HomeMy WebLinkAboutMinutes - 1972/02/28Present: Mayor Neisen Councilman Hodges Councilman Johnson Councilman Baumgartner Councilman Pickar PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA February 28, 1972 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Neisen at 8 :00 P.M. on Monday, February 28, 1972 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. MSP (Hodges /Baumgartner) To approve the minutes of February 14th, 1972. 4 Ayes Councilman Pickar arrived at 8:02 P.M. after attending a Fridley Recreation meeting to inquire of the proposed Fridley beach on Spring Lake. Residents Requests and Comments from the floor Also Present: Clerk Administrator Zylla Attorney Schumacher Engineer Boehm MSP (Baumgartner /Pickar) To grant a variance to James Lund, builder, to allow the construction of a bedroom below minimum width requirements for the home to be occupied by David Reinking at 7700 Bona Road. Motion to include instruction to Mr. Lund to change his floor plan on his model to prevent similar requests in the future. James Lund also submitted a letter to the Council requesting eligibility for building permits on Lots 4 and 5, Block 1, Jim Lund Second Addition. The Council took his request under advisement. Anthony Jambor, owner of the Bel Rae Ballroom, appeared to request Council approval to have the 1972 Polka Festival at the Bel Rae Ballroom premises, indoors and out- doors, on July 9th from 2 to 11 p.m. He stated that the event was sponsored by the Minnesota Ballroom Operators Association and would bring in approximately three to five thousand people. MSP (Neisen /Johnson) To hold a special hearing at 8:30 p.m. on March 13th to consider the issuance of the necessary permits to Mr. Jambor to conduct the 1972 Polka Festival at the Bel Rae Ballroom and its premises. Robert Glazer requested information on whether the Council had taken any action on his request to consider a new Village Comprehensive Plan. Mayor Neisen stated that the cost was a major item and therefore it was something that should be considered at regular budget time. The Council did feel that an updated plan was a necessity and accordingly instructed the Clerk to invite Milt Stole to the agenda meeting to see if the Planning Commission could take some action themselves in the interim. MSP (Johnson /Hodges) To grant permission to Leonard Goodroad, for two building permits on Eastwood Road (59- 0060 020 -31) in proposed Goodroad Addition, subject to the approval of the preliminary plat by the Planning Commission, and with the stipulation that the final plat be filed within sixty days. Mayor Neisen's Report MSP (Neisen /Hodges) To direct Walter Skiba to attend the 1972 Conference on Weeds, Seeds, Chemicals, Insects, and Plant Diseases on Wednesday, March 8th at 7:00 p.m. at the County Agents Office, North St. Paul. 5 Ayes 5 Ayes 5 Ayes 5 Ayes 2 Mayor Neisen warned that Wednesday was the last day to have 72 tabs on your car and that the Police Department in the near future would be making the rounds and issuing citations to any cars parked without current tabs. MSP (Neisen /Johnson) To appoint the following individuals to the Industrial Development Committee: Nancy Burmeister, Tim Kishel, Gordy Ziebarth, John Krawczyk, Howard Neisen, and Joe Lemm and to appoint the following individuals to the Human Rights Commission: Rosemary Goff two year term, Mike Steele two year term, Jim Neardahl three year term, Joan Godeke three year term, Carol Ziebarth one year term and Jan Massey one year term. Mayor Neisen also announced that as of the first of March the B E Patrol will be on double time with the possibility of continuing the double time for April. Mayor Neisen read the Police Report for January. Clerk- Administrator Zylla's Report MSP (Neisen /Baumgartner) To approve the following licenses: Cement Albin Katzner Cement Company; Excavating Beyer's Excavating, Ven Hendrickson Excavating Company; General Contractor Rodney Damm and Ted Murr, Inc. MSP (Johnson /Pickar) To approve the following bills: General check #'s 5880 consecutive through 5921 and Payroll check #'s 2550 consecutive through 2586. Total disbursements $25,624.96. Mayor Neisen directed the Clerk to check into the cost of carpeting the addition to the police office. MSP (Hodges /Johnson) To approve the agreement with the B E Patrol to serve as dog catcher for the Village of Mounds View and to authorize the Mayor and Clerk to sign it. 5 Ayes 5 Ayes 5 Ayes 5 Ayes MSP (Neisen /Pickar) To adopt Resolution #563 apportioning the assessments on Division #44487. 