HomeMy WebLinkAboutMinutes - 1971/12/13The Regular Meeting of the Mounds View Village Council was called to order by Acting Mayor Blanchard at 8:00 P.M. on Monday, December 13, 1971 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Acting Mayor Blanchard Councilman Hodges Councilman Neisen Councilman Johnson Absent: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA December 13, 1971 Mayor Rusted MSP (Neisen /Hodges) To approve the minutes of November 22nd. Residents Requests and Comments from the floor MSP (Neisen /Hodges) To approve the use of the hall for a Christmas party on December 30th from 7:30 to 12:00 P.M. for Randy Wall and Mark Schlichtmann subject to the same provisions as last year. Acting Mayor Blanchard's Report Acting Mayor Blanchard read the Police report for November. Clerk- Administrator Zylla's Report Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm MSP .(Hodges /Neisen) To approve the following licenses: Asphalt Fairfax Asphalt; Gas Installer Pak Company, Inc.; General Contractor Kootenia Builders, Inc., Heath Construction; Garbage /Rubbish Hauler Kersten Truck Service and Sewer and Water Dailey Homes, Inc. MSP (Johnson /Neisen) To approve the following bills: General checks 5689 consecutive through 5751, Payroll checks 2404 consecutive through 2423 and Bond check 604. Total disbursements $242,013.88. Clerk- Administrator Zylla reported on the bid opening at 12 noon for the 1953 Dodge dump truck and the 1957 Chevrolet 1/2 ton pickup. He stated that two bids were received on the 1953 Dodge dump truck. No bids were received on the 1957 Chevrolet pickup. The two bids were Forrest Bellows $226.00 and Hokaiison Plumbing $200. MSP (Johnson /Neisen) To reject both bids because they are unreasonably low. MSP (Blanchard /Johnson) To accept the resignation of Patrolman Gary Kreyer effective December 17th and to authorize the Police Civil Service Commission to proceed with their selection procedures for a replacement. MSP (Neisen /Hodges) To authorize the Building Inspector and the Electrical Inspector to attend the 16th Annual Institute for Building Officials and Inspectors to be held January 17th through the 19th at the Lemington Hotel for a registration cost of $35.00 per person. 4 Ayes 4 Ayes 4 Ayes 4 Ayes 4 Ayes 4 Ayes 4 Ayes 4 Ayes 2 MSP (Neisen /Johnson) To approve the request of the Mounds View Lions Club to conduct Bingo starting on Monday, January 17th and every Monday thereafter for a period of thirteen weeks with hours of operation from 8 :00 P.M. to 12 :00 P.M. The game is tc be conducted at the Bel Rae Ballroom. Clerk- Administrator Zylla announced that School District 621 has submitted a check for $20,917.27 for payment owed for assessments due as a result of litigation involving Projects 1965 -1, 1967 -5 and 1968 -1. A stipulation of dismissal was filed in district court on October 22, 1971. MSP (Blanchard /Johnson) To adopt Resolution #554 directing and authorizing the chief of police to support and share in the participation of a training program conducted by t'`. Village of Roseville in conjunction with the Governor's Crime Commission. MSP (Blanchard /Hodges) To accept a certified check for $5,000 for Johnson Bros. Highway and Heavy Equipment Contractors with the agreement to release the check if the remaining work left under Project 1971 -1 is completed by July 1st. The check is to be returned to Johnson Bros. after approval has been granted by Ramsey County and the Village Engineer. 4 Ayes A letter from Fire Chief Ron Fagerstrom requesting clarification on possible conflicts between the State Building Code and Village Ordinance #174 relating to the Fire Code was referred to Attorney Meyers. MSP (Blanchard /Johnson) To adopt Resolution #555 apportioning the assessments on Division #44339. 4 Ayes MSP (Neisen /Blanchard) To adopt Resolution #556 apportioning the assessments on Division #44006. 4 Ayes Councilman Hodges' Report Councilman Hodges reported on the list of warminghouse attendants approved by the Recreation Committee and on a meeting held with the Lakeside Park Commission. MSP (Hodges /Blanchard) To approve the following rink attendants for 1971 -1972 at a rate of $2.00 per hour: Norman Lelm, Phil Buck, Clarence Nordstrom, Dave Moore, Bob Lind, Ken Lelm, Bruce Munholland, Bill Newman, Ken Lofquist- and Ron Cloflin. Substitutes are Steve Hagen, Dale Meyer, Dennis Nihart, Don Van Reese and Bill Mezzano. Mr. Nordstrom is to have supervisory responsibility over all the rink attendants. Clerk- Administrator Zylla was authorized to inquire whether there are any schools available on the maintenance of ice skating rinks. Councilman Neisen's Report MS (Neisen /Johnson) That Keith Harstad be required to have a soils report by an accredited testing lab on the property to be considered for commercial and town- houses at the hearing scheduled for January 24th, and that it be furnished to the Planning Commission before any action is taken by them in referring the matter to the Village Council. MSP (Johnson /Blanchard) To amend Councilman Neisen's motion to include that Mr. Harstad also provide the information requested in Section 106 of the Subdivision Regulations with the exception of Section 106.2-6. 4 Ayes 4 Ayes 4 Ayes 3 Ayes Blanchard Naye 3 MSP (Neisen /Johnson) That Keith Harstad be required to have a soils report by an accredited testing lab on the property to be considered for commercial and townhouses at the hearing scheduled for January 24th, and that it be furnished to the Planning Commission before any action is taken by them in referring the matter to the Village Council. The construction plans of the Martin Oil Company were referred to the Planning Commission in conformance with the Council policy hereby adopted which henceforth provides that any construction plans for commercial, industrial, or apartment buildings be referred to the Planning Commission for their recommendation prior to the issuance of the building permit. Attorney Meyers' Report Attorney Meyers reported that he has filed a copy of Ordinance #64, the Subdivision Regulations, with the Register of Deeds. In conformance with Ordinance #64, he stated that in the future all plats must have a hearing before approval. On rezoning matters Mr. Meyers stated that there are three methods by which a rezoning may be initiated. The first being by a 50% petition of the owner, second by initiation of the Council, and third by initiation of the Planning Commission. MSP (Neisen /Hodges) To approve the settlement of $2,500.00 by the Reliance Insurance Company on the Mounds View versus Lloyd Moen lawsuit and to authorize the Mayor and Clerk to execute a release. Attorney Meyers presented the check to the Clerk. MSP (Blanchard /Hodges) To authorize the Attorney and staff to prepare an administrative petition acting under the procedures set forth by the Metropolitan Sewer Board for the purpose of seeking relief from our $96,500 sewer bill and for inquiring as to the disposition of certain assets of the North Suburban Sanitary Sewer District. MSP (Neisen /Hodges) To adopt Ordinance subdivisions greater than five acres 10% to parks either by the dedication of the Attorney Meyers reported that he has had due to a change in property descriptions. MSP (Johnson /Hodges) To adjourn at 9:17 P.M.
