Mayor Rusted at 8:00 P.M. on Monday, December 27th, 1971 at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Blanchard /Hodges) To approve the minutes of December 13th.
MSP (Hodges /Neisen) To approve the minutes of December 20th.
Residents Requests and Comments from the floor
After dousidering a request by the Mounds View Lions Club to amend the provisions of
the Bingo Ordinance relative to serving coffee and doughnuts, to allowing a permit to
be issued longer than one year, and using premises solely for bingo, the Council
decided no further amendment to the Bingo Ordinance was necessary.
Lowell Uber, Police Civil Service Commissioner, presented a certified list of
applicants for patrolman to fill the vacancy left by the resignation of Gary
Kreyer. The following names were submitted: Roger H. Koopmeiners, Sheldon R.
Meile and Tabor F. Hoppe.
MSP (Neisen /Johnson) To accept the recommendations of the Police Civil Service
Commission and to hire Roger Koopmeiners effective January 3, 1972, or as soon
as available.

Robert Glazer requested that the Mounds View Snowmobile Club be encouraged to
stay out of the bushy area on the Minar property since natural habitat was being
destroyed. Clerk Zylla is to contact the Snowmobile Club through Chief Grabowski.

Mayor Rustad's Report
Mayor Rustad stated that since this was his last night with the gavel, he wanted to
extend his appreciation to the citizens, Council,and staff, for their cooperation
during his six years as Mayor of Mounds View.

MSP (Hodges /Johnson) To adopt Ordinance No. 192, known as the Personnel Ordinance
covering all Village employees except the police. 4 Ayes
Rustad Abstained
Zylla reported that the audit recommendations submitted in
May of 1971 by the George M. Hanson Company, included a suggestion that consideration
be ;given to obtaining an appraisal of the replacement value and depreciated value
of our sewer and water system. Mr. Zylla stated that after speaking with Engineer
Boehm, he felt that he could accomplish the appraisal and save the Village the
three to five thousand dollars estimated cost approximated by Councilman Johnson.
MSP (Johnson /Neisen) To authorize Clerk- Administrator Zylla to perform the
appraisal of the sewer and water system facilities per the audit recommendations. 5 Ayes
MSP (Neisen /Hodges) To adopt the following changes in the salary schedule for
the year 1972:

MSP (Neisen /Johnson) To amend the formula for calculating severance pay for
the police department from 50% of unused sick leave after five years to 50% of
unused sick leave after 10 years.
Councilman Neisen's Report
Councilman Neisen relayed his appreciation to Mayor Rustad and stated that
Mayor Rustad was a great man to work with and that some appreciation would be
given to both him and Councilman Blanchard at the Mounds View Appreciation Dinner.
He thanked them both for their service on behalf of the residents of Mounds View.
Councilman Johnson's Report
Councilman Johnson read the Planning Commission minutes of December 14th.
MSP (Blanchard /Hodges) To approve the issuance of a building permit to Martin
Oil Company to construct a service station at 1925 Highway #10.
Councilman Johnson expressed his appreciation to Mayor Rustad and Councilman
Blanchard, stating that most individuals have no appreciation of the personal
time that is involved in serving as an elected official. At this point in the
meeting Mayor Rustad turned the gavel over to Councilman Neisen.
Attorney Meyers' Report
Attorney Meyers reported on a letter received from Fire Chief Fagerstrom
relative to the provisions of the building code and fire code, stating that he
felt that which code is used may depend on the individual question involved, and
that at this time the fire code can be considered a separate code, apart from
the building code.
Attorney Meyers reported that he has received the $475.00 check, #4101 dated
April, 1970) from Babinski and Thacker for an easement in Parkview Terrace.
This was a stipulation in allowing construction to continue on the 90 unit
apartment building at 5445 Jackson.
Attorney Meyers reported that Moen versus Mounds View is still pending and is
an open matter.
MSP (Blanchard /Hodges) To adopt Resolution #559, requesting a heating before
the Metropolitan Sewer Board relative to credits due and charges submitted. 5 Ayes
Additional appreciation was extended to Mayor Rustad by Engineer Boehm and
Robert Glazer.
