VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
January 22, 1973
Regular Meeting of the Mounds View Village Council was called to order by Mayor
Neisen at 8:02 P.M. on January 22, 1973 at the Mounds View Village Hall, 2401 Highway
#10, St. Paul, Minnesota 55112.

Attorney Meyers requested to be excused early because of illness.
Mayor Neisen called for objections. There were none.

Attorney Meyers Report
MSP (Johnson-Hodges) To adopt Ordinance No. 197 amending Chapter 81 of the Code
reducing the period owners have to remove vehicles from Villages streets when warning
tickets are issued from 12 hours to 4 hours. 5 Ayes
MSP (Hodges- Johnson) To adopt Ordinance No. 198 adding Chapter 21 to the Code which
creates the Revenue Sharing Fund. 5 Ayes
MSP (Pickar-Hodges) To adopt Ordinance No. 199 adding Chapter 22 to the Code which
ireates the Special Police Department Fund. 5 Ayes
Attorney Meyers spoke briefly about Mounds View considering a joint action with the
Metropolitan Council in cooperation with other municipalities in the lawsuit instituted
by New Brighton for the purpose of having their trunk sewer acquired by the Metropolitan
Council.
Attorney Meyers stated Century Motor Freight was set to appear tonight to make a
presentation, but at the last moment changed their plans.
MSP (Hodges Pickar) To recess the regular meeting at 8:30 P.M. 5 Ayes
Mayor Neisen called the vacation hearing for easements in the Mounds View Industrial
Park to order at 8:30 P.M. The reading of the legal notice was waived. The Clerk
stated that the legal notice appeared in the New Brighton Bulletin on January 11th and
18th.
Engineer boehm explained that the easements were being vacated in the old plat (Langan
Park) and in Unplatted Lands Section 17 and new easements were being granted in the
new plat (Mounds View Industrial Park).
WISP (Neisen- Johnson) To adopt Resolution No. 591 vacating the easements described in

MSP (Picker Baumgartner) To adjourn tho special hearing at 8 :34 P.M.

Mayor Neiman instructed the Clerk to check to insure that no new house numbers (reference
January 15th minutes) were the same as old house numbers.
Mayor Neisen's Report
Mayor read letters of thanks to the Village Council from the North Suburban:_Day
Activity Gunter for their 1973 contribution, and from the New Brighton Bank for being
appointed depository in 1973.
Mayor Neisen read exerpts from the 1972 annual police report. He commended the police
for the fine job they have done with the youth of the community.
MSP (Neisen- Hodges) To appoint David L. Brick police patrolman effective February
16th as recommended by the Police Civil Service Commission. 5 Ayes

MSP (Hodges- Johnson) To approve the following licenses: General Contractor Evans
International Homes. 5 Ayes
MSP (Pickar- Johnson) To approve the following bills: General Fund checks #6935 thru
#6991, Payroll checks #3158 3193, Payroll Account checks 1001 and 1002, and check
#6934 transferring $8,346.20 from General Fund, $945.51 from Sewer Utility, and $949.50
from Water Utility to the Payroll Account to pay gross pay of January 30, 1973. Total
disbursements excluding transfer check #6934 $28,987.10. 5 Ayes
MSP (Johnson Baumgartner) To adopt Resolution No. 592 apportioning the assessments
on Division No. 45925. 5 Ayes
MSP (Hodges- Pickar) To accept the 1972 financial statement from the Clerk and to
authorize its publication in abbreviated form. 5 Ayes
Councilman Hodges' Report
Councilman Hodges noted that he has received complaints from certain residents recently
about garbage pickup delays and dogs. The Clerk was directed to send a letter to
J W Pickup regarding the garbage problem.
Councilman Johnson's Report
ouncilman Johnson declared that he has had complaints on snowmobile racing on
oodcrest Drive.
Councilman Baumgartner's Report
Councilman Baumgartner announced that on Thursday the Recreation Commission will meet
with Ken Simons on the County Open Space proposal and Wednesday the Planning Commission
would meet.
MSP (Neisen Pickar) To appoint Gordon Fedor to the Recreation Commission for the one
year term. 5 Ayes
Councilman Pickar's Report
Councilman Pickar announced that he had received an oral resignation from George Johnson
from the Lakeside Park Commission. Two openings exist on the Commission. The Lakeside
Park Commission will be meeting regularly on the 4th Thursday of the month at 7:30 P.M.
Mayor Neisen appointed Councilman Pickar as Council representative to the Human Rights
Commission and instructed the Clerk to notify Attorney Meyers to draw up an amendment
to the Human Rights Commission Ordinance changing the membership from 5 to 7 members.
Engineer Boehm's Report
ngineer Boehm presented the plans for Highway Department upgrading of the signalized
intersections at State Highway #10 and Silver Lake Road and State Highway #10 and County
Road H. No Council action necessary.
Engineer Boehm reported on the possible extension of Jackson Drive South to County Road
I from Pinewood Drive. He presented a 1966 cost estimate of $6,960 and noted that the
cost may be up considerably since then.
MSP Pickar- Neisen) To order the Engineer to prepare a preliminary report and cost
estimate for the extension of Jackson Drive South to County Road I from Pinewood Drive.
(Project 1973 -3). 5 Ayes
MSP (Hodges- Johnson) To approve the final plat of the PBK Investment Company and to
authorize the Clerk to sign it. 5 Ayes
(First plat approved on October 10, 1972 never filed).
MSP (Pickar- Baumgartner) To adjourn at 9:18 P.M. 5 Ayes
