HomeMy WebLinkAboutMinutes - 1972/03/13The Regular Meeting of the Mounds View Village Council was called to order by Mayor Neisen at 8:00 P.M. on Monday, March 13, 1972, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Neisen Councilman Hodges Councilman Johnson Councilman Baumgartner Councilman Pickar MSP (Hodges /Baumgartner) To approve the minutes of the February 28, 1972 Meeting. 5 Ayes Mayor Neisen's Report Mayor Neisen read the Police Report for February. MSP (Neisen /Hodges) To advertise for a patrolman to meet the minimum Police Civil Service requirments of 21 -30 years of age, 5'9" tall, 145 pounds. Applications must be in by March 29th. Clerk- Administrator Zylla's Report PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA March 13, 1972 Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm MSP (Pickar /Johnson) To approve the following licenses: Excavating Bollig Sons; Heating All Season Comfort; Sign and Billboard 3M National Advertising Company. 5 Ayes MSP (Hodges /Neisen) To approve the following bills: General Checks #5922 thru 5964, Bond Check No. 609 and Payroll checks #2587 through 2615. Total disbursements $119,105.51. MSP (Neisen /Johnson) To grant Martin Oil Service, Inc., a thirty day extension of their building permit issued December 28, 1971, due to inclement weather and frozen ground at the building site, 1425 Highway #10. MSP (Johnson /Neisen) To authorize one day of vacation on March 3, 1972 for James Schlichtmann as per his request dated March 2, 1972, waiving the requirement that no vacation be taken prior to anniversary dates. MSP (Neisec, /Hodges) To authorize the expenditure of $256.00 to Murray Floor Covering to carpet the police office addition at 2575 Bronson Drive. 5 Ayes Clerk- Administrator Zylla stated that he had received the $256.00 estimate for providing carpeting for a room 12x16. Mr. William Gillespie appeared at the Council Meeting as requested in a letter dated February 28, 1972 to discuss the condition, and the plans he has for his used car lot at 2130 Highway #10. Mayor Neisen spoke, to Mr. Gillespie, calling attention to the unsightly condition of the area and the fact that he had cars and tires at his personal residence at 2045 Highway #F10. Mr. Gillespie was asked about his business plans for the near future. Hc• stated that he has hired a man to help clean up the area, but that part of his problem was that he grew faster than planned. He stated he was going smaller. Councilman Johnson wanted to know 5 Ayes 5 Ayes 5 Ayes 5 Ayes 2 what he was going to do to clean up the area and when it was going to be done. Mr. Gillespie replied that he was cleaning the lot up now and all the time. Councilman Baumgartner declared that Mr. Gillespie was violatir.,; the State codes as well. He stated that State law forbade the use of residences for car sale business, and used car lots should have "adequate space" and moreover, lot owners are to provide photos to the State of their premises. MSP (Neisen /Johnson) To visit and observe the Gillespie Used Car Lot on or about April 15th, with the intention of determining if any progress has been made in alleviating the unsightly condition, with the intention of reaching a decision on further action at that time. Mayor Neisen called the hearing on the 1972 Polka Festival to order at 8:30 P.M. Mr. Zylla read the legal notice, and attested to its publication in the New Brighton Bulletin on March 2nd and 9th. He stated that letters were sent to each occupant on the East and West sides of St. Stephens Street, informing them of the hearing. Mayor Neisen stated tnat he has talked to Police Chief Grabowski and he has related that the Bloomington Police had no problems with the Festival when it was held at Metropolitan Stadium, and that Chief Grabowski could provide enough off -duty policemen to police the event. Mr. Anthony Jambcr, the owner of the Bel Rae Ballroom stated that there would be approximately nine bands outside and three or four bands inside. He stated that he wanted to use Village parking facilities since his entire parking lot would be used for entertainment. Mayor Neisen thought that Mr. Jambor should check into the possibility of busing people from Irondale School, or some other area to prevent congestion at our facilities. Mayor Neisen called for comments from the floor. James Nerdahl felt that the Council should consider their action as possibly establishing a precedent. Barbara Haake thought that it was very important to protect the Wayside Park ball field in its present condition. Mayor Neisen read a letter from Bill Williams, Metropolitan Statium Manager, advising that the patrons of the 1970 and 1971 Polka Festivals were some of the "best behaved and more orderly groups Considerable discussion was directed towards anticipated parking problems. Councilman Pickar felt that he would be in favor of allowing the festival with the stipulation that the sponsors rope off and post areas that cannot be used for parking. Councilman Baumgartner stated that he would not be in favor of parking on the ball diamonds. Councilman Johnson felt he would go along also with the stipulation that a 25e rental be charged for each car, or that a flat rate be paid