MSP (Picker- Johnson) To approve the minutes of July 24, 1972. 4 Ayes
Residents Requests and Comments from the Floor:
James Lund, builder appeared to request Council approval of an agreement which would
be placed on the deeds of the future property owners of Lots 4 and 5 James Lund
Addition, stipulating that until Edgewood Drive, from Hillview to County Road I, is
developed no services except police, fire, water and sewer would be rendered to the
property owners. The Council decided to table the matter until it could be discussed
with Attorne.y Meyers.
ldon Mullholland, Mounds View representative for the Youth Service Bureau, presented
the Council with a narrative which outlined the objectives of the Bureau for the year
1973. The Council received the report and requested a copy of their financial report
and current bank balance. Mr. Mullholland stated that the Bureau would be requesting
approximately $2,500.00 from Mounds View for the 1973 budget.
Rodney Erickson, inquired if he and certain neighbors West of Spring Lake Road and
South of County Road J would be allowed to develop their property without the
installation of storm sewers„ Engineer Boehm explained the history of the storm sewer
proposal presented for that area commenting that the existing system is out of gas. He
previously had recommended in 1971 that no additional North -South streets be constructed
North of Ardan Avenue until storm sewer was provided. Mr. Boehm mentioned that the
Ramsey County Open Space Commission is presently considering a proposal submitted by
Mounds View which would help in lowering the total storm sewer construction cost to the
affected property owners. The Council agreed with the Engineer's recommendation that
Mr. Erickson's proposal would not be feasible without storm sewer.
Mayor Neisen called the assessment hearing for Street Improvement Project 1972 -1 and
1972 -1A to order at 8:30 P.M. Clerk Zylla read the legal notice and attested to its
publication in the New Brighton Bulletin on July 20 and 27th. He stated that legal
notices were mailed on July 29, 1972.
Engineer Boehm, with the assistance of certain maps outlined street improvement project
.real. He stated the rate per foot was $6.60 and it would be spread over a period of
20 years at 8% interest. He provided an explanation of the procedure in ordering,
constructing, and assessing improvements.

MSP (Johnson- Hodges) To adopt the assessment role for Street Improvement Project
1972 -1 and 1972 -1A, authorizing the County Auditor to levy the assessments over a
?0 year period at 8% interest, subject to a 30 day prepayment period (Resolution
571)
MSP (Pickar- Johnson) To adjourn the special hearing at 8:37 P.M. 4 Ayes
MSP (Neisen Pickar) To authorize Thomas Jacobsen, 1901 Eastwood, to park a 12' X 68'
mobile home on his property effective October 1, 1972 for a period of 60 days, provided
that it remain unoccupied. 3 Ayes

Mayor Neisen read the Police Report for July.
MSP (Neisen- Hodges) To advertise for bids through the Ramsey County Joint Purchasing
Agreement for a 1973 Police 4 -door sedan, delivery to be December 1, 1972, for trade -in
of a 1971 Ford station wagon. 4 Ayes
Mayor Neisen announced the brush and dead tree delivery dates at the designated
Mounds View burning area.
Mayor Neisen read the Planning Commission minutes of July 26, 1972.
(SP (Hodges Pickar) To table indefinately the subdivision request of John Capetz to
'q. ubdivide the South 55' of Lot 11 and the N 55' of the S 110' of Lot 11, Block 2
Greenfield Addition as per his request.
MSP (Hodges Pickar) To set a hearing to consider the issuance of an on and off sale
intoxicating liquor license to Albert Stein in conjunction with a hearing to consider
a rezoning from R3 to B3 on the following described property at 8:30 P.M. on August
28, 1972.

MSP (Neisen Johnson) To vacate Oakland Avenue from Old Highway #8 to Langan Park
Addition and to approve the preliminary plat for the Mounds View Industrial Park. 4 Ayes

MSP (Pickar- Johnson) To deny the transient merchants license for Luis Humberto
Jauregui Topete, 10710 Mississippi Blvd., Coon Rapids, Minn. 55433 because of
unfavorable reports from the City of Blaine and the Ci,,y of Coon Rapids.
Councilman Hodges stated that the Recreation Committee has tentatively agreed on an
October 3, 1972 date for submission to the voters of another park bond issue. The
Council voiced preliminary approval of the bond issue, but decided to wait to set the
election date until the exact amount can be determined.
Councilman Hodges read a letter from Mike MacNamara, Director of Mounds View Athletic
Association commending the public works crew and Councilman Baumgartner and himseif for
the fine cooperation that his association has received during the year in maintaining
the Village ball fields in such excellent condition.

