HomeMy WebLinkAboutMinutes - 1971/06/28The Regular Meeting of the Mounds View Village Council was called to order by Acting Mayor Blanchard at 8 :00 P.M. on Monday, June 28, 1971, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112 Present: Acting Mayor Blanchard Councilman Hodges Councilman Neisen Councilman Johnson Absent: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA June 28, 1971 Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm Mayor Rustad MSP (Neisen /Hodges) To approve the minutes of June 14th, 1971. 4 Ayes Clerk- Administrator Zylla's Report MSP (Neisen /Hodges) To approve the following licenses: Asphalt T. A. Schifsky Sons, Inc.; Cement Work Tom Kozitza; Excavating Schulze Exc. Grading, C. W. Houle Landscaping; Gasoline Station Highway #10 Service; General Contractor The Sussel Company, James Lund Const.,Inc.; Crown Iron Works Co., Krey Const. Co., Inc., Culligan Water Cond. of N. Total disbursements $27,729.69. 4 Ayes Clerk- Administrator Zylla announced that the State Building Code will begin to affect the Village as early as July 1971 since we will have to start charging f' surcharges on almost every construction permit issued. Councilman Hodges' Report Councilman Hodges reported that he will be meeting with Kraus Anderson and Cushman Minar on obtaining at least 20 acres of property for park purposes on the Northeast corner of Silver Lake Road and County Road H2 on Wednesday of this week. Councilman Neisen's Report MSP (Neisen /Johnson) To order the installation of street lights at the intersection of Spring View Lane and Knollwood and on Groveland Road between Bronson Drive and County Road I. 4 Ayes Councilman Neisen stated the problems chat have occurred in trying to get Ramsey County to finish sweeping our streets. He felt that he would be meeting soon with the Ramsey County superintendent to discuss their failure to finish at least one month ago. Councilman Neisen announced that starting next year our street signs would begin to be replaced. He stated that there was not sufficient funds to embark on such a program this year due to the purchase of the tractor. Councilman Johnson's Report Councilman Johnson suggested that the Council authorize a meeting with George Hansen Company, public accounting firm, to discuss the recommendations of the audit. The Council decided on July 19th. The Planning Commission met on June 15th but there was no business. Councilman Hodges mentioned that he had received a call requesting a representative be sent to the Youth Center Committee. Councilman Hodges volunteered to attend. Councilman Neisen said that the Village would soon be receiving a bill from the North Suburban Sewer Advisory Board. Mr. Robert Korinek, 7801 Long Lake Road, requested approval of a modular home by Pemtom to be constructed in the Village. Discussion followed on our codes and modular housing. He was informed to find out from Inspector Skiba where it did not meet our requirements. Engineer Boehm's Report Engineer Boehm announced that the broken sewer riser at Woodcrest and Long Lake Road was repaired by American Pipe Services. MSP (Blanchard /Neisen) To accept the bids for Project 1971 -1 and 71 -la opened June 21st at noon and to award the bid to the lowest responsible bidder Johnson Brothers, for $319,500. MSP (Hodges /Johnson) To adopt Resolution #526 relating to the Village encroaching on the right -of -way for new STH 10. 4 Ayes Engineer Boehm stated that Mr. Greiling, the HUD field engineer, will be making his final inspection of 1968 -3 this week. Councilman Neisen asked if a survey of all the streets had been made to determine if they needed seal coating. Engineer Boehm explained that all the streets constructed in 1966 and 1967 are in need of repair. Ali MSP (Neisen /Johnson) To direct the engineer to draw up specifications for seal coating approximately one third of the Village and set the bid opening for 12 noon on July 26th. 4 Ayes MSP (Blanchard /Hodges) To allow Johnson Brothers Construction to work two shifts on Project 1971 -1 and 1971 -1a. 4 Ayes Councilman Neisen stated that he has received no reply from the Postmaster on renumbering streets.