to the Village of $500.00, that the sponsors put up the snow fence, if any, that there he no parking on ball diamonds, that the park be put back in its original condition at our discretion, and that all bands be inside the building by 10:00 P.M. Councilman Hodges added that the sponsors should furnish the policing. Mayor Neisen stated that he was in favor of the proposal because it would give Mounds View some free advertising. Mr. Jambor stated that the $500.00 parking fee seemed quite high. 5 Ayes 3 MSP (Johnson /Pickar) That permission be given to use the Village property for parking on July 9, 1972 for the Polka Festival, with the following stipulations: Councilman Johnson's Report The permit issued should include the place, date and hours of operation. A $300.00 donation for parking is to be paid by the sponsors. No parking shall be allowed on any ball diamonds or other designated property. The Council shall establish how many off -duty policemen will be necessary upon the recommendation of the Chief of Police, and the sponsors will abide by the decision. The hours for beer sales should be stipulated, with outside beer sales ceasing at 9:30 P.M. A bond to guarantee any damage, expense or repairs in the amount of $1,000.00 should be posted by the sponsors, to be released subject to the recommendation of the Maintenance Superintendent and the Administrator. All bands shall cease playing out of doors at 10:00 P.M. The sporsors and off -duty police will assist in ridding the area of any campers at the conclusion of the event. 5 Ayes Councilman Johnson stated that the $300.00 donation for parking should be designated to the Park Capital Improvement Fund. MSP (Johnson /Hodges) To close the hearing at 9:12 P.M. 5 Ayes Councilman Hodges Report Councilman Hodges reported that the Mounds View Lions Easter Egg Hunt would be on April 1st, and that he will be contacting the Civil Defense Director for the use of the truck that day. He would also like to have the large snow banks in Wayside Park removed, if possible, by that date. Councilman Johnson stated that the summer work schedule has been formulated and accordingly additional manpower is needed. MSP (Johnson /Baumgartner) To advertise for a full -time and one part -time man. 5 Ayes Administrator Zylla related that the Council may want to consider the testing of candidates for the position of maintenance man, using either the Public Utilities Workmen test prepared by the State Civil Service Department, or a Bennett Mechanical Aptitude Test. He stated that the tests can be made available for a $50.00 charge plus $1.00 for each applicant. MSP (Johnson /Hodges) To authorize the installation of a street light at Jackson and County Road I, and one at Woodlawn and County Road 1. 5 Ayes Councilman Johnson also stated that with the coming of Spring, storm drain problems would become more acute. He said that anyone having problems with drains in their area should contact the Village Hall. Councilman Baumgartner's Report Councilman Baumgartner stated that there will be a recreation meeting at 7 :00 P.M. on March 23rd. MSP (Baumgartner /Pickar) To appoint the following individuals to the Recreation Committee: Roger Baumgartner, Wayne Burmeister, Don Hodges, LuVerne Peters, Barbara Haake and John Rozman. Mayor Neisen added that both Roger Baumgartner and LuVerne Peters had been appointed by previous motions this year. Councilman Pickar's Report MSP (Pickar /Johnson) To send a letter to Mr. W. V. Chenoweth, Ramsey County Safety Director, with copies to Ed Salverda and Richard Rademacher, County Commissioner and Pinewood School Principal respectively, requesting that the County study the traffic situation at County Road I and Quincy Street, with consideration for a traffic sign to ease the problems that Pinewood School officials and school patrolmen are now facing. 5 Ayes Walter Skiba commented on the weed conference that he had attended on March 8th. Engineer Boehm's Report 4 MSP (Neisen /Hodges) To accept the plans and specifications for Seal -Coat Improvement Project 1972 -2 and to advertise for bids on March 27th at 12:15 P.M. Engineer Boehm commented that he has received a letter from the Highway Department approving the surfacing of Ardan Avenue from Eastwood Road to Red Oak Drive, which will be included in Project 1972 -1. He stated that he needs a resolution limiting parking on the proposed MSA street to one side only. Attorney Meyers was directed to prepare the resolution. Engineer Boehm also commented that he has become aware that Highway Avenue, the street immediately in front of the Country Kitchen, is a Village street, even though it is maintained by the State Highway Department. Attorney Meyers commented on the letter received from the Metropolitan Sewer Board outlining the disposition of the $540,000 of North Suburban Sewer District assets (cash), taken over by the Metropolitan Sewer Board in the acquisition of the NSSSD. 5 Ayes 5 Ayes 5 Councilman Johnson commented on the increasing amount of unsightly yards in the community. He mentioned in particular the bus barn operation on County Road H -2 and Silver Lake Road. Attorney Meyers was to check to see if any ordinance violation was applicable.
