Village Council was called to order by
Monday, May 10, 1971 at the Village Hall,
55112.

MSP (Neisen /Blanchard) To approve the minutes of April 26, 1971.
Residents Requests and Comments from the floor:
MSP (Neisen /Johnson) To approve the final plat for Random Addition and to
authorize the Clerk to sign it.
MSP (Neisen /Blanchard) To authorize the building inspector to issue bui
permits for 5124 Red Oak, 5116 Red Oak and 5117 Irondale Road as these houses are
under the requirements set by Ordinance #185 passed April 12th in either room
size or square footage.
All three permits were applied for the day the ordinance was published and the
contractor claimed he misunderstood the last day to apply under the old standards.
The Council decided to discuss the room size requirement under Ordinance 185 at
their next agenda meeting.
MSP (Neisen /Johnson) To set a hearing to consider moving a building into the
Village in part of the SE 1/4 of Section 8 (property east of the Mermaid Supper
Club) for Bennett Goldberg, co -owner of the Mermaid Supper Club, for 8:35 P.M.
on May 24th. 3 Ayes
MSP (Johnson /Neisen) To approve the final plat of Red Oak Estates and to
authorize the Clerk to sign it. 3 Ayes
Acting Mayor Blanchard's Report
Acting Mayor Blanchard read the police report for April.
Acting Mayor Blanchard read a letter from the League of Women Voters requesting
the appointment of four of their members to a newsletter committee.
MSP (Blanchard /Johnson) To appoint Carol Baumgartner- Chairman, Pat Gammell,
Connie Krussel and Betty Skelly to the Mounds View newsletter committee.

Clerk- Administrator Zylla's Report
MSP (Neisen /Johnson) To approve the following licenses: Asphalt Balsiger
Contracting; Residential Kennel Harold G. Brandt; and Transient Merchant
John Luther Fulwider.
MSP (Blanchard /Neisen) To approve the following bills: General check #'s
5053 -5089, WS- MINN -45 check it's 087 088, Payroll check #'s 2058 -2077. Total
disbursements $19,103.50.
MSP (Neisen /Johnson) To receive the bids for Village Hall Alterations Project
1971 -2 and to accept the low bid of A. Viken Company for Schedule A Painting
for $695.00 and to accept the bid of Murray Floor Covering for Schedule B
Carpeting for $1,172.00 and to authorize the Acting Mayor and Clerk to sign the
contracts.
The Clerk read his recommendation to reject the low bid of Vrooman Floor Covering
for Schedule B because of their failure to meet the specifications.
MSP (Neisen /Johnson) To authorize Ramsey County to advertisg for bids for a
1971 police station wagon with delivery to be June 30th, 1971. 3 Ayes
MSP (Blanchard /Neisen) To authorize Clerk Zylla to sign the Vacation of Easement
and Hold Harmless Agreement on behalf of the Village of Mounds View for the
following vacated easement: N 4 1/2' of S 12.5' of Lot 4 Block 1 East Oaks
Addition. 3 Ayes
MSP (Blanchard /Johnson) To amend the street lighting contract with Northern
States Power Company to provide that Northern States Power Company will make all
balast renewals and the Village will paint all randards. 3 Ayes
MSP (Johnson /Neisen) To approve the Assignment of Securities in Lieu of Bond
Depositories of $200,000 Federal Intermediate Credit Banks due 2 -1 -72 held by
the First State Bank of New Brighton. 3 Ayes
MSP (Neisen /Blanchard) Cancelling the improvement hearing for Project 1971 -1a,
accepting the 100% petition, ordering the improvement, and authorizing the
engineer to prepare final plans and specifications for Project 1971-la. 3 Ayes
MSP (Johnson /Blanchard) To authorize an expenditure not to exceed $215.00 to
A. Viken Company to paint all exterior trim and all doors (both sides) with
two coats at 2401 H{hway #10. 3 Ayes
Clerk- Administrator Zylla announced that the bids received on May 3rd were
$1,500 less than the budgeted amount and therefore since other maintenance was
required on the building, the A. Viken Company estimate was obtained. Attorney
Meyers stated that this was a legal expenditure.
Councilman Neisen's Report
MSP (Neisen /Johnson) To order the installation of a street light on Eastwood
Road midway between County Road 1 and Hillview Road and at the intersection of
Woodale Drive and Pleasant View Drive.

Councilman Neisen announced that bids were opened on May 10th at 4:30 P.M.
for a tractor with the following results: Case $12,754.00, International
$9,888.00 and John Deere $10,230.18.
Ipp No action was taken to award the bid until further study.
