VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
January 15, 1973
A Special Meeting of the Mounds -View Village Council on renumbering was called to
order by Mayor Neisen at 8:00 P.M. on January 15, 1973 at the Mounds View Village
Hall, 2401 Highway #10, St. Paul, Minnesota 55112.

Clerk- Administrator Zylla explained the renumbering system advocated by the Village
Council which included renumbering all East -West numbers in Mounds View in the
postal zone 55432. The change was to make the numbers conform to those in the
postal zone 55112. A large map of the Village which outlined the present Minneapolis/
St. Paul postal boundary was alluded to. The Clerk stressed the inconsistencies and
lack of uniformity in East -West numbers because of the postal boundary line. He
noted that two hearings were held prior to this evening's hearing, the last one in
July 1972. The result of the problem the lack of persons being able to locate
residences and businesses is what led to the discussion of renumbering. Clerk
Zylla stated that 288 letters were mailed to affected property owners notifying them
of the hearing and what their new number would be if the Council adopted the change.
Mayor Neisen noted that Mr. Ausse and Mr. Gregory were in attendance from the St. Paul
Post Office and Mr. McKuen was here from the Minneapolis Post Office.
Mayor Nelsen called for questions or comments from the approximately 35 persons in
attendance.
Mr. Robert Knobel, 1875 County Road H stated that his number would be 200 different
from across the street (New Brighton) and an odd number just like across the street.
Mr. Gregory discussed the metropolitan numbering system. The Council felt no advan-
tage could be obtained by Mounds View going to the Metropolitan System until the
change was made area wide.
Mayor Neisen asked Mr. McKuen about future changes in mail delivery such as having
all mail delivered by St. Paul. Mr. McKuen replied that there has been discussion
about mail coming from one post office but nothing definite has been resolved.
Mr. Lyle Nelson, 2745 Sherwood Road advocated the change.
Mrs. Barbara Haake, 1740 County Road 1 advocated the proposed change plus changing
the zip code to 55112.
Mrs. Ole Bacon, postal committee member, stated she favored the change because people
can't find us.
Mr. Ausse stated we could write the District Office requesting one zip code.

Mrs. Kathy Wallace asked why the Council is jamming it down our throats? She stated
considerable expense is involved to home owners. The Council replied that the total
expense involved is changing your house number and mail box number.
Mayor Neisen added that the Council was trying to make a reasonable change which
affected the least amount of people.
Mr. Harold Hjelle, 5161 Red Oak Drive stated Red Oak Drive is numbered wrong too.
Mayor Neisen replied that that situation will be corrected at a later date.
Mrs. Haake felt the Council should uniform the entire Village and change everybody.
Councilman Baumgartner questioned Mr. Ausse on the Metropolitan System and zero
coodinates.
Councilman Picker stated that unless the Metropolitan Council or Post Office comes
up with a total system, the proposed change would affect the least number of people.
Councilman Baumgartner replied that the change advocated tonight doesn't satisfy
the overall problem, but it does satisfy our immediate problem, getting services to
people.
Councilman Johnson said this is the third hearing, and at the second one in July
he advocated a total renumbering. He felt the plan as presented tonight was pretty
goon.
Councilman Hodges replied that you can't measure saving a life in dollars. He
supported the change.
Mayor Nelsen declared that the change proposed created the least problems. He requested
that a letter be sent to the district office asking some guarantee that there would
not be another change in the near future.
MSP Neisen- Johnson) To adopt Ordinance No. 147 approving the renumbering plan as
presented.
