The Regular Meeting of the Mounds View Village Council was called to order by Mayor
Neisen at 7:58 P.M. on Tuesday, October 10, 1972 at the Village Hall, 2401 Highway
#10, St. Paul, Minnesota 55112.

MSP (Hodges Pickar) To approve the minutes of September 25th and October 5th, 1972. 5 Ayes
At 8:00 P.M. Mayor Neisen introduced Robert Ehlers of Ehlers Associates, fiscal
consultants for the Village of Mounds View. Mr. Ehlers was present to receive bids
for $385,000 Mounds View Temporary Improvement Bonds. The bids were as follows:

MSP (Johnson Hodges) To approve the final plat of the Mounds View Industrial Park
and to authorize the Mayor and the Clerk to sign it. 5 Ayes
Residents Requests and Comments From the Floor:
Mr. Theodore Mohnkern, 1800 County Road H2 appeared requesting $60.92 in lost wages,
$5.00 for clean up material, and an unspecified amount as compensation for the discom-
fort suffered by his two daughters as a result of a sewer backup in the vicinity of
County Road H2 between Pleasant View Drive and Spring Lake Road.
Clerk Zylla explained that on Wednesday, October 4th about 3:30 P.M., the Village
received a call that sewer was backing up into a home on 1799 County Road H2. Village
maintenance crews were immediately dispatched. By 4 :30 P.M. the Village sewer had been
reopened with the rodding machine and Village crews proceeded to clean up 1799, 1800
County Road H2, and 7337 Spring Lake Road, working until 9:30 P.M. Clerk Zylia stated
:hat claims were received from each of these individuals.
MSP (Johnson Pickar) To instruct Attorney Meyers to check into the claims submitted
by these residents relative to sewer backup with the hope that settlement can be
reached by October 24, 1972.
Robert Ehlers verified that the First National Bank of St. Paul was the lowest bidder
and recommended acceptance of the bid.
MSP (Johnson- Hodges) To accept the recommendation of the fiscal agent and to adopt
Resolution #580 awarding the sale of $385,000 Temporary Improvement Bonds to the
First National Bank of St. Paul.
Mayor Neisen's Report
Mayor Neisen read the Police Report for September.
Mayor Neisen read a letter inviting him to a Eagle Scout ceremony for Todd Holm on
October 13th, 1972. He stated he would not be able to attend but extended his best
wishes.
Councilman Johnson's Report
Councilman Johnson inquired as to whether anything new was heard about Sergeant John
Kardell and whether the painting salesman which operated out of the Gulf Station had
to be licensed. Clerk Zylla informed the Council that it appeared he would need a
license and that he would ask the Police to notify the seller of the ordinance. No
response has been received from Sergeant Kardell.
MSP (Baumgartner- Hodges) To approve the following election judges for the general
election on November 7, 1972. Precinct 1: Marilyn Benolkin, Evonne Tauer, Jane Nunn,
Pearl Falck, Gladys Roberts; Counters Joan Godeke, Isabelle Wille, Helen Kuntz,
Marion Winther, Barbara Haake, Donna Turner, Edith Johnson, Marlene Nickel, Lucille
Anderson, Henrietta Hjelle. Precinct 2: Doris Welty, Ruth Cox, Dorothy Winters,
Jan Jurgenson, Ida Mae Larsen, Geraldine Erickson; Counters- Jean Miller, Norma Uber,
Elsie Olmstead, Judy Dreshar, Marvalyn Nelson, Alice Johnson, Elvera Moore, Mona

Clerk Zylla's Report
MSP (Hodges Baumgarter) To approve the following licenses: Asphalt Barber
Construction Co.; Cement Don Zebro Cement Co., Pedco Construction; General
Contractor Krey Construction Co., Inc., Briar Construction Co.. Heating Valley

MSP (Pickar- Baumgartner) To approve the following bills: General checks #6533 thru
#6574 and Payroll checks #2958 thru #2979. Total disbursements $21,066.06. 5 Ayes

