Mayor Rustad at 8:00 P.M. on Monday, May 24, 1971 at the Village Hall, 2401
Highway #10, St. Paul, Minnesota 55112.

MSP (Blanchard /Hodges) To approve the minutes of May 10, 1971. 4 Ayes
MSP (Rustad /Neisen) To approve the minutes of May 17, 1971. 4 Ayes
Residents Requests and Comments from the floor:
Jim Lund, builder, inquired whether any more action would be taken to amend
Ordinance #185 relating to room size minimum. The Council said they were
comtemplating no change since most builders seemed satisfied with the requirement
and since no opposition was present the night of its passage.
Mr. Teslow, 7932 Fairchild, requested relief from periodic flooding at his home.
The Engineer reported that the flow was west and that their survey crews would
investigate since the State Highway Department is claiming no responsibility.
Mr. Paron, 2288 Highway #10, wanted the Council to check on a dying oak tree on
his property. Mr. Paron claimed that its death resulted from the sanitary sewer
excavation performed on the easement.
Mr. Paron also requested the police check to see if a party on Highway #10 was
conducting an auto repair shop in a residential district.
Mayor Rustad's Report
MSP (Rustad /Blanchard) To accept the resignation of Charles Jackson as Civil
Defense Director effective June 1st, 1971. 5 Ayes
A letter of appreciation will be sent.
MSP (Rustad /Neisen) To appoint Jerry Fields as Civil Defense Director effective
June 1st.

Mayor Rustad read a letter from Arden Hills requesting passage of a resolution in
opposition to the Metro Council.
The Police Commission was in attendance. They read a letter of resignation from
George Katseres.
MSP (Hodges /Johnson) To accept the resignation of George Katseres effective
June 4th, 1971. 5 Ayes
A list of three certified applicants was presented by the Commission: Timothy
Ramacher, Frances Ellis and Raymond Vernon.
MSP (Neisen /Hodges) To appoint Timothy Ramacher to the Mounds View Police
Department as patrolman effective June 1st, 1171. 5 Ayes
Councilman Johnson read the Planning Commission minutes of May 18th.
MSP (Neisen /Blanchard) To approve the preliminary plat of 5 lots for Donald
Chapman for 59- 0060 020 -23 subject to the inclusion of Parcel 030 -23 in the plat
if possible. 5 Ayes
MSP (Austad /Hodges) To approve the preliminary plat for DeGardner 2nd Addition
for four lots. 5 Ayes
MSP (Rustad /Blanchard) To approve the subdivision of Art Worcester for Lot 14
Knollwood Park Addition into the N 250' and Ex thereof. 5 Ayes
Mayor Rustad called the hearing to consider moving a building into the Village
to order at 8:37 P.M.
The rea ang of the legal notice, published May 13th, was dispensed, but the Clerk
gave the location and subject matter of the request. The building is to be used
for an off sale liquor store.
Questions centered on the size (32 X 50), operators (present owners of the Mermaid
Supper Club, Inc.) plans for present off sale space in the Mermaid (increase in
dining area), and violations of liquor laws (present record good).
There were no objections voiced at the meeting.
Mayor Rustad closed the hearing at 8:43 P.M.
MSP (Neisen /Hodges) To authorize Bennett Goldberg and Burton Rozman to move a
32 X 50 foot building, formerly the Clock Restaurant, into the Village to be
located on the parcel of property east of the Mermaid subject to application for
a building permit. 5 Ayes
MSP (Neisen /Johnson) To uphold the Planning Commission denial of a subdivision
request for Sam Dalberg to divide the S 1/2 of Lot 16 Block 1 Greenfield Addition
into the East 1/2 and West 1/2 thereof. 5 Ayes

MSP (Blanchard /Johnson) To approve the transfer of the set up license expiring
6 -30 -71 and the dance license expiring 6 -1 -71 from Ebel Ramacher Company to
Anton Jambor d /b /a Bel -Rae Ballroom and the new issuance of a cigarette license
and an on sale non intoxicating liquor license expiring 12 -31 -71 and a set up
license expiring 6 -30 -72 and a dance license expiring 6 -1 -72 to Anton Jambor.
MSP (Rusted /Hodges) To approve the following bills: General check #'s 5090 -5133,
Payroll check #'s 2078 -2106 and WS- MINN -45 check 089. Total disbursements
$16,343.38.
MSP (Hodges /Neisen) To authorize the expenditure of $431.00 to Murray Floor
Covering to carpet the Mounis View Police Department at 2575 Bronson Drive.
MSP (Rustad /Blanchard) To approve Resolution #523 apportioning the assessments
on Division #43113 for Lot 46 Spring Lake Park Hillview Addition.
Clerk- Administrator Zylla informed the Council that the total bill minus equipment
costs as a result of the sewer break at 8310 Eastwood Road caused by Lloyd Moen
Excavating doing improper installation came to $2,581.22. Clerk Zy Ua stated
Mr. Moen would be forwarded an itemized bill directly.
Councilman Hodges' Report
Councilman Hodges reported on the Recreation meeting of May llth and the appearance
before the Planning Commission regarding acceptance of the Brauer Park Plan. He
informed the Council of a meeting with Kraus Anderson on the proposed park at
County Road H2 and Silver Lake Road, and of the Committees plans for toning down
the Brauer proposal and seeking a referendum in November.
MSP (Rustad /Blanchard) To accept and approve the Basic Brauer Park Plan as
presented. 5 Ayes
Councilman Hodges announced that a fireplace will be constructed in the Village
Hall Park in memory of Mrs. Donovan Wendt. About $100 has been donated.
Councilman Neisen's Report
Councilman Neisen inquired as to whether there was a guarantee on the shrubbery
planted around the well houses in Project 1968 -3. Engineer Boehm stated the job
has not been finaled out and dead plantings would be replaced as per the contract.
MSP (Neisen /Hodges) To appoint John Everson, 2447 Woodale Drive, to work in the
Mounds View maintenance department for half days in the next two weeks and to
temporary full time after that time at a rate of $2.50 per hour subject to
passing a physical examination.
Councilman Johnson's Report
Councilman Johnson announced that the draft of the audit of the Village was ready
for review, and that the final copy should be ready in about three weeks.

Engineer Boehm's_Re port
Engineer Boehm reported on a sewer problem at Woodcrest and Long Lake Road. It
appears that a riser has settled into the pipe which is 28 feet deep.
MSP (Rustad /Blanchard) To authorize American Pipe Services to inspect and
repair the damabad pipe.
Inspector Skiba is to check the cost of having Clark and Moores do some digging
at the break on behalf of the Village, rather than tying up our crew for assistance
in the repair.
MSP (Rustad /Hodges) To accept the final plans and specifications for Sanitary
Sewer and Water Projects 1971 -1 and 1971 -la. 5 Ayes
MSP (Blanchard /Hodges) To set the bid date for Sanitary Sewer and Water Projects
1971 -1 and 1971 -1a for June 21st at 12 noon.
MSP (Neisen /Rustad) To adjourn at 10:02 P.M.
