HomeMy WebLinkAboutMinutes - 1971/04/19PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA April 19, 1971 A Public Improvement Hearing was called to order by Mayor Rustad at 8 :00 P.M. Monday, April 19, 1971 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112 to consider Sanitary Sewer, Water, Street and Storm Sewer Improvement Project 1971 -1. Present: Mayor Rustad Councilman Blanchard Councilman Hodges Councilman Neisen Councilman Johnson Clerk Zylla read the legal notice and attested to its publication in the New Brighton Bulletin on April 1st and 8th. He stated that the hearing involved sending out 194 notices for the proposed storm sewer, 28 notices for proposed Sunnyside, 44 notices for proposed Knollwood, and 6 notices for Random Addition, Red Oak Estates and Daileys Hillview Addition. Attorney Meyers explained the law relating to public improvement hearings. Engineer Boehm made the formal presentation on behalf of the Village explaining the present system and the proposed projects. The majority of the public in attendance (estimated at 175 persons) was most concerned with the storm sewer proposal. Questions were directed to Mr. Boehm on the engineering aspects of the system. Mr. Boehm estimated the total costs for the project as follows: Storm Sewer 208,600 Proposed Knollwood and Sunnyside 333,000 Daileys Hillview Addition 139,400 Random Addition 58,400 Red Oak Estates 284,200 $1,023,600 The lateral costs were estimated at $9.00 for Sanitary Sewer Sewer Service $6.10 for Lateral Water Water Service $12.40 for Street Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm Fiscal Agent Seegar Swanson $230.00 $210.00 Seeger Swanson of Ehlers and Associates presented the proposed financing plans for the project. He estimated the cost of the storm sewer at 3C a square foot or 1.8C a square foot if a 60% assessment plan were adopted by the Council. He explained the benefit principle in assessing and stated assessment objections would be considered at a separate hearing. Mayor Rustad called for those for or against the proposed improvement. Mr. Bill Williams, 8414 Groveland Road, asked to have the reason for the storm improvement explained. Storm sewer was necessitated by the proposed extension of Knollwood and Sunnyside, which were petitioned for. 4 Mr. George Gustafson, 8391 Spring Lake Road, stated that he signed for street not knowing storm sewer was involved. 2 Mr. Clayton Hamilton, 8495 Red Oak Drive, inquired into who signed the petitions. Clerk- Administrator Zyrlla read the names of those that signed for proposed Knollwood. Mr. Robert Bruflodt, 8346 Groveland Road, questioned the validity of the names on the petition. Mr. John Sullivan, 8368 Spring Lake Road, stated that assessments were already a burden and that he saw no benefit. Mr. David Jahnke, 8408 Eastwood Road, wanted to know what percent of owners it took for a petition. It was explained that 35% was necessary. Mrs. Kenneth Bonin, 8380 Spring Lake Road, stated that in these days of ecology some low lands are necessary. Mr. Duane Syverson, 8365 Groveland Road, stated that every year there is a water ban, now we are looking to rid of the water. Mr. George Johnson, petitioner, stated that he has a right to try to develop his property. Mr. Alan Hemsworth, 2100 County Road J, stated he bought high ground to avoid a storm water problem. Mr. Pat Novak, 8368 Groveland Road, stated others shouldn't have to pay for speculators profit. Mr. Kenneth Spry, 8450 Groveland Road, said let the developers pay full cost. Mr. Ingvald Johnson, 8384 Long Lake Road, said the Highway Department bought some of his land and were to take care of the drainage. Mrs. John Globes, 8475 Eastwood Road, declared that the Highway Department guaranteed them there would be no water problem. Mr. Rodney Erickson, 8418 Spring Lake Road, said he was assessed too much already. Mrs. Arthur Abbott, 8270 Spring Lake Road, said most people bought years ago. She favored letting the newcomers pay, since assessments were too high already. Mrs. Robert McClain, 8468 Spring Lake Road, said we have no need. Mr. Charles Hermann, 8360 Long Lake Road, stated that new STH 10 would provide for drainage of his property. Mr. Halgren, 8419 Groveland Road, said he has no water problem. Mr. James Jalinski, 8281 Spring Lake Road, stated it would cost too much money. Mr. John Wakariak, a petitioner, wanted to know what to do with his platted lots since he couldn't build without the new street. Mr. Vern Sinderson, 7975 Fairchild, said he obtained the petition for proposed Sunnyside unaware of the storm sewer. He felt he had a right to try for development. Mr. Allen Idecker, 8340 Red Oak Drive, said there is no water problem as yet. Mr. L. A. Brogger, 8316 Spring Lake Road, also said there was no water problem. Mr. Russ Pederson, 8335 Groveland Road, felt it just meant going deeper into debt. Mr. Paul Brandvold, 8380 Eastwood Road, said that natural drainage seemed sufficient. Mr. Frank Gaybrish, 2088 County Road J, believed there was no water problem. Mrs. Marvin Schlutter, 8312 Spring Lake Road, said there never has been a drainage problem. Mr. Thomas Harris, 8310 Eastwood Road, also felt there was no drainage problem. Mr. Leroy Johnson, 8336 Spring Lake Road, said only a few people would benefit. Mr. Thomas Silvas, a petitioner, stated that he had a right to request the improvement since he is paying taxes on his land. Mr. Donald Balk, 2290 County Road J, was against proposed Sunnyside and storm sewer. Mrs. Carl Morawski, 8432 Groveland Road, stated she liked the swamp in her back yard. Mayor Rustad accepted petitions from the floor against the improvement. Mayor Rustad closed the hearing at 10:04 P.M. 3 After Council discussion it was determined that the vote should reflect approval of baileys Hillview Addition, Random Addition, and Red Oak Estates but the remainder of the proposal should be defeated at this time, for reasons of higher taxes and general concern for the economic situation. Councilman Blanchard commented on the quandry faced, of either expanding this portion of the Village or driving persons to far higher costs. Councilman Johnson felt that at some time in the future the storm sewer would be installed. MSP (Blanchard /Hodges) To order sanitary sewer, water, and street improvement Project 1971 -1 to include Daileys Hillview Addition, Random First Addition and Red Oak Estates deleting storm sewer in the area bounded by County Road J, Long Lake Road, Ardan Avenue, and the West Corporate limit, deleting utility extensions on proposed Knollwood and proposed Sunnyside from Ardan to County Road J, deleting utility extensions on Ardan from Groveland to County Road J, and Ardan from Eastwood to Red Oak. MSP (Blanchard /Neisen) To order the engineer to prepare final plans and specifications for Improvement Project 1971 -1. MSP (Neisen /Johnson) To adjourn at 10:17 P.M.
