HomeMy WebLinkAboutMinutes - 1972/12/26Regular Meeting of the Mounds View Village Council was called to order by Mayor Neisen 8 :00 P.M. on Tuesday, December 26, 1972 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Neisen Councilman Baumgartner Councilman Hodges Councilman Johnson Councilman Picker Four copies of the Code were presented. Clerk- Administrator Zylla's Report Also Present: Clerk- Administrator Zylla Attorney Meyers Absent: Engineer Boehm MSP (Hodges Pickar) To approve the minutes of December llth, 1972. 5 Ayes Residents Requests and Comments from the Floor: •MSP (Baumgartner Hodges) To approve the final plat of Red Oak Estates Plat No. 2 subject to placing a covenant on Lots 2 and 18, Block 1 stating that there will be no more than nine 8 unit townhouse buildings on the lots and there will be 300 feet of common area from Long Lake Road West into Lot 18, and authorizing the Clerk to sign it. 5 Ayes, Approval of a grading plan for Red Oak Estates Plat No. 2 was tabled until the Engineer is present. (Hodges Pickar) To recess the regular meeting at 8 :30 P.M. 5 Ayes Mayor Neisen called the special hearing to consider the Mounds View Municipal Code to order at 8 :30 P.M. Clerk Zylla read the legal notice published in the New Brighton Bulletin December 14th, 1972. Attorney Meyers reviewed the Code with the Council, noting that two new ordinances were incorporated into the Code, a sign ordinance and a swimming pool ordinance. E. Enterprises, Inc., Shelter Homes Corporation, Dimensional .lders, Inc., Great Plains Homes; Liquor License On Sale Intoxicating Launching Pad 5 Ayes upper Club; Liquor License Non Intoxicating "on sale" Bel -Rae Ballroom; Liquor License Intoxicating "Off Sale" B R Grocery, Tom Thumb Superette #110. 5 Ayes (Neisen- Johnson) To grant a permit to the Mounds View Lions to conduct bingo on l onday 'nights from 7;00 11 :00 P.M. at the Launching Pad Supper Club from January 1, 1973 thru March 31, 1973. MSP (Picker- Hodges) thru #6889. Payroll P (Hodges- Picker) stimate for Project agreement. Councilman Hodges' Report Councilman Johnson's Report To approve the following checks #3084 thru #3123. To approve check No. 6881 1972 -3 Schedule B, and to bills excluding check #6881: Check #6850 Total disbursements $31,128.04. in the amount of $5,526.95, the final enter into a one year maintenance 3 ,(Hodges- Pickar) To adopt Resolution No. 588 establishing connection and use charges to 'Mounds View sanitary sewer system effective January 1, 1973. 5 Ayes Clerk Zylla announced the December Mounds View Newsletter was mailed on Monday, December 18th. Clerk Zylla stated health insurance with our present group carrier expires on December 31st. As a result of a substantial rate increase he has examined policies of a number of other carriers and decided that the best coverage can be provided by Metropolitan Life Insurance. 5 Ayes 5 Ayes 5 Ayes MSP (Johnson- Hodges) To approve check #6890 transferring $3,198.58 from Water Utility and $4,340.87 from Sewer Utility to repay General Fund for withholding paid from it during 1972. Total of check #6890 $7,539.45; to approve check #620 transferring $311.30 from Improvement Bond to MSA Bond per auditor to adjust Fund balance; and to approve check #621 transferring $36,130.00 from Improvement Bond to 1971 -1 Construction Fund voiding 12/11/72 transfer check #6845. 5 Ayes Clerk Zylla announced that effective February 3, 1973 the MTC will be taking over Dickinson Lines bus service in Mounds View and some new routes and improved service are expected. Maps were presented of current and proposed routes. Clerk Zylla stated that the Metropolitan Council concurred with the action of the Referral committee and denied New Brighton's request for purchase of their interceptor sewer. Councilman Hodges submitted a thank you letter to Officer Thompson for locking Leo Bringewatts welding shop which was left opened last weekend. Councilman Johnson asked whether some parked cars at 5143 Long Lake Road could not be considered junk vehicles. He stated he has viewed 6 or 7 cars on the property and has received complaints from neighbors. Clerk Zylla stated the owner was scheduled for court 'is coming Saturday. Lt irney Meyers declared that "junked car" may be misinterpreted in some cases He felt 2- MSP (Neisen- Johnson) To provide health and life insurance coverage for Village employees through Metropolitan Life commencing January 1, 1973. 5 Ayes the criteria of no current license plate was not the only criteria. (Johnson Hodges) To adopt the MAMA and Local 49 salary proposal settlement of $37.00 month effective January 1, 1973. New salary effective January 1 of Per month. P J Baumgartner) To adopt Resolution No. 589 suspending Gary Korf from 4:30 P. camber 26th until 12:00 noon January' 3rd, 1973, with no salary and turning in all keys, th the Council to review his past performance record and determine if other appropriate ll nary action is.mecessarypprior'ctotbhel 1? ~noon sJanuary33rdodsadlne. 5 ouncilman Johnson was informed that no specs have been prepared to date on the pole wilding planned for 1973. Councilman Baumgartner's Report ouncilman Baumgartner announced that December 28th there will be a Recreation Commission meeting and on December 27th the Planning Commission will meet. One member is needed for e Recreation Commission and three members are up for appointment on the Planning Commission ffective January 1, 1973. C ouncilman,Pickar's Report ouncilman Pickar said that there was no Lakeside Park meeting last week. The next meeting .s scheduled for. January 3rd. He added that skating is possible at Lakeside Park and would like to see a layer of crust removed on the ice. In addition, no snow fence is necessary.
