HomeMy WebLinkAboutMinutes - 1972/09/25Present: Mayor Neisen Councilman Hodges Councilman Baumgartner Councilman Pickar Councilman Johnson Mayor Neisen's Report PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA September 25, 1972 ae Regular Meeting of the Mounds View Village Council was called to order by Mayor fleisen at 8:00 P.M. on Monday, September 11, 1972 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. MSP (Hodges Pickar) To approve the minutes of September 11, 1972. Also Present: Clerk-Administrator Zylla Attorney Meyers Engineer Boehm Residents Request and Comments From The Floor: MSP (Neisen Hodges) To grant a special permit to the Abiding Saviour Lutheran Church to place a mobile home on their property at the NE corner of Red Oak Drive and Ardan Avenue for use as a temporary office while the church is being constructed, for a period not to exceed September 1, 1973, and to waive all water and sewer connection charges. The Council informed George Gustafson, representing the Church to have a sign erected explaining the proposed use to the public. Mr. Gustafson told the Council that they aye abandoned their plans for the use of a two family dwelling on Ardan Avenue. (Reference September 11, 1972 minutes). Roger Wikner and Frank Bonello representing Miller Schroeder and Century Motor Freight respectively asked the Council if they have made a decision on whether or not to authorize the sale of $1,500,000 in industrial revenue bonds to finance the proposed Century Motor Freight terminal. Attorney Meyers gave the Council the results of his investigation into the corporate and individual financial backgrounds of the company and its principals. He related that it appeared the company would be of sufficient financial status to pay the principal and interest on the bonds. Mayor Neisen reported that a communication system has been put into operation whereby the Village office can maintain contact with various Village vehicles. Radios were furnished by the Mounds View Civil Defense at no cost to the Village. Councilman Hodges brought to the Council's attention that the Civil Defense director was updating the Mounds View Civil Defense Plan which would provide Mounds View with certain funds on equipment provided federal criteria is met. 5 Ayes 5 Ayes MSP (Hodges Pickar) To adopt Resolution #575 giving preliminary approval to Century Motor Freight project to sell $1,500,000 in industrial revenue bonds pursuant to Minnesota Law. 5 Ayes Mayor Neisen explained that Sgt. John Kardell has not worked in the Police Department since February, when he was reportedly injured on duty. On June 1, 1972 Wayne Thompson e ft, as hired to replace John Kardell since it appeared Mr. Kardell would be permanently .isabled. Mr. Kardell has asked him for a leave of absence until January 1, 1973. Clerk Zylla informed the Council that PERA has said that they are recommending the PERA Board declare Mr. Kardell disabled on October 19, 1972. Attorney Meyers said if the Council feels Mr. Kardell cannot do police work they should proceed to terminate him through the Civil Service Commission. 2- MSP Neisen- Baumgartner) To grant John Kardell a leave of absence until October 24, 1972 and that he be requested to attend the Council meeting on October 24th at which time the Council will make a determination on extending the leave of absence or recommending termination to the Civil Service Commission if Mr. Kardell has not resigned by then. 5 Ayes Clerk- Administrator Zylla's Report MSP (Picker- Hodges) To approve the following General Contractor Aquarius Pools; Heating Sheetmetal Ventilating Inc.; Sewer Water Nordquist Sign Company. licenses: Cement Concrete Constructors; Jack Heating A.C. Company, Albers Production Plumbing; Sign Billboard 5 Ayes MSP (Baumgartner- Johnson) To approve the following bills: General checks #6460 thru #6532 and Payroll checks #2930 thru #2957. Total disbursements $21,888.06. 5 Ayes MSP (Johns /on- Hodges To hire the G.M. Hansen Company, certified public accountants, to audit the Village financial records for 1972 at a cost not to exceed $3,200.00. 5 Ayes SP (Johnson Baumgartner) To adopt Resolution #576 declaring certain lands non conser- iation and requesting the Land Commissioner to place them for sale with the exception of 59- 04100- 050 -68 which the Village desires in order to extend Groveland Park. 5 Ayes MSP (Baumgartner Hodges) To grant a permit to the Mounds View Lions to conduct bingo on Monday nights from 7:00 11:00 P.M. at the Mermaid Supper Club from October 1, 1972 thru December 31, 1972. 5 Ayes Clerk Zylla announced that he has searched the Village records as the Council has directed in an attempt to ascertain why Mrs. Lewis' business property on H2 and Silver Lake Road was zoned R1 in 1960 after the Mounds View Town Board had zoned it business in 1953. Clerk Zylla stated that the Mounds View minutes of May 9, 1960 showed that there were at least two hearings on Mounds View's first zoning map though individual mailings may not have been sent. He only could relate that the Council zoned it residential because they felt it in the best interests of the Village to do so. Attorney Meyers felt Mrs. Lewis probably would not have a case against Mounds View if it came to court since she waited 12 years to raise an objection to the zoning of 1960. The Council heard a report from the Clerk on the investigation into obtaining a semaphore for the intersection of H2 and Silver Lake Road. Clerk Zylla related that he had met with County officials and that they would not recommend to the County Board the installation of semaphores at the intersection because it did not meet the minimum warrants as outlined in the Federal Manual on Traffic Control Devices. There was not sufficient traffic volume or the required number of accidents to justify the device or even a four way stop sign. Mayor Neisen stated that he has talked with Ramsey County Commissioner Salverda and ound that the Board may install a four way stop if requested but never a semaphore until .t least the stop signs were tried. He said since Mr. Varnes, the person who presented the petition, stated the people in the area wanted semaphores or nothing, the matter was closed. Councilman Johnson questioned Clerk Zylla as to whether he had started new procedures 411 uggested by the auditor relative to the J.P.'s court methods. Clerk Zylla replied _bat his staff hal met with the Police and the Clerk.and Municipal Court in New Brighton and a form was devised to solve the problems noted in the audit report. Councilman Hodges' Report Councilman Hodges reported that certain "excess property" could be available from the federal government if the Village complies with federal regulations and the criteria they set forth which outlines the steps needed to be taken. He said the Fire Department has a good Civil Defense plan and also could qualify. Councilman Johnson's Report MSP (Johnson- Pickar) To install a street light at the corner of Jackson and Oakwood Drive and two lights mid block between Jackson and Quincy. Councilman Johnson said the NSSB was meeting September 28, 1972 to discuss the Board budget and the Metro Sewer Servicibility Charge at the Fridley City Hall. Clerk Zylla was instructed to find out why the person selling paintings on Highway #10 and County Road H wasn't licensed. Councilman Johnson also asked that a complete financial statement for the Youth Services Bureau be furnished which included community contributions, Councilman Baumgartner's Report MSP (Baumgartner Pickar) To authorize Attorney Meyers to include in the forthcoming Municipal Code the proposed ordinance creating the Recreation Commission. Councilman Baumgartner stated that Shaw Lumber Company was the low bidder on hockey board lumber for the new Woodcrest rink at $1,190.00. In addition, no reply has been received from Dr. Witter on Mounds View's letter inquiring about a possible free skating rink on the Edgewood School property. Councilman Pickar's Report Councilman Pickar announced that the Lakeside Park Commission was meeting Wednesday, September 27. 1972. 'n discussing the traffic problem at County Road 1 and Quincy, Councilman Pickar stated 5 Ayes the latest traffic counts taken on County Road I indicate much heavier volume since last April. The PTA id helping set up pedestrian counts at the intersection and he is o be meeting with Deane Anklan, County Engineer, to discuss the situation. Aayor Neisen announced that the next two Council meetings will be held on October 10th and October 24th, 1972 because of the legal holidays.
