VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
November 22, 1971
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rustad at 8:00 P.M. on Monday, November 22, 1971 at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Neisen /Hodges) To approve the minutes of November 8th.
Residents Requests and Comments from the floor
Mr. Glen Beggin appeared on behalf of Community One to request favorable
consideration by the Council for the joint powers resolution. Mr. Beggin
outlined the progress and the goals of Community One. A list of the board of
directors of Community One and the job description for the proposed director
was submitted to the Council.

Councilman Neisen felt that the residents of the Village were against the support
of Community One primarily because they felt it would not benefit the people in
the community.
Councilman Hodges questioned Mr. Beggin on the building site and on the possible
future request for additional funds. Mr. Beggin felt that federal and state funds
could be obtained, however first year funding by the villages would be necessary.
Mr. Beggin said that the joint powers agreement states that the Village would
only fund the staff personnel and that additional funding would be derived from
other sources.
Councilman Johnson wondered if there was any overlap of services now provided by
another agency. Mr. Beggin stated that the people in the district say the service
is needed. Councilman Johnson wanted to know if the schools could provide the
service better. Mr. Beggin felt that this was not possible since some of the
students require non school outlets.
Councilman Hodges stated that the Council should give it a go for one year,
however he was concerned about the policing problem.
Councilman Johnson asked if other suburbs have tried a similar approach. He
was informed that White Bear Lake and Hopkins have similar activities. Again
Mr. Beggin stated that these communities are receiving state funds to assist
in the development of their program.
MSP (Rustad/Blanchard) To authorize the Mayor and Clerk to sign the Joint
Powers Resolution #549 and approving the Joint Powers Agreement as it relates
to Community One, the proposed youth center. Johnson Naye

Clerk- Administrator Zylla's Report
MSP (Blanchard /Neisen) To approve the following licenses: Cement Work
Burton Anderson and General Contractor Wallcon Builders. 5 Ayes
MSP (Rustad /Hodges) To approve General check numbers 5660 consecutive through
5686 and check number 5688, Payroll check numbers 2377 consecutive through 2403.
Total disbursements $21,783.51. 5 Ayes
MSP (Blanchard /Hodges) To approve check number 5687 for $81,857.04 to Johnson
Brothers, the final estimate for Sewer and Water Improvement Project. 1971 -1 and
to enter into a one year maintenance agreement. 5 Ayes
A brief discussion followed on the subject of sand in our surface water drainage
system.
Clerk- Administrator Zylla presented the report of the Ramsey County bid opening
on November 10th. The low bids for a 1972 3/4 ton pickup truck was Viking
Chevrolet for $3,390.83. In addition Polar Chevrolet bid $3,774.15 and Midway
Ford bid $3,659.00. For a 1972 4 door sedan with 1970 Plymouth in trade,
Barnett Chrysler Plymouth was the low bid for $2,330.16, Fairview Chrysler
Plymouth bid $3,063.00, Midway Ford $2,647.00 and Polar Chevrolet $3,295.00.
MSP (Blanchard /Johnson) To award the bid on the 1972 3/4 ton pickup to Viking
Chevrolet in the amount of $3,390.83 and on the 1972 4 door sedan with trade to
Barnett Chrysler Plymouth for $2,330.16.
Clerk- Administrator Zylla announced that on November 15th the County Board acted
to require that before any parcel of property is divided at the County Auditor's
office the conveyance of land shall require a Village stamp of approval.
MSP (Rustad /Hodges) To approve the following apportionments for tax purposes:
Resolution #550 Division #43572, Resolution #551 Division #43857, Resolution #552
Division #44173.
Councilman Hodges' Report
Councilman Hodges reported on the Recreation Committee meeting of November 17th.
Councilman Johnson's Report
Councilman Johnson read the Planning Commission meeting minutes of November 16th.
MSP (Rustad /Blanchard) To approve the issuance of a special permit to John Moga
to park a mobile home on his property at 5013 Old Highway #8 subject to Mr. Moga
connecting to the Village sanitary sewer. The Planning Commission recommended
the issuance of the permit for one year. The Council however issued the permit
for 90 days subject to renewal. There will be no connection charge on the mobile
home.
MSP (Blanchard /Nelsen) To approve the subdivision of James Pietrowski, 2230
County Road J, to divide unplatted lands except County Road J and except the
south 2,835 feet, the east 264 feet and the west 1,056 feet in the northeast
quarter of Section 6 to make a new lot 90 by 180 feet deep subject to granting
the east 30 feet of the property for highway purposes.

