PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
July 12, 1971
The Regular Meeting of the Mounds View Village Councii was called to order by
Mayor Rustad at 8:00 P.M. on Monday, July 12, 1971, at the Village Hall, 2401
Highway 910, St. Paul, Minnesota 55112.

Residents Requests and Comments from the floor
Budrick Tesiow, 7932 Fairchild, appeared seeking relief from water damage,
claiming improper drainage exists by his home. The Village engineer investigated
and found that the fault is not with the Village. The Highway Department met with
Mr. Walter Skiba and found that the Village was to blame. Mr. Boehm was asked to
contact the Highway Department to coordinate their efforts.
Lyle Nelson, 2745 Sherwood Road, asked whether the Council had passed a resolution
opposing the 8% NSP rate increase. Clerk- Administrator Zylla explained the action
taken to date by the municipal officials and NSP stating a resolution at this point
in time would serve little purpose.
J ;m Andrews, a representative of the proposed Youth Services Bureau, made a
presentation to the Council of their objectives. He stated their goal was the
mobilization of youth to find ways to reduce juvenile delinquency and crime.
Mr. Weber of the State Corrections Department was in attendance and stated
that his office was assisting in their endeavor. The project would involve
all of School District 621 with an initial total cost of from $12- $13,000. The
organization would be public non profit with the name Community One. A major
obstacle in organizing the Committee seems to be the legality of communities
supporting such an activity.

Clerk- Administrator Zylla's Report
MSP (Hodges /Johnson) To approve the following licenses: Asphalt Balsiger
Contracting Co., Buck Blacktop, Lino Lakes Blacktop; Cement Work Carroll
Buzzell Brick Cement; Excavating Stanway Excavating, Harry Koalska
Contracting Co.; Heating Larson -Mac Co., Sassco, Inc., Standard Heating
Air Cond. Co.; General Contractor Metro Metals,Inc., Statewide Contractors,
Inc., Custom Pools Inc., Donco Builders, Inc., lalberg Builders, Inc.; Sewer
and Water Kadlec Excavating Inc.; Sign and Billboard Erector Naegele Outdoor
Advertising Co., Inc.; and Transient Merchant John L. Washburn.

MSP (Blanchard /Neisen) To approve the following bills: General Checks #5223 -5298,
WS- MINN -45 Checks #094 and 095, Payroll Checks #2161 -2181, and Bond Checks #595 and
596. Total disbursements $123,969.00 plus Check #096 transfer of $512.31 from
WS MINN -45 account to Sewer Bond closing out the special account. In addition
$69,247.86 in investments (at cost) are transferred to the account. 5 Ayes!
MSP (Rusted /Blanchard) To approve Resolution #527 apportioning the assessments
on Division #43161 for Herbst, Malvin, and Skiba. 5 Ayes
MSP (Neisen /Rustad) To approve the installation of a street light approximately
220' West of the intersection of Longview and Red Oak Drive. 5 Ayes
Clerk- Administrator Zylla announced that a notice of claim was received seeking
$15,000 damages for injuries caused to Guy Clobes who reportedly suffered
injuries when hitting a street depression on his motorcycle.
Councilman Hodges' Report

Councilman Hodges reported on the last Recreation Committee meeting and announced the
coming meetings for July 13th and July 27th.
MSP (Rustad /Blanchard) To approve the issuance of a building permit to Metro
Metals to construct a 32 X 62.5 building on the Edgewood Junion High School property
for use as a classroom, and to waive the permit fee. 5 Ayes
Engineer Boehm's Report
Engineer Boehm announced that a bid date has been set to seal coat approximately
1/3 to 1/2 of the Village streets for July 26th.
A preconstruction conference was held with Johnson Brothers Construction Company
regarding Project 1971 -1 and 71 -la in which he stated his desire to work 3 crews
and finish construction in five weeks.
The final inspection of HUD Project 1968 -3 was completed with Robert Greiling
HUD field engineer.
MSP (Rustad /Hodges) T3 release the $7,500 certified check of Peterson- Templin
which was held in escrow pending completion of sodding and seeding.
Seeger Swanson of Ehler and Associates appeared to request execution of the
necessary resolutions for the sale of general improvement bonds.
MSP (Rustad /Blanchard) To adopt Resolution #528 determining the total costs
and calling fqr the sale of $655,000 improvement bonds for Project 1971 -1 and
71 -la plus the street improvement (not yet bid) on August 25th at 8:00 P.M.
The Council declined to spend $600 to have Moody's evaluate our financial
position for the purpose of obtaining a higher bond rating unless Mr. Swanson
feels it is a good possibility.
