HomeMy WebLinkAboutMinutes - 1972/04/10The Regular Meeting of the Mounds View Village Council was called to order by Mayor Neisen at 8:00 P.M. on Monday, April 10, 1972 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Neisen Councilman Hodges Councilman Johnson Councilman Baumgartner Councilman Picker MSP (Hodges /Pickax) To approve the minutes of March 27th, 1972 corrected to read in first sentence Councilman Picker's Report "April 19th Residents Requests and Comments from the floor Harry Gum presented a request for a street light on Greenwood between County Road I and Hillview Roa3. Mayor Neisen's Report Mayor Neisen read the police report for March. Mayor Neisen announced that 102 Ordinance #92 (junk car) warnings and ten Ordinance #55 (garbage) warnings were issued today. 125 junk cars were involved in the ticketing. The police are to continue tagging tomorrow North of TH 10 and East of Long Lake Road. Mayor Neisen stated that the Mounds View Snowmobile Club had presented a check for $300 to the Village to be used on the Village parks. Clerk- Administrator Zylla's Report MSP (Pickar /Baumgartner) To approve the following bills: General checks #5989 consecutive through 6033 and Payroll checks #2647 consecutive through 2667. Total disbursements $28,693.92. 5 Ayes MSP (NeisTI/Hodges) To approve the following licenses: Excavating Lloyd's Excavating; Plastering Outside Stucco Floyd Peterson Stucco Plastering; Garbage /Rubbish Hauler Reamer's Rubbish Removal, Suburban Ptkup Service Inc, and J W Pickup Service. 5 Ayes PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA April 10, 1972 Clerk- Administrator Zylla announced the receipt of the signed permit from the Minnesota Ballroom Operators Association which sets forth the conditions for the July 9th Polka Festival. A signed statement was also received releasing Mounds View of any property damage or personal injury liability. Councilman Hodges' Report Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm Councilman Hodges stated that he has received two calls, one requesting a fence Isr for Hillview Par and one inquiring about when the streets will be swept. 5 Ayes 1 Councilman Johnson's Report Councilman Johnson announced that street sweeping was started today (McPhillips Sweeping Company at $21.00 per hour). A private contractor was hired in an attempt to save money and finish the job sooner. Ramsey County did the job last year. He said new street signs were ordered and will be installed yet this spring. Councilman Johnson related that the Village office and himself have put together a piece of literature on Mounds View to serve as sales and general information about the Village. He stated that it was mailed to various realtors and mortgage companies and he has received two favorable telephone calls to date on it. Councilman Johnson declared that applications have been received and closed on hiring a new maintenance man, and interviewing has started. Councilman Johnson offered a summary of the last North Suburban Sewer Service Board meeting he attended. He related that he expected sewer costs to increasg substantially over present rates as a result of Metro Sewer. He stated the Board also adopted a $15,000.00 budget for 1972 with Mounds View's share $825.00. MSP (Johnson /Hodges) To order the installation of a street light on Greenwood Drive between Hillview Road and County Road J. Councilman Baumgartner's Report Councilman Baumgartner's reported on the Recreation Committee meeting of March 30th with Ken Simons, Ramsey County Open Space Planner in attendance. MSP (Baumgartner /Hodges) To instruct the Village engineer to review the Village storm sewer needs relative to the open space map presented by Mr. Simons in an effort to satisfy those needs and Village open space needs through land acquisition by .the County Board. 5 Ayes Councilman Baumgartner thanked the Mounds View Snowmobile Club for their $300 donation and stated that present plans are to plant trees in the Village Wayside Park. He commended the Club for their organization in their 1 1/2 years of existence, and their operator school for teenagers. MSP (Baumgartner Neisen) To authorize Clerk- Administrator Zylla to send a letter to the Mounds View Snowmobile Club thanking them for their $300 donation. Harry Gum inquired about the damaged bleachers on Hillview Park. Councilman Baumgartner replied that they will be picked up and repaired. Councilman Pickar's Report 2 Councilman Pickar reported on the last Lakeside Park meeting. He stated that job applications were out now for summer personnel and the beach is scheduled to open the first week of June. He stated that the matter of the Fridley beach on Spring Lake was discussed again and it was discovered that Fridley had no room for more than eight cars parking off street. Mayor Neisen commented that the 621 Growth Committee has put together a plan to attract industry to the area which will be mailed Co large firms throughout the state. 5 Ayes 5 Ayes Attorney Me yers' Report 3 Attorney Meyers commented that he had sent a request to Mr. Lewis of Lewis Lines, County Road H2 and Silver Lake Road, requesting that he clean up his property. Mrs. Lewis has contacted and informed him that they would be in compliance by April 30th. Mr. Meyers also stated that he was contacted by Edwin Dropps of White Oak Builders, and Mr. Dropps agreed to pay the $1,500 balance due on the Irondale Road water assessment. A letter was sent by Clerk Zylla informing Mr. Dropps that we would expect $1,000 by May 19th and $500 by June 19th. Engineer Boehm's Report Engineer Boehm read a letter from the Ramsey County Administrator informing the Village about County equipment that may be used by the Village. Engineer Boehm suggested that catch basins be covered while the streets are being swept to prevent sand in the basins. Mayor Neisen thanked Mrs. Haake for her minutes of the Land Use meeting held in New Brighton. MSP (Hodges /Baumgartner) To adjourn at 8:38 P.M. 5 Ayes R specttully Submitted, Dennis S.
