A Special Meeting of the Mounds View Village Council was called to order by <br />Acting Mayor Blanchard at 7 :35 P.M. on December 20, 1971 at the Mounds View <br />Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Acting Mayor Blanchard <br />Councilman Hodges <br />Councilman Neisen <br />Councilman Johnson <br />Absent: <br />Mayor Rustad <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />December 20, 1971 <br />MSP (Neisen /Blanchard) To adjourn at 7:58 P.M. <br />Also Present: <br />Clerk- Administrator Zylla <br />Clerk- Administrator Zylla presented copies of the 1972 budget to the Council and <br />explained the tax impact. He stated that the General Fund Levy would be $129,380, <br />about $25,000 less than 1970 as a result of the new tax law, but that the Debt <br />Levy would be $48,300. There was no levy for debt in 1970. He estimated the <br />1972.mill rate would be 37.87 up 2.13 mills from 1971 but 8.55 mills less than <br />was anticipated before the passage of the 1971 TAX LAW.