thru #6374 and Payroll checks #2853 thru #2878. Total disbursements $57,603.34. 4 Ayes
MSP (Hodges- Johnso.i) To approve the final plat of T.V. Construction Inc. Plat 1 and
to authorize the Mayor and Clerk to sign it. 4 Ayes
MSP (Pickar- Hodges) To approve the following election judges and counters during
1972.
Precinct #1: Judges; Marilyn Benolkin, Chrm., Roscile Hillsdale, Jane Nunn, Pearl
Falck Counters; Joan Godeke, Isabelle Willie, Helen Kuntz, LaDelle Mackeben, Gladys
Roberts, and Donna Turner.
Precinct #2; Judges; Doris Welty, Chrm., Jan Jurgenson, Norma Uber, Ida Mae Larsen

lerk Zylia read a portion of a letter from the Pollution Control Agency asking that
no construction be allowed on the Century Motor Freight facility until adequate
measures are planned for the protection of the watershed area. A copy of a letter mailed
to Mr. FranktBonello of Century Motor Freight was also received, which stated that no
construction may be started on their facility until the Pollution Control Agency grants
to Century Motor Freight a waste disposal permit.
Councilman Hodges' Report
Councilman Hodges gave a report on the activities of the Recreation Committee which
included obtaining estimates to move the Ron Hedin garage to Greenfield Park to be
used as a warming house. The Committee also investigated the feasibility of constructing
a skating rink at Edgewood School. The Committee is presently creating an ordinance
which outlines the membership and the activities of the Recreation Committee.
Councilman Johnson's Report

Councilman Johnson directed Clerk Zylla to make an analysis of the total number of
r ours which are devoted to parks for the period of January 1, 1972 through August 1,
972. Councilman Johnson felt the analysis would prove useful in determining whether
the parks were receiving their share of man hours.
Councilman Johnson instructed Walter Skiba, Building Inspector to check a complaint
that homes were being built by White Oak Builders in Red Oak Estates with only one
door.
Councilman Johnson also asked that a letter be sent to all garbage haulers asking
that they attempt to maintain a regular schedule of garbage pickup and that they
be reminded that garbage cans or bags are not to be left at the curb. He asked that
a notice also be published in the New Brighton Bulletin.
Coµncil Johnson asked to.have the police investigate a complaint that the gas
service station on Groveland and Highway #10, operated by William Gillespie, was
turning into a junk yard.
Councilman Pickar's Report
Councilman Pickar stated that he had missed the July Lakeside Park Commission meeting
due to National Guard camp. He said the next meeting was scheduled for August 23,
1972.
Mayor Neisen asked Councilman Pickar to request the Commission to investigate whether
1 .ifeguards at Lakeside Park were manning their elevated seating positions on the beach.
e stated that he noticed them at the beach house.
Engineer Boehm's Report
MSP (Johnson- Pickar) To release the $5,000.00 certified check of Johnson Brothers
subject to the approval of the Public Works Superintendent. The check was originally
turned over to the Village as a guarantee that certain patching be performed on Long
Lake Road between County Road H2 and Ridge Lane. 4 Ayes
MSP (Hodges Pickar) To approve the adendum to the preliminary report for Sewer, Water
and Street Improvement Project 1972 -3. 4 Ayes
The adendum includes the improvements to be constructed in Red Oak Estates Plat #2
which have a total estimated cost of $188,400.00.
Clerk Zylla announced that he has talked with Ramsey County regarding the traffic control
device on Silver Lake Road and County Road H2. The replied that they have worked up
accident data, sketched the intersection and are currently taking a traffic count.
Clerk Zylla announced that the Village codification of the ordinances was received from
Attorney Meyers on July 27, 1972.
MSP Neisen- Hodges) To set an assessment hearing for September 11, 1972 at 9 o'clock
for the property Wesc of Spring Lake Road on County Road J to include 1748 and 1780

County Road J. These properties are served by the City of Blaine per a water
and sewer agreement entered into between Mounds View and Blaine.
ayor Nelsen reported that he has received a request from Mr. William Werner, 2101
,herwood Road to pay for labor and materials in replacing his mailbox which was drama ged
by a Ramsey County snow plow. The Council decided that past precedence has been not
to pay for damaged mailboxes and they were uninclined to set a new precedent.
