Home My WebLink AboutMinutes - 1972/03/27Present: Mayor Neisen Councilman Hodges Councilman Johnson Councilman Baumgartner Councilman Pickar PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA March 27, 1972 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Neisen at 8:00 P.M. on Monday, March 27, 1972 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Comstock MSP (Hodges /Johnson) To approve the minutes of March 13th. Residents Requests and Comments from the floor Robert Wanner of the St. Paul Association for Retarded Children requested $150 from Mounds View to support SPARCS program for retarded children from the North area. He stated that parents pay $10 per child and provide their own transportation to Roseville's Central Park. Roseville's park department administers the $3,000 budget used for a director, two assistants and some miscellaneous equipment. The Council was informed by Mr. Meyers that this was an authorized expenditure even though tax dollars are used. MSP (Pickar /Hodges) To pay $150 from the Village park fund for the support of the SPARC program in 1972. Robert Glazer requested information on which areas in the Village are to be treated and sprayed for weeds. The Council informed Mr. Glazer the Village sprays for noxious weeds and marijuana with special attention devoted to Village property. Mayor Neisen's Report Mayor Neisen read a statement proclaiming April 29th Village Cleanup Day. Clerk- Administrator Zylla's Report MSP (Johnson Pickar) To approve the following licenses: General Contractor George Bona Construction and Vo Co Construction. MSP (Hodges /Johnson) To approve the following bills: General checks #5965 consecutive through 5988, Bond check 610 and Payroll checks #2616 consecutive through 2646. Total disbursements $21,238.40. Clerk- Administrator Zylla informed the Council that the following correspondence was received during the week: A letter from Mr. Goyer, president of the Board cf Managers Rice Creek Watershed District, requesting the Council nominate one or more interested persons from the Village to serve on an advisory committee for the watershed district. In addition, a letter was received from the Bloomington Police Chief in which he stated that the Polka Festival held in Bloomington the past two years was an orderly event and good clean entertainment. Hansen Company sent a letter informing the Council that due to a delay in receiving information from Ramsey County the 1971 audit report would be late. Clerk Zylla also stated that a letter was received from Herb Meyer, State Building Inspector, requesting notification of appointment of building officials. MSP (Neisen /Johnson) To notify the State that Walter Skiba was appointed building official on May 27, 1971 and will continue to be employed through July 1, 1972 and to authorize the Clerk to sign the notification. MSP (Johnson /Baumgartner) To enter into a joint purchasing agreement with the State of Minnesota and to adopt Resolution #565 authorizing the Mayor to enter into the joint purchasing agreement on behalf of the Village. MSP (Johnson /Hodges) To request Ramsey County to ask the State of Minnesota to zone Red Oak Drive from Highway #10 to County Road J for speed and to post the street with the authorized speed limit. MSP (Johnson /Pickar) To authorize double time to B E Patrol for April. Clerk- Administrator Zylla informed the Council that due to two men being out with back injuries in the police department and one man in school, Police Chief Grabowski was unable to fill his work schedule last weekend for two shifts unless an off duty officer came in to fill in. He stated that he spoke with Mayor Neisen about the problem and the Mayor agreed to authorize straight time pay for the individuals that filled the vacant shifts in this situation. MSP (Neisen /Johnson) To send a letter commending the 1971 -72 Mounds View Mustangs basketball team for their fine performance this past year. 4 Ayes Naye (Councilman Baumgartner explained that he was from Austin.);. Councilman Johnson's Report MSP (Johnson /Baumgartner) To authorize the expenditure of Village funds to send Arthur Holm to the Advanced Water Works Operators school on April 12, 13 and 14 at the Pick Nicollet Hotel and to have him take the examination for the next rating up from his current rating. Councilman Baumgartner stated that there was a Recreation Committee meeting last Thursday and that there will be a special meeting on March 30th with a representative from the Ramsey County Park Department present to discuss the Ramsey County Open Space Plan. Councilman Baumgartner read the Planning Commission minutes of March 21st. MSP (Johnson /Pickar) Te set a hearing for 8:30 P.M. on March 24th to c9nsider rezoning from R1 to R2 the following described property: Eigenheer 3rd Addition Lot 2 and the South portion of Lot 1 lying South of the Water easement as per plat filed in and on record in Ramsey County. Clerk Zylla was instructed to send a letter to Milt Stole explaining deed restricpions along Highway #10 relative to zoning. Councilman Pickar's Report Councilman Pickar announced that the next Lakeside Park Commission meeting would be April 29th. Mr. Skiba stated that he was having builders clean up around their projects and in particular the Sands apartment complex. Attorney Meyers' Report MSP (Johnson /Baumgartner) To adopt Resolution #566 restricting parking to one side of the street regarding S.A.P. 46- 233 -02, Ardan Avenue from Eastwood to Red Oak Drive.
