PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
October 5, 1972
A Special Meeting of the Mounds View Village Council was called to order by Mayor
Neisen at 7:30 P.M. on Thursday, October 5, 1972, at the Village Hall, 2401 Highway
#10, St. Paul, Minnesota 55112, to consider the 1973 Village Budget.
Also Present:
Clerk- Administrator Zylla
Clerk Zylla announced that notices of the hearing were published in the New Brighton
Bulletin, St. Paul Dispatch, and Minneapolis Star. Two persons were in attendance
Jim Nagel, reporter St. Paul Dispatch, and Mrs. John Pickar.
Clerk Zylla presented copies of the budget to those in attendance and explained how
the general and debt levies are arrived at. He related that the total budgeted
disbursements for 1973 are $411,483 for the General Fund, $86,803 for the Water
Utility and $105,048 for the Sewer Utility. The total levy for 1973 would be
$136,787 for general and $96,426 for debt. The 1973 mill rate would be 12.70 (adjusted
to 36.31 using the 1972 computation method) compared to 37.90 in 1972. A series of
graphs were shown which provided historical data on mill rates, yearly disbursements,
debt levy versus net income of the utility funds and the dollar tax allocation by
departments paid by the owner of a $25,000 home.
MSP (Hodges Pickar) To adopt Resolution #577 certifying a general levy for taxes
payable 1973 of $136,787 and Resolution #578 certifying a debt levy for taxes payable
1973 of $96,426. 5 Ayes
The Council heard a presentation by the Clerk re -ative t the matter of New Brighton's
request to have the Metro Council declare their trunk sewer an interceptor thereby
qualifying it for buy out by the Sewer Board. Clerk Zylla stated that the net effect
of such an action would be that Service Area No. 2 of which Mounds View is a member,
or the Metro Area,if the SAC charge is adopted,would pay New Brighton$862,311 for
their sewer, incur additional construction costs of an estimated $250,000 to extend
their sewer, and Service Area No. 2 communities would have to pay current interceptor
costs of about $30,000 per year the first year rising to about $90,000 per year when
the interceptor capacity is reached.
Clerk Zylla beseeched the Council to take a position in opposition to this action
since New Brighton would not have qualified had they not made a property transfer
with Arden Hills, in his opinion, in order to qualify under the Law for achieving
interceptor status for their system.
Clerk Zylla was instructed to mail notification to other interested member communities
of Mounds View's opposition to this proposed acquisition and proceed to try to convince
Arden Hills to service this area themselves, thereby nullifying New Brightons "ever
75 acres" service area in Arden Hills.
Robert Hemming, of the Ramsey County Open Space Department, appeared to explain Ramsey
Countys proposal to acquire 26 acres of property abutting Rice Creek in the Village
of Mounds View. Mr. Hemming related that this property was included at the last minute
for 1972 acquisition. Two Mounds View property owners would be affected, John Moga
and Towns Edge Terrace Mobile Home Park. All of Mr. Moga's property would be acquired
including his home and other buildings which would have great historical significance.
The Council voiced approval of Ramsey Countys plan and related how they had approached
Mr. Moga years ago to attempt to convince him that he should leave his property to the
Village on his death.
MSP (Neisen- Baumgartner) To adopt Resolution #579 granting the Ramsey County Open
Space Department authority to proceed with the acquisition of the Moga and Towns
Edge Properties as part of the Rice Creek Open Space Proposal.
MSP (Johnson- Hodges) To adjourn at 9:30 P.M.
