Mayor Rustad at 8:03 P.M. on Monday, July 26, 1971, at the Village Hall, 2401
Highway #10, St. Paul, Minnesota 55112.

MSP (Hodges /Neisen) To approve the minutes of July 12, 1971. 4 Ayes.
Mr. Budrick Teslow returned to present his case for an effort being made to
alleviate his drainage problem at 7932 Fairchild. The Highway Department
again informed him that his house was built too low and that the Village was
at fault. Mayor Rustad instructed the staff to see if a bigger culvert
would solve the problem with the possibility of lowering the ditch.

MSP (Rustad /Neisen) To approve the following licenses: Asphalt United
Asphalt Co., Inc., Northern Asphalt Construction Co.; Cement Work Stone
Masonry, Don Zebro Cement Co.; General Contractor Victor Loeffler Const.,
Robyn Lemancik Builders, S. J. Construction,Inc.; Heating Neil Hubbard
Heating Air Conditioning; Mobile Sewage Carrier Northern Cesspool Co.;
Moving Dale Movers, Inc.; Sewer and Water Hokanson Plumbing, Weleski
Son, and Robert Timm.
MSP (Hodges /Johnson) To approve the following bills: General Check #'s 5299
5342 and Payroll Check #'s 2182 2210. Total disbursements $25,627.79. 4 Ayes
The Council stated that tighter control over purchasing was being discussed
for the future.
MSP (Rustad /Hodges) To adopt Resolution #529 authorizing the Clerk- Administrator
to execute an agreement as requested by the Governor's Commission on Crime
Prevention and Control to seek reimbursement for the purchase of a $490.05
Motorola Motrak radio for the police.
Councilman Hodges reported that he had attended a meeting on Community One but
that no formal requests for funds were to be made until the various Village
attorneys had met to determine what was legally possible regarding supportive
funds.
The Council noted that we will be receiving an old New Brighton warming house
to be placed at Greenfield Park.

Councilman Neisen reported that the problems with the water system (odor and
color) seem to have been remedied.
Councilman Johnson read the Planning Commission minutes of July 20th.
Clerk- Administrator Zylla informed the Council that it appeared the Planning
Commission mistakenly informed Mr. W. Johnson, 2287 County Road H2, that no
variance was needed for his request for a garage. The Council referred the
application back to the Planning Commission.
Attorney Schumacher's Report
Attorney Schumacher reported that the County Board had considered the agreement
releasing the Chies Construction Company money at their meeting today. Mayor
Rusted said that the agreement was in fact approved. Councilman Johnson
wanted the County tied to an exact date of refund. Mr. Schumacher is to contact
Mr. Quayle of the Ramsey County Attorney's Office.
MSP (Rustad /Hodges) To adopt Resolution #530 approving the 5th Rider to the
agreement between the St. Paul Water Commissioners and the Village of Mounds View
for an improvement crossing on County Road I for Daileys Hillview Addition. 4 Ayes
Engineer Boehm's Report
MSP (Rustad /Johnson) To accept the bids for Street Improvement Project 1971 -3
(sealcoating) and to award the bid to the lowest responsible bidder, Allied
Blacktop for $26,775.00.

Engineer Boehm stated the estimated cost per square yard was less than $.14.
Mayor Rustad expressed his sympathy over the injury caused to an 11 year old
Mounds View boy who was struck by an auto crossing TH 10 on a bicycle. He
hoped some organization could sponsor some bicycle safety clinic as a means
of prevention to further injuries.