MSP (Picker Baumgartner) To sell the 3M -209 copier to Dick Paradise, 5091 Eastwood
Road for $75.00. 5 Ayes
Clerk Zylla informed the Council that he had attended the Arden Hills Village Council
meeting on October 9th, 1972. He stated that at that meeting the Council had moved
to provide sewer service to the Easterly 1/2 of the high school property and the
Easterly 1/2 of the 70 acres of land North of 694 and East of 35 W, thereby enhancing
the possibility of blocking New Brighton's request to have their trunk sewer acquired
as a metropolitan interceptor. Clerk Zylla stated that he was anticipating testifying
before the Referral Committee meeting on October 19th, 1972 in opposition and requested
the Council to allow Mr. Meyers to become involved in this matter to whatever extent
necessary.
MSP (Hodges Johnson) To authorize Attorney Meyers to assist Clerk Zylla in opposition
to New Brighton's request for sewer interceptor buy out.
Clerk Zylla announced that for the November 7th election, incumbent John Picker would
be running for the three year Council term against former Councilman Perry Malvin.
Councilman Baumgartner's Report
ouncilman Baumgartner read the Planning Commission minutes of September 27th, 1972.
MSP (Baumgartner Pickar) To concur with the Planning Commission recommendation to
deny the subdivision request of Alphonse Petron to subdivide the East 1/2 of Lot 21,
Knollwood Park Addition.

MSP (Neisen- Baumgartner) To set a public hearing to consider the issuance of a
special use permit to Mobil Oil to construct a service station at the SE intersection
of Highway #10 and Silver Lake Road, for November 13th at 9:00 P.M. 5 Ayes
MSP (Pickar- Hodges) To set a public hearing to consider the request of Edwin Dropps
to rezone from R1 to B1 the South 186 feet of Lot 96, Knollwood Park Addition, for
November 27th at 8:30 P.M. 5 Ayes
MSP (Baumgartner Johnson) To approve the subdivision request of J. W. Ackerman, 8442
Spring Lake Road to subdivide the E 1/2 of Lot 3 Auditor's Subdivision #89 ex the W

MSP (Neisen Johnson) To approve the subdivision request of Earl Holmberg, 1780

Providing a letter showing that an easement is provided for the sanitary sewer line
which extends from 1780 County Road J to Spring Lake Road and subject to the payment

MSP (Hodges Pickar) To approve the issuance of a building permit to construct an
eight unit apartment building at 7666 Woodlawn for Patrick Delaney, subject to
approval of the Fire Chief and the Building Inspector. 5 Ayes
Councilman Baumgartner read the Planning Commission minutes of their special meeting
held on October 4th at which several changes in the zoning ordinance were suggested.
MSP (Neisen Baumgartner) To approve the subdivision request of Rodney Damm, to divide
Lot 36, Spring Lake Park Knolls Addition into the N 1/2 and the S 1/2 thereof.
Councilman Picker's Report
Councilman Pickar stated that the Lakeside Park beach house was nearly completed and
that sanitary sewer will be installed yet this fall. Councilman Pickar announced
that there will be ice skating this winter at the park during the day time only and
that the next Lakeside Park Commission meeting would be held October 25th, 1972.
Councilman Picker related that there have been two accidents in the vicinity of County
toad I and Quincy Street within the last week. He again stressed the importance of
'ibtaining necessary traffic control devices for the intersection. He mentioned that
Mr. Rademacher, Principal of Pinewood School, has recently sent letters to several
individuals stressing the need for action on this matter.
MSP (Pickax- Baumgartner) To adopt Resolution #581 petitioning the Ramsey County
Board for 4 -sway stop signs at the intersection of County Road I and Quincy Street,
in addition to flashing lights, a lowering of the speed limit to 30 m.p.h. and the
installation of warning signs along County Road I.
Clerk Zylla is to send a letter to the County Board requesting that Councilman Pickar
be placed on the agenda to discuss this matter.
Attorney Meyers presented a resolution providing for the withdrawal of Mounds View
from the Joint Powers Agreement, creating a teen center. Glen Beggin, Cathy Westling
and Rick Rosow were in attendance and requested that the Council not withdraw from
the agreement since their action doing so may cause other communities to do likewise.
Mayor Neisen stated that this matter had been discussed previously with members of
Community One and the Youth Services Bureau and that his opinion had not changed, that
there is not sufficient money available to provide this service when other needed
improvements are necessary within the Village. Mayor Neisen stated that he was also
upset that the Community One organization had not pursued Federal funding as they
had promised when Mounds View approved the Joint Powers resolution in 1971.
