VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
February 14, 1972
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Neisen at 8:00 P.M. on Monday, February 14, 1972 at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

Mr. Ted Moore of 5454 Jackson Drive complained about the on street parking of
the occupants in the apartment building at 5445 Jackson Drive. Cars have blocked
his mailbox several times and the mailman was unable to deliver his mail. Mayor
Neisen will talk to the Police Chief and ask him to make a study of the situation
to be presented at the February 28th meeting. The Police Chief can make a
recommendation to restrict parking on the street, and the street could be posted.
Mr. Moore also inquired as to the proper procedure to have a street light installed.
He was informed to present a petition to the Council. Since there are only
apartments near the intersection of County Road I and Jackson Drive where Mr.
Moore wishes to have the street light installed, Councilman Johnson said he
would look into the matter and make a recommendation to the Council.
MSP (Hodges /Johnson) To authorize the Mayor to sign the Joint Powers I.S.D.
#621 Teen Center Agreement.
MSP (Johnson/Pickar) To approve the Assignment of Securities in Lieu of Bond
Depositories of $200,000 Federal Intermediate Credit Barks due 11/1/72, $25,000
Crystal, Minnesota -Gas -Water Revenue due 2/1/77 and $2:,, ^00 Columbia Heights
ISD #13 due 2/1/77 held by First State Bank of New Brighton, and authorize the
Clerk to sign same.
MSP (Neisen /Pickar) To accept the bid of Ebel Ramacher Corporation, 41 West Road,
Circle Pines,to remodel the maintenance room by removing door and replacing same
with new jam, boxing in north entrance, stripping three walls, installing 1/4"
paneling. All labor and materials to be furnished for $538.00.
Mayor Neisen reported that Clerk Zylla was enjoying a skiing trip to Aspen,
Colorado.
Councilman Hodges' Report
MSP (Hodges /Johnson) To approve the following licenses: Cigarette Leo Burnett,
Mgr., Eagle Industries, Inc. for Mounds View S'andard, 8154 Spring Lake Road;
General Contractor Tri -Son Construction and Briar Construction.

MSP (Hodges /Baumgartner) To approve the following bills: General check #'s
5843 consecutive through 5879, Payroll check #'s 2519 consecutive through
2549. Total disbursements $24,395.20.

Councilman Baumgartner's Report
Councilman Baumgartner announced there would be a Recreation meeting on
February 22nd at 7:00 P.M. He invited interested citizens to come to the
meeting and hopefully they would become members.
Councilman Hodges asked how soon the Park Bond issue could be brought before the
people again. Attorney Meyers did not think there was a time limit but he would
check to make sure.
Couucilman Pickar's Report
Councilman Pickar announced that Barbara Haake had received a letter from the
Anoka County Superintendent of Parks in reference to her letter on Fridley
creating a new beach on Spring Lake, stating that Fridley has an outstanding
park program. Councilman Pickar stated that that isn't the major issue here,
but rather the problem that more pollution will be created with the addition of
another swimming beach on Spring Lake. A meeting will be held on February 28th
which Mrs. Haake will attend. Mayor Neisen stated that it was encouraging that
Fridley wanted to get together and talk it over. He suggested that perhaps
another date could be set so all could get together and meet since February 28th
is a Council night.
Mr. Ted Moore asked if there was any chance of getting more "free" time for
hockey at Lambert Park. At the present time there is so much scheduled hockey
that the rest of the young boys don't have any chance to use the rink. He felt
with more "free" time for hockey there would be less chance for the boys to get
into trouble with the police. Councilman Baumgartner stated that it is a
difficult situation but he would try to remedy it at least by next year by
trying to schedule the Lake Region Hockey at different times leaving more "free"
time for other boys.
Inspector Skiba No report.
Councilman Johnson asked Mr. Skiba if the occupancy certificate for the 90 unit
apartment building a:_ 5445 Jackson Drive had been granted. Mr. Skiba said no.
Mr. Skiba said that fire sensors still had to be installed and steel thresholds,
which is a state requirement, had to be put in before the building could be occupied.
He said there were eight families living in the apartment including the caretakers.
Attorney Meyers stated that he still had not received the street easements or the
covenants which had to be redrafted before they could be filed due to the change
of ownership. Councilman Baumgartner stated that they had long ago had a
conversation with Brama and Babinski about what had to be done. Attorney Meyers
stated that the building should be tagged because they were in violation of our
building code since a certificate of completion had not been issued yet and they
were allowing people to move in. Only the caretakers were given permission to
occupy the building, one in each wing. Attorney Meyers sta d he would contact
the attorney for Brama and Babindci again.

Mr. Ted Moore stated there had been several parties at the apartment building
already, even people using the pool.
MSP (Neisen /Baumgartner) To authorize Inspector Skiba to red tag 5445 Jackson
Drive because they are in violation of our building code by allowing people to
move into the apartment building without a certificate of completion.
MSP (Baumgartner /Johnson) Not to grant a certificate of completion to Brama at
5445 Jackson Drive until all necessary easements are signed and covenants put on
the land are signed as agreed upon and in the hands of Attorney Meyers by Friday,
February 18th. Inspector Skiba to also approve.
Attorney Meyers stated that if they did not comply one citation could be issued
to each resident. Inspector Skiba would get the names and apartment numbers of
those living there.
Attorney Meyers will state in his letter to Attorney Persian that there are to
be no more parties and the pool has to be locked up until a certificate of
completion has been issued at 5445 Jackson Drive.
Councilman Johnson. as1ed Inspector Skiba why we allowed anyone to move into the
apartment before it was complete. Mr. Skiba replied they had moved in without
his knowledge. He had first learned about them living in the apartment when he
had made an inspection tour with Ron Fagerstrom, the Fire Chief, on Thursday.
He estimated there had been tenants in the apartment since about the 1st of
February.

Engineer Boehm's Report
Engineer Boehm stated he had not received the plans from the State Highway
Department as yet for street construction in 1972 so no bid date could be set.
Hopefully by the next Council meeting he would have the plans.
Mayor Neisen announced that the Mounds View Appreciation Dinner would be held
Saturday, February 19th.
Mayor Neisen announced that the Human Rights Commission, which meets monthly
now, has a hard time getting members and doesn't seem to have enough work to do.
He suggested cutting the number of required members and perhaps they could meet
yearly and whenever necessary after that.
MSP (Neisen /Baumgartner) To amend Ordinance #166A to five members, and to have
one meeting in January and thereafter meeting as necessary when called by the
Chairman.