MSP (Neisen /Rustad) To set a hearing for Keith Harstad to consider rezoning
from R -1 to B -3 and to consider a special use permit to consturct town houses
on the property described as follows: Unplatted lands except Red Oak Estates
f lik the following: The north 3/4 of the northeast 1/4 of the southeast 1/4 and
the north 3/4 of the east 1/4 of the northwest 1/4 of the southeast 1/4 in
Section 7. The east 410 feet from R -1 to B -3 an except the east 410 feet
and except the west 790 feet special use permit for town houses. Hearing
to be at 8:30 P.M. on January 24th, 1972.
Attorney Meyers' Report

Council discussed submittidg a preliminary form #101 application for storm
sewer assistance. Since the Village is not prepared to enter into a storm
sewer improvement even though Federal assistance may be granted, the Council
decided tabling the application.
MSP (Neisen Blanchard) To table the application Form #101 for storm sewer
assistance.
Inspector Skiba reported that Consolidated Electric will be out to change all
relays free of charge and in addition he had located the leak in the heating
system in the maintenance building. He presented plans for the addition to
the Malvin Protective Agency property at 2295 County Road H.
MSP (Rustad /Hodges) To grant the issuance of a building permit on behalf of
Perry Malvin to construct an addition 40' by 100' subject to meeting all
construction and zoning requirements.
MSP (Rustad /Johnson) To authorize Attorney Meyers to file a copy of the Mounds
View subdivision regulations with the Register of Deeds. This action was
requested by the County Auditor in order to assist in the auditors new policy
on prior Council approval in all subdivisions.
MSP (Blanchard /Johnson) To adopt Ordinance #1L9 amending Section 3.4 of
Ordinance #67 relating to accessory buildings in residential districts.
MSP (Rustad /Hodges) To adopt Ordinance #190 relating to the regulation of the
use of highways within the Village of Mounds View, incorporating by reference
provisions of the State Highway Act, and repealing Ordinance #144.
Attorney Meyers acknowledged that Clerk- Administrator Zylia had presented him
with a statement from Lloyd Moen requesting $9,431,19 for work performed at
8310 Eastwood Road.

MSP (Rustad /Blanchard) To approve the subdivision request for Donald Babinski
to divide except the north 390 feet that part west of Jackson Drive of east 1/4
of northeast 1/4 of northwest 1/4 of Section 8 into parcels representing the
north 699.9 feet and the south 232.3 feet subject to granting the west 30 feet
for highway purposes. 4 Ayes

MSP (Blanchard /Hodges) To grant the variance to Bryant Franklin Corporation
to construct a 90 unit building on a parcel 267' by 700' subject to Attorney
Meyers filing the necessary documents to implement the conditions agreed upon
by Donald Babinski and Bryant Franklin and subject to Attorney Meyers filing
the easement for proposed St. Stephens Street. The conditions are the covenants
prohibiting any additional residential units on the property referred to as the
South 232.3 feet above. 4 Ayes

Attorney Meyers explained that various communities are seeking legal relief
from their sewer bills sent out by the Metropolitan Sewer Board. He felt that
it may be beneficial for Mounds View to have him protect our interest and he
felt that not to do so may put us in an undesireable position relative to
other communities.
MSP (Rustad /Neisen) To authorize Attorney Meyers to notify the Metropolitan
Sewer Board regarding our interests in the termination of the North Suburban
Sanitary Sewer District and relative to their billing us for deferred charges.
Engineer Boehm's Report
MSP (Neiser/Johnson) To adopt Resolution #553 requesting the Commissioner of
Highways to recommend to the Federal Highway Administrator the selection of
roads and streets herein described, County Road J west from 35W to the west
corporate limit, as part of the federal aid urban system. 4 Ayes

Walter Skiba reported that Consolidated Electric would be coming out to conduct
a school to show our men how to operate the new water control system equipment.
