Present: Acting Mayor Blanchard Councilman Neisen Councilman Johnson Absent: Mayor Rustad Councilman Hodges MSP (Neisen /Johnson) To approve the minutes of March 8, 1971. 3 Ayes Clerk- Administrator Zylla's Report PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA March 22,1971 Also Present: Clerk- Administrator Zylla Attorney Schumacher Engineer Boehm MSP (Blanchard /Neisen) To approve the following licenses: Cement Work A Deutsch, Mas.Contr.; Garbage /Rubbish Hauler Ace Solid Waste Mgmt.Inc., Peterson Bros. Sanitation Inc., All -State Disposal Service, Reamer's Rubbish Removal, Suburban Pick Up Service; Heating Fleming Sheet Metal Co., Nelson Roofing Sheet Metal; General Contractor Chisago Lakes Const. Inc., Custom Builders and Myrum Builders. 3 Ayes MSP (Neisen /Johnson) To approve the following bills: General Check #'s 4931- 4978 and WS- MINN -45 Check #'s 083 and 084. Total disbursements $17,869.02. 3 Ayes MSP (Johnson /Neisen) To set an improvement hearing for Project 1971 -1 to include proposed Knollwood and proposed Sunnyside north of Ardan to County Road "J storm sewer in the area north of Arden from Long Lake Road to the West corporate limits, Daileys Hillview Addition, White Oak Estates Fourth Addition, and the proposed plat in the SE 1/4 of Section 7 abutting Red Oak, Woodcrest, and Long Lake Road, for April 19th at 8:00 P.M. Clerk- Administrator Zylia notified the audience that releases of appeal rights have been received in the Mounds View versus Red Oak Estates lawsuit with all plaintiffs having signed. Acting Mayor Blanchard's Report Acting Mayor Blanchard referred to the engineer for study a proposed Metropolitan Council policy statement relating to the extension of sanitary sewer facilities in open land. Councilman Neisen's Report 3 Ayes MSP (Neisen /Johnson) To adopt Resolution #516 entering into a one year contract with the maintenance employees. 3 Ayes Councilman Johnson's Report Councilman Johnson read the Planning Commission minutes of March 16th. MSP (Blanchard /Nelsen) To approve the subdivision request for Alfred Tildahl to divide Lot 44 Spring Lake Park Knolls Addition into the E 110' thereof and except the E 110' subject to entering into an agreement to pay the additional special assessments for the newly created lot. MSP (Neisen /Johnson) To approve the subdivision request for Gerald Foss to divide the S 191' of the N 375' of W 234' of Lot 38 Auditors Subdivision #89 into the N 116' and the S 75' thereof subject to granting an additional 8' of street right -of -way on Spring Lake Road. VIS (Neisen /Blanchard) To set a hearing to consider amending the square footage requirement in Sec. 6.2 of the Building Code for April 12th at 8:30 P.M. MSP (Johnson /Neisen) To amend Councilman Neisen's motion to include in the hearing consideration co requiring a garage with all new single family construction. Johnson Aye, Neisen Aye Blanchard Naye MSP (Neisen /Blanchard) To set a hearing to consider amending the square footage requirement in Sec. 6.2 of the Building Code for April 12th at 8 :30 P.M. 3 Ayes Building Inspector Skiba announced that Frank Wagoner of Component Homes has not contacted him since his appearance at the Council meeting. Attorney Schumacher's Report Engineer Boehm's Report 2 MSP (Neisen /Blanchard) To set a hearing to vacate a portion of a utility easement on the property known as 8267 Red Oak Drive described as follows: N 4 1/2' of the S 12/5' of Lot 4 Block 1 East Oaks Addition for April 12th at 8:25 P.M. Attorney Schumacher announced that the Ramsey County Attorney's Office had called to inform him that a release of the escrow money of the Village of Mounds View in the matter of Cheis Contracting was being released by Ramsey County upon the proper execution of some papers by Mounds View. Robert Glazer asked and received the Council's permission to .:ontact the Ramsey County Park Commission to explore the possibility of developing the Watson property north of new STH into a Ramsey County golf course. 3 Ayes 3 Ayes 3 Ayes MSP (Johnson /Blanchard) To set a hearing to vacate a drainage easement described as follows: Except the W 5' and the S 10' of N 15' of Lot 1, Block 1, Eigenheer Fourth Addition for April 12th at 8:20 P.M. 3 Ayes MSP (Neisen /Johnson) To approve the preliminary plat for White Oak Builders, Keith Harstad, Anthony Holschuh in the SE 1/4 of Section 7 Subject to the acceptance of the waiver of appeal and an opinion as to its legality by the attorney or subject to final approval not granted until after plaintiffs appeal rights have expired or been ruled on the Supreme Court. 0 3 Mr. Glazer also inquired as to whether the Council has given any more consideration to taking their own soil borings when developers request Council action on a piece of property. Discussion followed in which it was pointed out that soil borings are presently P. requirement of the subdivision ordinance. MSP (Neisen /Johnson) To grant a 3' variance to Palmer Larson for the S 81' of Lot 135 Spring Lake Park Hillview Addition. 3 Ayes Request presented by Vern Sinderson to center the house between two existing homes to save some trees.
