PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
May 8, 1972
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Neisen at 8:00 P.M. on Monday, May 8, 1972 at the Village Hall, 2401
Highway #10, St. Paul, Minnesota 55112.

MSP (Hodges /Baumgartner) To approve the minutes of April 24th.
Mayor Neisen read the Police report for April.
Louis Gydesen of the Anchor Inn appeared to request information from the Council
on what was necessary for him to do in order that he may be issued an on sale
intoxicating liquor license on part of Lots 108 and 109 Spring Lake Park Hillview
Addition in conjunction with a proposed Anchor Inn restaurant.
Discussion centered on the fact that the present Mounds View liquor ordinance
requires that no on sale liquor license be issued closer than 500 feet to any
school or church property. As presented in Mr. Gydesen's proposal the Spring
Lake Park Lutheran Church would 132 approximately 300 feet away. The Council
sought information from Mr. Gydesen as to whether the building could be positioned
on the parcel in order to comply with the ordinance. Mr. Gydesen was to check
with the owners of the property to see if he could have the building placed on the
south part of Lots 106 and 107 Spring Lake Park Hillview Addition.
Attorney Meyers stated that the Council may be able to interpret the ordinance
requirement to be property line of church to building of liquor establishment.
MSP (Neisen /Baumgartner) To set a special hearing for June 12th at 8 :30 P.M.
to consider the issuance of an on sale liquor license to Louis Gydesen doing
business as the Anchor Inn, either by moving the proposed building to a distance
to comply with the present 500 foot requirement or to consider the issuance of
the license while reducing the 500 foot requirement by ordinance amendment.
Clerk Zylla is to check by the next meeting into the present ownership of the
Spring Lake Park Lutheran Church property since there are rumors of a sale.
Mayor Neisen called the hearing to consider an increase in building permit fees
for the Village of Mounds View to order at 8:37 P.M.
Clerk Zylla explained that notices were sent to approximately 120 contractors
informing them of the hearing and the new date that the permit fees would take
effect. There were no contractors present at the hearing. Clerk Zylla stressed
that on the average Mounds View's permit fees were 30 to 50/ below surrounding
communities.
MSP (Hodges /Johnson) To adopt Ordinance #194 adopting new permit fees for the
Village of Mounds View.

Clerk- Administrator Zylla's Report
MSP (Hodges /Pickar) To approve the following licenses: Asphalt H S Asphalt
Company, Metro Enterprises Inc.; Cement Al Mosier, Neal Cement Company;
General Contractor Phil Ducharm, Stuart Construction Company, Gilbert Const.,
Company, Inc.; Roofing Andrews Sons Roofing, Greg's Roofing; Wrecking
Herbst Sons.
MSP (Neisen /Baumgartner) To approve the following bills: General checks #6066
consecutive through 6103 and Payroll checks #2694 consecutive through 2715. Total
disbursements $17,351.37. 5 Ayes
Clerk Zylla presented a report to the Council on the current value of the Mounds
View utility system as of 12/31/71. The report was authorized at the regular
meeting of December 27, 1971 and stems from the recommendation of the 1968 -1970
audit report of the George M. Hansen Company. The Council received the report
which lists a current value as of December 31, 1971 of $9,451,503.
Clerk Zylla announced that there is approximately 400 feet of 4 inch Village
irrigation pipe which has been laying useless for the last five or six years.
He requested permission from the Council to sell the pipe or dispose of it in
some acceptable manner.
MSP (Hodges /Johnson) To authorize the Clerk to investigate selling the pipe.
MSP (Pickar /Neisen) To approve the subdivision of Lot 96 Knollwood Park Addition
for White Oak Builders subject to a 30 foot easement on the south. 5 Ayes
Clerk Zylla announced that he has received certain aerial photographs of the
Village courtesy of a research firm.
MSP (Neisen /Hodges) To authorize the Clerk to investigate the possibility of
blowing up one of the pictures into an acceptable wall size photograph.

Councilman Hodges relayed his thanks to the Mounds View Snowmobile Club, J W
Pickup Service, Mounds View Lionettes, Fedor's Market, Dick Paradise and others
for their assistance during the 1972 Mounds View Clean Up Day, Saturday, April
29th.
Councilman Johnson's Report
Councilman Johnson announced that there will be a special hearing at the Fridley
City Hall at 8:00 P.M. on May 17th to consider the Metropolitan Sewer Board's
Five Year Capital Improvement Program.
Councilman Baumgnrt.ner's Report
Councilman Baumgartner stated that there was a Recreation meeting on May 7th and
their next meeting will be scheduled for the 17th. He also related his thanks
to the Mounds View Snowmobile Club and to James Schlichtmann for their assistance
in the tree planting.

Councilman Pickar's Report

Councilman Pickar announced that the Lakeside Park Commission had received 26
applications for life guard and park keeper and that they would be interviewing
on May 20th with the decision to hire May 24th He stated that there were two
pieces of playground equipment added to the park during the year. He also stated
that the Lakeside Park Commission had spent about $800.00 more than anticipated
to eYtend the sewer line into the park.
The Fridley beach was discussed at their meeting and the Commission took a
position in opposition primarily because of the added traffic it would generate.
Engineer Boehm reported that he has received a request from the Clerk to include
a portion of Belle Lane north of Bronson Drive in the 1972 -1 Street Improvement
Project. This is a street area damaged by a sewer break during the winter and
is too large for our maintenance crew to handle. Council voiced approval at
the inclusion of this work and concurred with the engineer that payment be made
out of the sewer utility fund.
Mayor Neisen announced that he has received a call on what is a permissible home
business since the publication of the newsletter. He stated that the Council
should begin preparing themselves to amend the ordinance to make it less restrictive
since under the current language virtually every business including model homes
is prohibited.