5 Ayes Clerk Zylla stated that there was additional assessments of $1,070.00 involved in this apportionment, however, they were paid in December by the owner of the property. MSP (Hodges /Johnson) To adopt Resolution #564 apportioning the assessments on Division #44368. 5 Ayes Clerk- Administrator Zylla stated that regarding the parking problem on Jackson Drive across from 5445, the Chief of Police has recommended the East side of Jackson from Bronson to Groberg be posted with no parking signs. MSP (Neisen /Hodges) To post the east side of Jackson from Bronson to Groberg with no parking signs on the recommendation of the Chief of Police. Clerk- Administrator Zylla read a letter from Fire Chief Fagerstrom in which he outlined,the building code deficiencies and fire code violations that were in effect on February 21, 1972 at 5445 Jackson Drive. Clerk- Administrator Zylla informed the Council that these violations have since been taken care of and the certificate of completion has been issued to the owner. 5 Ayes Councilman Johnson's Report Councilman Johnson stated that he has checked into the request for a street light at County Road I and Jackson and that he will again proceed to view that location since he thought that there was a light at that corner when he was there previously. Councilman Baumgartner's Report Councilman Baumgartner reported on a Recreation Committee meeting on February 22nd. He stated that on April 29th the Girl Scouts will be assisting the Boy Scouts in a clean up campaign. He also reported on the high incidence of vandalism at the parks and the possible use of the Edgewood Jr. High School hockey rink in the 72 73 season. MSP (Baumgartner /Johnson) To appoint LaVerne Peterson, 5725 Bunker Hill Drive, to the Recreation Committee. 5 Ayes Baumgartner read the Planning Commission minutes of February 15th, 1972. MSP (Neisen /Baumgartner) To direct the attorney to find out if the North 41 feet of the road easement from Groveland to Spring Lake Road on Ardan had been filed since in checking county section maps the engineer noted that we only have 60 feet of right of way rather than the 101.5 feet shown on village section maps. Councilman Baumgartner read a sumation of Section 5.1 of Ordinance #67 relating to the operation of businesses in single family districts. He emphasized that the problem has become more acute in recent months. MSP (Johnson /Baumgartner) To direct the police to be aware of any businesses in any single family area and to stop and inform the people in question that they are in violation of our zoning ordinance. Councilman Pickar's Report 3 Councilman Pickar stated that he was at a Lakeside Park Commission meeting last Wednesday and that the beach will be open from May 29th to September 4th and that two swimming classes will be held, one on June 12th and one on July 24th. On the matter of the Fridley beach he stated that the Commission has taken a position of opposition to the beach. He then explained with the assistance of Mrs. Haake what Fridley had planned for their area. Councilman Pickar also stated that he would like to discuss the matter of traffic control devices at County Road I and Quincy at the next agenda meeting. Attorney Schumacher's Report Attorney Schumacher presented a memo from Attorney Meyers on the resubmission of a bond issue. He stated that no obligation for the same purpose and the same amount may be submitted within 180 days of the date of the election. If the question is turned down a second time it may not be resubmitted for a period of one year. Also the bond issue amount must vary anywhere from 5 to 10 percent from the original amount to be exempt from this provision. 5 Ayes! 5 Ayes MSP (Pickar /Hodges) To advertise for bids for Street Improvement Project 1972 -1 and 1972 -1A for March 27th at 12 noon. 5 Ayes,; Engineer Boehm's Report 4 MSP (Johnson /Hodges) To adjourn at 10:06 P.M. ectfully Submitted, A Dennis S.
