Home My WebLink AboutMinutes - 1971/10/18Present: Mayor Rustad Councilman Blanchard Councilman Neisen Councilman Johnson Absent: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA October 18, 1971 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M. on Monday, October 18, 1971 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Councilman Hodges MSP (Neisen /Blanchard) To approve the minutes of October 4th. Residents Requests and Comments from the floor Also Present: Clerk- Administrator Zyila Attorney Meyers Engineer Boehm Eldon Muholand, Community One representative, presented a copy of the Attorney General's opinion regarding the proposed joint powers agreement in order to finance Community One. The Council accepted the information but took no action at this time. MSP (Rustad /Neisen) To approve the final plat of East Oaks Addition and to authorize the Clerk to sign it subject to Mr. Sinderson obtaining all other signatures except those of the plat commission. Mayor Rustad's Report Mayor Rustad read the police report for September. Clerk- Administrator Zylla's Report 3 Ayes Rustad Abstained 4 Ayes MSP (Neisen /Blanchard) To approve the licenses including a transcient merchant license for Thomas Meissner to sell Amway Products in the Village. Mr. Zylla stated that Mr. Meissner was checked out through both Better Business Bureaus and the mobile home park in which he lives. Cement Work James B. Jackson Concrete; Excavating Houser Corporation, Luverne Peterson Excavating; Garbage /Rubbish Hauler Guy's Disposal; General Contractor Herbert E. Garbers Const., Alexander Home Service, George Petersen; Pla3tering or Outside Stucco Grayden Stucco Co.; and Off Sale Non- Intoxicating Liquor David John Peterson d /b /a Convenient Food Market. 4 Ayes MSP (Blanchard /Johnson) To approve General check #'s 5542 consecutive through 5587, Payroll check #'s 2330 consecutive through 2356. Total disbursements $104,716.76. 4 Ayes MSP (Neisen /Johnson) To approve General check #5588 to Allied Blacktop for $29,219.96, the final estimate on Sealcoat Project 1971 -3, and to enter into a one year maintenance agreement. 4 Ayes 2 MSP (Blanchard /Neisen) To approve Check #5589 transferring $36,130.00 from the Construction Fund 1971 -1 to the Improvement Bond Fund to pay interest costs to be incurred in 1972 as a result of the $655,000 bond issue. Also to approve Check #603 transferring $450.00 from the 1968 -3 Bond Fund to the Project Fund to pay 1968 -3 costs included in Check #5578. MSP (Nelsen /Johnson) To approve a book transfer of $33,201.18 from thc_ Revolving Fund to the Project Fund to pay for the costs of Sealcoat Project 1971 -3 from August 9th through October 13th. Mayor Rusted commented that although he did not believe that the intent of the ordinance was being met and was in fact against using the money for this purpose he would vote in favor, since according to the Revolving Fund ordinance a 4 /5ths vote was needed to transfer funds. MSP (Rustad /Blanchard) To approve the book transfer of $203,796.44 from the 1971 -1 Construction Fund to the 1971 -1 Improvement (Project) Fund to repay it for monies used from April 26th to October 4, 1971 prior to receipt of the bond proceeds. A motion to authorize Attorney Meyers to codify our ordinances was withdrawn on the request of Councilman Johnson until the next regular Council meeting. MSP (Rustad /Blanchard) To adopt the following resolutions apportioning assessments on certain divisions: Resolution #543 for Division #43339, Resolution #544 for Division #43985, and Resolution #545 for Division #44032. MSP (Blanchard /Neisen) To approve Resolution #546 abating $693.38 as a result of the dedication of Oakwood Drive at Jackson Drive and as a result of excess frontage resulting from short side policy, for Division #44032 (Daileys Hillview Addition). MSP (Neisen /Johnson) To authorize North Star Services to replace our existing boiler with a new Wiel McLain M6 -5W 680,000 BTU input for a cost of $1,800.00. Clerk- Administrator Zylla reported that another bid from Hillsdale Plumbing and Heating was submitted for $2,306.00 and in addition one other Village contractor refused to submit a bid. No formal bids were received or requested. Clerk Administrator Zylla announced that as a result of our joint purchasing agreement with Ramsey County we are now able to partake in a gasoline price for premium of 15.5 cents per gallon plus 7 cents federal tax. Previously we were paying 20.8 cents per gallon plus federal tax. Net savings are estimated at over a thousand dollars over the next year. Clerk- Administrator Zylla requested that the Council authorize him to pay an additional 25 per meter for 30 meters read by Elmer Adleman and for 31 meters read by Kenneth Lidberg. He stated that these were meters that were over and above what they had been assigned to read and that they required additional travel and time to return to the address in order to find the people at home. After some discussion the Council decided that if it was legal the checks could be prepared for the next regular Council meeting. 4 Ayes 4 Ayes tl 4 Ayes 4 Ayes l 4 Ayes 4 Ayes 4 Ayes Councilman Neisen's Report MSP (Neisen /Blanchard) To authorize a purchase of a 1972 3/4 ton pickup truck with a small V8 and automatic transmission for the maintenance department, through Ramsey County joint purchasing. Mayor Rustad commented that he hoped that this truck was better cared for than some of the other equipment. He felt that it was a shame the way some of our municipal equipment had been treated. 3 Councilman Johnson's Report Councilman ,!ohnson stated that as a result of the meeting with various representatives of Blaine and Spring Lake Park and Fire Chief Fagerstrom, the Fire Department budget for 1972 was reduced by approximately $5,500.00. Attorney Meyers' Report Attorney Meyers stated that the park bond referendum election notice has been prepared and sent to the New Brighton Bulletin for publication. Attorney Meyers presented an ordinance combining the offices of clerk and treasurer. Also an ordinance was presented amending Ordinance #64, Subdivision Regulations, in regard to the Village requiring 10% of land or cash equivalent for public sites, parks or playgrounds in all subdivisions. Both of these ordinances were tabled for further study. MSP (Blanchard /Neisen) To adopt Ordinance #188 amending Ordinance #23 defining and prohibiting the game of bingo providing for permit regulations for the playing thereof and providing a penalty for violation. Attorney Meyers presented and read a memorandum relative to the establishment and cost of forming a joint municipal court. No action was taken on this memorandum. Engineer Boehm's Report Engineer Boehm reported that the solution to clean sewers which he was asked to check on was in his opinion no good for the purpose intended. Engineer Boehm reported on the drainage problem in the area of 2111 Oakwood Drive. He stated that it appears to be a minimum drainage system with a 90 degree bend and that it is possible that the drainage may flow through if a manhole could be installed at the bend in order to clean the pipe out periodically.
