The Regular Meeting of the Mounds View Village Councii was called to order by
Mayor Rustad at 8:00 P.M. on Monday, April 26, 1971 at the Village Hail, 2401
Highway #10, St. Paul, Minnesota 55112.

MSP (Blanchard /Hodges) To approve the minutes of April 12, 1971.
Residents Requests and Comments from the floor
Anthony Holschuh appeared to request the vacation of 30 feet of right -of -way
north of Holschuh 1st Addition, dedicated in the plat.
MSP (Rustad /Blanchard) To set a hearing to consider the vacation of the north
30 feet of Holschuh Addition for May 24th at 8:30 P.M. Said 30 feet was
dedicated for Woodale Drive.
Bennett Goldberg appeared to request information from the Council on moving a
building into Mounds View to be used as an off sale liquor store on the Mermaid
Supper Club property bordering on County Road H. Mr. Goldberg was referred to
the Clerk- Administrator.
Vern Sinderson and Gordon Aspenson appeared to seek the extension of Sunnyside
north from Ardan approximately 630 feet.
MSP (Rustad /Hodges) To accept the petition for proposed Sunnyside north from
Ardan approximately 630 feet and proposed Ardan from Eastwood to Red Oak (1971 -1A)
and to embody the preliminary report for 1971 -1 into this project and to set the
hearing for May 10th at 8:45 P.M. 4 Ayes
The Council emphasized that no storm sewer was necessary for Project 1971 -A.
Mr. and Mrs. H. Brandt, 7931 Woodlawn, appeared to request Council approval of a
residential kennel license. Their petition was referred to the police department
for investigation.
Mrs. Verna Brockway, Mayor Rustad's appointee to the St. Paul Association for
Retarded Children sponsored Day Camp reported on the meeting and requested
Village participation in the funding.
MSP (Blanchard /Hodges) To authorize the transfer of $100 from the General Fund
to the Recreation Department to contract with the Roseville Parks and Recreation
Department to provide facilities for Mounds View retarded children.

MSP (Neisen /Hodges) To grant an extension of 90 days of the special use permit
to William Gillespie to park a mobile home on the used car lot on the southeast
corner of STH 10 and Silver Lake Road.
Mayor Rustad's Report
Mayor Rustad read the police report for March.
MSP (Rustad/Hodges) To accept the resignation of Robert Shelquist from the
Lakeside Park Commission. 4 Ayes
MSP (Rustad /Blanchard) To appoint George Johnson to the Lakeside Park Commission
filling the term of Jim Haluptzok and to appoint William Hay filling the term of
Robert Shelquist. 4 Ayes
Clerk Administrator Zylla's Report
MSP (Rustad /Neisen) To approve the following licenses: Asphalt Asphalt Driveway
Co. of St. Paul, Central Allied Blacktop Inc., Modern Roadways Company; Cement Work
Allen George Const. Co.; Excavator Schulze Exc. Grading, Stanway Trucking and
Exc., Dale Gile Const. Co.; General Contractor Merle's Construction, Allen George
Const. Co.; and Heating Royalton Heating Cooling Co. 4 Ayes
The Council decided not to approve a Heating license for A,B M Plumbing, Heating
and Sewer.
MSP (Blanchard /Hodges) To approve the following bills: General check #s 5026 -5052,
WS- MINN -45 check 086 and Payroll check #s 2031 -2057. Total disbursements
$14,288.87. 4 Ayes
MSP (Hodges /Blanchard) To adopt Resolution #521 apportioning the assessments on
Division #42917 for Brooks and Holmberg.
Mayor Rustad read the Planning Commission minutes of April 20th.
MSP (Rustad /Hodges) To approve the subdivision request for Thomas Nelson, 7060
Knollwood Drive, to add 15 feet to Lot 86 Knollwood Park Addition taken from
Lot 85.

MSP (Rustad /Blanchard) To approve the subdivision request for T. M. Willmus
Construction Company to divide unplatted lands in Section 7 parcel 020 into
parcels 030 -04 and 040 -04. 4 Ayes
Councilman Hodges' Report
Councilman Hodges announced a Recreation meeting at 6:30 P.M. on April 27th and
a tour of the parks.
Councilman Blanchard's Report
Councilman Blanchard stated that he has talked with Jim Schlichtmann about the
possibility of starting an employee blood bank.

Copncllmun Neison's Report
Councilman Nelsen reported on the bid opening for the tractor held on Saturday
at 12 noon in which only one bid was received.
MSP (Neieen /Rustad) To reject the bid of A and M Industrial Tractor Inc. and
to readvertiee for tracl9r bide for May 10th at 4:30 P.M., and to advertise for
two part time men aged 18 or alcove for summer work at $2.50 per hour.
Councilman Baleen reported that the sewer break at 8310 Eastwood was repaired.
,attorney M®vure' Report
Attorney Meyers reported on Planning Commission Chairman Stole's request for
information on reimbursing Council members and Commission members for time lost
from work for court appearances. Members subpoenaed are entitled only to
statutory expenses unless they are non Village witnesses or called by the
Village which case they would be entitled to out of pocket expenses only.
MSP (Blanchard /Rustad) To adopt Resolution #522 authorizing the Mayor and
Clerk to enter into a joint purchasing agreement with the County of Ramsey, a
copy of the agreement attached to the resolution.
Attorney Meyers presented copies of Ordinances #185 and #186 passed on April 12th.
MSP (Blanchard /Hodges) To adopt Ordinance #187 amending Ordinance #58, the Dog
Ordinance, raising the license, impounding and board fees and requiring an
innoculation certificate for rabies upon application for a license.
