PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESJTA
March H, 1971
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rustad at 8:00 P.M. on Monday, March H, 1971 at the Vil agc Hall, 2401
Highway #10, St. Paul, Minnesota 55112.
Residents Requests and Comments from the floor

MSP (Neisen /Blanchard) To approve the minutes of February 22, 1971. 5 Ayes
Frank Wagoner of Component Homes lnc. requested Council approval of two section
housing being built in Hugo. Mr. Wagoner was referred to the building inspector
and the Planning Commission. Mr. Skiba is to check on the construction at the
factory and make a report to the Council.
Mayor Rustad read the police report for February.
MSP (Rustad /Neisen) To appoint Roger Baumgartner to the Planning Commission
to fill the vacancy created by Ordinance #184 passed February 22nd.
MSP (Rustad/Hodges) To appoint the following Planning Commission members to
terms expiring on December 31, 1971 Ben Falk, Robert Larson and Roger
Baumgartner; tc terms expiring on December 31, 1972 Charlotte Forslund, Al
Hillsdale and James Burgraff; to terms expiring on December 31, 1973 George
Gustafson, Phyllis Blanchard and Milt Stole.
Mayor Rustad appointed Councilman Johnson to serve as liason officer between the
Council and the Planning Commission.
Clerk- Administrator Zylla's Report
MSP (Blanchard /Hodges) To approve the fallowing licenses: Cement Work
Dave Berry Construction, Burton Anderson Contractor; General Contractor
Mar -Donn Construction, Dailey Homes, Inc.; Sign and Billboard Universal
Sign Co.; Heating All Season Comfort, Rose Plumbing Heating and
Anti Pollution Devices Inc.
MSP (Hodges /Neisen) To approve the following bills General check is 4913 -4920,
Payroll check #'s 1958 -1980 and Bond check 593. Total disbursements
$115,965.76.

MSP (Johnson /Hodges) To authorize Police Chief Grabowski to act as agent
of the Mounds View Police Department for making application for federal
and state funds in the area of law enforcement.
MSP (Blanchard /Neisen) To authorize the Mayor and Clerk to enter into an
agreement with the City of Blaine to allow certain residents on County Road J
West of Spring lake Road to connect to the City of Blaine water and sewer
system.
Councilman Hodges' Report
Councilman Hodges announced that Recreation meetings will be held the 2nd
and 4th Tuesdays at 7:00 P.M. henceforth.
Councilman Neisen's Report
ASP (Neisen /Rustad) To authorize the attendance of Walter Skiba at the seminar
on The Inspector and the Law on March 29 31 at the University of Minnesota
and to pay all related expenses.
Councilman Neisen also announced that he was appointed secretary- treasurer of
the North Suburban Sewer Service Board.
Attorney Meyers' Report
Attorney Meyers reminded the Council of the following ordinance amendments to
be acted on: dog license and impounding fees, dog leash law, and increase in
the square footage requirement for dwellings. All proposed changes were
deferred.
Engineer Boehm's Report
MSP (Blanchard /Neisen) To accept the preliminary report and cost estimate for
sanitary sewer, water, and street improvement project 1971 -1. 5 Ayes
Attorney Meyers stated that he would start a summons and complaint on the Cheis
matter in April.
MSP (Johnson /Neisen) To adjourn at 8:50 P.M. 5 Ayes
