HomeMy WebLinkAboutMinutes - 1972/01/10PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA January 10, 1972 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Neisen at 8:00 P.M. on Monday, January 10, 1972 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Neisen Councilman Hodges Councilman Johnson Councilman Baumgartner Councilman Pickar Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm MSP (Hodges /Johnson) To approve the minutes of December 27th MSP (Johnson Pickar) To approve the minutes of January 3rd. MSP (Neisen /Hodges) To appoint John Pickar, 2299 Knoll Drive, to fill the unexpired Council term of Mayor Howard Neisen. The term expires 1/1/73. Mayor Neisen's Report Mayor Neisen read the police report for December 1971. MSP (Neisen /Baumgartner) To approve the following appointments: Police Civil Service Commission Richard Paradise, Lowell Uber to be Chairman during 1972. Lakeside Park Commission Councilman Pickar Health Officer Doctor Sartor Civil Defense Director Gerald Fields Parks and Playgrounds Committee Councilman Baumgartner Public Works Department Councilman Johnson Health and Welfare Committee Mayor Neisen, Councilmen Pickar and Baumgartner Public Safety Mayor Neisen Office Councilman Hodges Planning Commission Robert Glazer, Barbara Haake, Ben Feick North Suburban Sewer Service Board Councilman Johnson Assistant Weed Inspector Walter Skiba 621 Growth Committee Councilman Picker Planning Commission Council Representative Councilman Baumgartner Mayor Neisen announced that the present Human Rights Commission members will serve until a new commission can be appointed, and in addition, he is seeking six members for the Industrial Development Committee. Clerk- Administrator Zylla's Report 5 Ayes 5 Ayes' 4 Ayes Picker Abstained 5 Ayes MSP (Hodges /Johnson) To approve the following licenses: Heating Foster Plumbing and Heating; Gasoline Station and Cigarette John Resch, d /b /a Mounds View Skelly and Gasoline Station Clyde Nedland, d /b /a Mounds View Standard. 5 Ayes MSP (Neisen /Pickar) To approve the following bills: General checks #5782 consecutive through #5816, Bond checks #605 consecutive through #607, and Payroll checks #2450 consecutive through #2480. Total disbursements $131,541.11. MSP (Johnson /Pickar) To appoint Richard Paradise as agent for the Village of Mounds View at no salary, to serve in the capacity of electrician, ratifying any of his past actions performed on behalf of the Village. Councilman Hodges' Report Councilman Hodges reported that there will be a Recreation Committee Meeting on January 12th. He stated that he has enjoyed serving as the Committee's Chairman since 1960, and he wishes Councilman Baumgartner success as its new Chairman. Councilman Johnson's Report MSP (Johnson /Pickar) To authorize Attorney Meyers to begin codifying the Village ordinances at a figure not to exceed $4,000.00, and in the event the per diems are less, the benefit of the lower total cost is to 'ccrue to the Village. The codification is to be completed in six months. Councilman Johnson thanked Clerk Zylla for his assistance while he served as the Council representative for the office. Councilman Baumgartner's Report Councilman Pickar's Report Councilman Picker stated that he had attended a Lakeside Park Commission meeting on January 5th. He felt that the Commission needed more opinions from the public on how to administor the budget of the Lakeside Park Commission. Attorney Meyers' Report Page 2 5 Ayes 5 Ayes MSP (Hodges /Baumgartner) To adopt Resolution No. 560 apportioning the assessments on Division No. 44268. 5 Ayes MSP (Neisen /Pickar) To adopt Resolution No. 561 apportioning the assessments on Division No. 44262. 5 Ayes MSP (Hodges /Johnson) To adopt Ordinance No. 193, combining the positions of Clerk and Treasurer. 5 Ayes MSP (Pickar /Johnson) To authorize a $50,000 corporate surety bond on Clerk Treasurer Zylia, and to cancel the $50,000 corporate bond on Irene Edberg, effective February 1, 1972. 5 Ayes MSP (Johnson /Hodges) To authorize any three of the following four individuals to sign checks on behalf of the Village of Mounds View: Mayor Neisen, Councilman Hodges, Councilman Johnson, Clerk- Administrator Zylla. 5 Ayes Councilman Baumgartner thanked Councilman Hates for his assistance on the Recreation Committee, and stated he was looking forward to his new assignment. Attorney Meyers reported that he has been contacted by the Metropolitan Sewer Board, and that he will be meeting with them this week to discuss the items outlined in Resolution No. 559, relative to our current bill and NSSSD credit. 5 Ayes Attorney Meyers related that the Lloyd Moen versus Mounds View lawsuit still is an open case, and has not been transferred to District Court as of this date. Engineer Boehm's Report MSP (Johnson /Hodg:s) To authorize the engineer to prepare plans and specifications for Sealcoat Project 1972 -2. 5 Ayes Mayor Neisen mentioned that effective the first of the year, a significant change in Village structure has taken place, which removes Councilmen from direct administrative responsibility of the Village departments, and channels all administrative duties through Clerk- Administrator Zylla.
