VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
June 14, 1971
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rustad at 8:00 P.M. on Monday, June 14, 1971 at the Village Hall, 2401
Highway #10, St. Paul, Minnesota 55112.

MSP (Blanchard /Neisen) To approve the minutes of May 24, 1971. 4 Ayes
Residents Requests and Comments from the floor
MSP (Blanchard /Neisen) To approve a lot split for applicant Dennis Lager,
7629 Knollwood Drive, to divide Lot 24, Spring Lake Park Knolls Addition
in half.
Mayor Rustad's Report
Mayor Rustad read the Police Report for May. He reported that Mounds View's
increase in crime in the last year was 94%.
Mayor Rustad stated that there is a need for a plain police car. The cost
would be $2,800.00.

Councilman Johnson asked if this would be an emergency vehicle. Mayor Rustad
said no, it will supplement, not replace the present vehicles.
MSP (Rustad/Blanchard) To approve the ordering of a plain police car. 4 Ayes
Councilman Blanchard's Report
Councilman Blanchard reported that the League of Minnesota Municipalities
Convention had been very interesting and informative.
Councilman Blanchard stated that a 1971 JLate Building Code law was being prepared.
This will go into effect in July of 1972.
Councilman Blanchard also asked if Ardan Avenue between Spring Lake Road and
Groveland had been blocked off. Inspector Skiba stated it had not been blocked
off but that he would check into the matter.
Councilman Neisen's Report
Councilman Neisen reported that he enjoyed the League of Minnesota Municipalities
Convention very much.
Councilman Neisen stated that Spring Lake had been treated for "itch" on
June 12th.
Councilman Neisen also reported that the sweeping of the sand off of the streets
is in progress. They are working on the North side of the Village now.
MSP (Rustad /Blanchard) To approve the following bills: General checks #5134 -5197,
WS- MINN -45 checks #090 -091, Bond check #594 and Payroll checks #2107 -2128. Total
disbursements $106,394.42. 4 Ayes
MSP (Neisen /Rustad) To approve the following transfers: To Sewer Bond from
Project, transfer interest on sale of $250,000 bond issue dated 12/1/67 per
auditor in the amount of $1,101.64, check 5198; To Project from WS- MINN -45,
transfer all costs from Project 1970 -5, the fencing of Tower #2, in the amount
of $2,054.07, check 092; and To Sewer Bond from WS- MINN -45, transfer money
necessary to cover interest payments due 2 -1 -70, 8 -1 -70, and 2 -1 -71 on HUD
bonds, per auditor, in the amount of $50,696.00, check 093. 4 Ayes

Attorney Meyers' Report
Attorney Meyers reported that the County Attorney, Tom Quale, has the Chies Bros.
papers on his desk and before him to be worked on.
Attorney Meyers presented a letter to Don Hodges from himself dated June 4th
regarding the acquisition of the John Moga property which is approximately
10 acres for use as a municipal park. The following four points were included
in the letter.
2 That in return for this conveyance Mr. Maga would retain a life estate in
said premises, which wouki permit him to live on said premises for the rest of
his life. The property would not be acquired by the municipality until after
Mr. Moga's death, at which time said property would be developed along the lines
as more fully set out in the park planner's proposal.
1 That Mr. Moga convey to the Village of Mounds View his property, free and clear
of all encumbrances, except taxes and assessments, with a restriction on said
conveyance that the property be used for park purposes only and that as much of
the premises as possible be retained in their original or restored condition as
a historical place of interest.

3 The Village would pay, assume or abate all taxes and assessments on said
property in consideration of the conveyance of the fee title to the Village.
4 The property upon being developed as a public park and /or historical site
would carry an appropriate name commemorating Mr. Moga's contribution to the
Village of Mounds View, such as Moga Park, Rice Creek Park or another suitable
name.
MSP (Neisen /Johnson) To appoint the Clerk to prepare a letter with the above
points included to be sent to Mr. Moga.
Engineer Boehm stated that he had received a complaint about flooding from
Mr. B. Teslow, 7932 Fairchild Avenue. Engineer Boehm said there is no
possible way the flooding could be caused from the drainage swale and that
it must be coming through the basement walls.
Engineer Boehm reported on the Utilities Relocation Agreement between the Village
eld the State of Minnesota.
The street vacation hearing was brought to order at 8:30 P.M.
Attorney Meyers read the legal notice for the vacation of street right -of -way
for the property described as follows: The North 30' of Holschuh Addition
dedicated for Woodale Drive.
Engineer Boehm pointed out the area on the map.
Mayor Rustad called for objections. There were none.
Attorney Meyers stated there are no utilities in and that no public purpose for
the right -of -way exists.
MSP (Neisen /Johnson) To adopt Resolution #524 vacating the street right -of -way
for the North 30' of Holschuh Addition dedicated for Woodale Drive.
Arnold Johnson, builder, requested permission to take out a building permit for
the lot abutting the above 30 feet. There were no objections, however a
discussion followed on the side yard setback.
Attorney Meyers read the Utilities Relocation Agreement.
