ruled on by the Supreme Court. The proposed 40 lot plat for White Oak Builders, Harstad and Holschuh in the SE 1/4 of Section 7 was tabled until Mr. Dropps can present a more complete survey of the area to be platted. Mayor Rustad appointed Jim Schlichtmann assistant weed inspector for 1971. Mayor Rustad referred a letter on a proposed league of human rights commissions and an informational meeting on county purchasing to the Clerk. Clerk- Administrator Zylla's Report MSP (Rustad/Neisen) To approve the following licenses: Asphalt Tag Asphalt Co.; Cement Work J. B. Jackson Concrete and Masonry; Cigarette Clyde Nedland- Mounds View Standard; General Contractor Bryant Franklin Corporation; Excavating Ven Hendrickson Excavating Company and Allstate Contracting Corp. 5 Ayes MSP (Hodges /Blanchard) To approve the following bills: General checks #4882- 4912 and Payroll checks #1924 -1957. 5 Ayes MSP (Blanchard /Neisen) To adopt Resolution #515 apportioning the assessments on Lots 78 and 79 Spring Lake Park Knolls Addition, Division #42853. 5 Ayes Mayor Rustad appointed Councilman Neisen to the School District 621 Growth Committee and the North Suburban Sewer Service Board. MSP (Rustad /Hodges) To authorize the purchase of two Motorola Motrac radios for the police department with the provision that purchase be delayed if possible subject to application for state or federal funds. Councilman Neisen's Report Councilman Neisen reported that he attended the first meeting of the North Suburban Sewer Service Board on February 9th in which certain organizational details were discussed. Another meeting to elect officers will be held on February 25th. MSP (Neisen /Rustad) To raise the salaries of Art Holm, Gary Korf, and Larry Decheine to $778.00 per month, Jim Schlichtmann to $848.00 per month and Walter Skiba to $928.00 per month effective January 1, 1971. Councilman Hodges' Report Councilman Hodges reported that the Recreation Committee will be meeting February 23rd. In addition all ice rinks have been closed. MSP (Hodges /Rustad) To send Gary Korf to the agricultural extension division seminar at Apache Plaza on February 25th, authorizing reimbursement for his expenses. 4 Ayes Johnson Naye 5 Ayes 5 Ayes 5 Ayes 3 Attorney Meyers' Report MSP (Blanchard /Hodges) To adopt Ordinance #184 amending Ordinance #61 establishing the Planning and Zoning Commission providing the removal of the councilman from the Planning Commission and substituting him with another mayors appointee. Attorney Meyers presented a for rabies innoculation for fees and the board fees. A law was also presented. MSP (Rustad /Blanchard) To ordinance for March 29th at MSP (Blanchard /Johnson) To adjourn at 9:49 P.M. proposed ordinance amending Ordinance #58 providing dogs every two years, increasing the impounding second propose' ordinance providing for a leash set a hearing to consider a proposed dog leash 7:00 P.M. On the matter of the Mounds View escrow money held by Ramsey County in the Chies (Silver Lake Road) dispute, Attorney Meyers reported that he, Mr. Boehm, Mr. Snyker of Ramsey County and a Barton Construction Company representative are meeting to discuss the matter this week. He stated that he would institute a lawsuit if the matter was not resolved by early March. Engineer Boehm's Report Engineer Boehm reported on some correspondence received from the Minnesota Asphalt Pavement Association requesting Council or individual action to prevent the legislature from diverting highway funds to other areas such as mass transit. Also requesting repeal of the imposition of sales tax charged on road building materials by municipalities other than the State. Engineer Boehm stated that he has discussed again with the State Highway Department the Councils desire to see carrier pipes constructed under new STH 10 so the property to the north can be serviced with water and sewer at a later date.
