PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
December 11, 1972
"A Regular Meeting of the Mounds View Village Council was called to order by Mayor Neisen
8:00 P.M. on Monday, December 11, 1972 at the Village Hall, 2401 Highway #10, St. Paul,
Minnesota 55112.

Mayor Neisen's Report
Mayor Neisen read the police report for November.
Also Present:

MSP (Hodges Pickar) To approve the minutes of November 27th, 1972.
Clerk- Administrator Zylla's Report
MSP (Baumgartner- Johnson) To approve the following licenses: Cigarette Donatelle, Inc.,
Bob's Gulf Station, Launching Pad Supper Club, Fedor's Market, Simon Food Market, Simon's
Liquor Store, Inc., Mounds View Standard, Country Kitchen, and Martin Oil Service, Inc.;
3oline Station Bob's Gulf Station, Martin Oil Service, Inc.; General Contractor F. P.
Ez Co.; Non Intoxicating Off Sale Launching Pad Supper Club, Fedor's Market, and
on Food Market; Sewer Water B B Excavating. 5 Ayes
MSP (Pickar- Hodges) To approve the following bills: Check #6795 thru 6839, Check #6841 thru
6843, Check #6847 thru $6849. Payroll checks #3062 thru #3083. Total disbursements
$40,064.67. 5 Ayes
MSP (Hodges Baumgartner) To approve check #6840, the final estimate Project 1972 -3 Schedule
A to McDonald Associates, and to enter into a one year maintenance agreement. Check #6840
in the amount of $82,128.80. 5 Ayes
MSP (Hodges Pickar) To approve check #6844 transferring $4,689.21 from 1972 -3 Fund to
Sewer Utility to repay money borrowed from Sewer Utility Fund 10/24/72 to pay costs of
1972 -3 until bond monies arrived; to tpprove check #6845 transferring $36,130.00 from
1971 -1 Construction Fund per bond record book 655M to Improvement Bond Fund; and to
approve check #6846 transferring $5,378.82 from Special Police Department Fund to pay
salaries and other police costs in November to the General Fund. 5 Ayes
Attorney Meyers was instructed to draw up an ordinance creating a Special Police Department
Fund and Revenue Sharing Fund.
Clerk- Administrator Zylla informed the Council that he notified White Oak Builders to either
vacate the upstairs or downstairs of their model home at 7090 Silver Lake Road by January
3, 1973. The Council extended the deadline at the request of Mr. Dropps to January 15, 1973.
rk Zylla announced that the partnership that existed between Donald Marrone and Charles

Hall has been dissolved and Mr. Hall has assumed sole proprietorship of the Mermaid Cocktail
Lounge effective November 30, 1972. No Council action is necessary.
(Johnson Pickar) To set the REC charges for Century Motor Freight at 25 1/2 REC's, Tom
nib Superette at 2 REC's and the adjacent laundramat at 20 REC's. 5 Ayes
Clerk Zylla; announced that he and Attorney Moyers had attended two Referral Committee
meetings relative to the purchase of New Brighton's interceptor. At the December 7th
meeting the Committee voted with one negative vote in favor of denying New Brighton's request.
yor Neisen reported that Police Chief Grabowski had recommended two hour parking signs
on the West side of Jackson Drive from County Road I to Bronson Drive.
Mayor Neisen stated that he had attended two meetings recently, the North Suburban Sewer
Advisory Board which did not have a quorum and a meeting with Mr. Conover of District #621.
M r. Conover discussed splitting the District into four special districts and funding Mr.
Roeow's work through the District.
Councilman Bausgartner's Report
Councilman Baumgartner declared that a Recreation Commission meeting was held on November
30th at which 15 rink attendants were approved. A meeting was scheduled with the attendants
on December 7th.
MSP (Baumgartner Hodges) To appoint LaVerne Peterson to serve as rink attendant supervisor
at a rate of $3.00 per hour not to exceed 12 hours per week. 5 Ayes
ouncilman Baumgartner read a letter of appreciation to individuals responsible for
''';Istructing a hockey rink at Woodcrest Park and enclosing the new warming house at Green
ad Park.
Councilman Picker's Report
Councilman Picker stated that he attended a Lakeside Park meeting November 29th. Mounds
View and Spring Lake Park will jointly maintain a skating area on Spring Lake beginning
December 15th.
Attorney Meyers' Report
Attorney Meyers said one claim remains outstanding relative to the sewer backup of October
4, 1972. (Voltin).
The Council Set December 26th at 8:30 P.M. for the date to consider the Codification of
Ordinances.
A proposed swimming pool ordinance was tabled until the next meeting.
Attorney Meyers announced the receipt of Century Motor Freight's lease and indenture material.
He said the material is over 100 pages and he has completed one review, which contains a
number of suggested recommendations.
En&ineer Boehm's Report
ineer Boehm received the Council's approval to final out Project 1972 -3 Schedule B
include it in the street project scheduled for 1973.
Council delayed a decision to post Ardan Avenue with no parking pending further study.
