Present: Also Present: Mayor Neisen Councilman Baumgartner Councilman Johnson Councilman Hodges Councilman Picker MSP Pickar- Hodges) To approve the minutes of February 12, 1973. Mayor Neisen's Report: Clerk Administrator Zylla Attorney Schumacher Engineer Boehm Resident Requests and Comments from the Floor: George Johnson, real estate broker, requested information on the possibility of having Knollwood Drive north of Arian Avenue extended to County Road J. Engineer Boehm explained that in December of 1968 a petition for extending Knollwood was received and a hearing was held on February 24, 1969. At that hearing the Council voted animously against extending Knollwood Drive due to resident opposition. The 1968 t for water, sewer, street and drainage was estimated at $152,498.00. Engineer Boehm stated that it was possible to provide limited drainage on Knollwood Drive without major storm sewer construction. The Council directed Mr. Johnson to present a valid petition requesting the extension of Knollwood. Mayor Neisen stated that the Police have talked with the State Highway Department and found that it is not illegal to make a U -turn from the center line median on Highway 10 at Groveland Road, but they will investigate to see if by so doing a dangerous situation exists. Mayor Neisen announced that there will be a Ramsey County Legislative Meeting on February 28 in Roseville. Clerk Zylla's Report: MSP (Hodges Baumgartner) To approve the licenses: Excavating Frattalone Excavating; General Contractor North Star Plbg. Htg., Inc.; ShaDawn Fence Co., Worthington Soft Water Co. MSP (Picker- Johnson) To deny the request for a Transient Merchant License to William ul, 1923 Washburn No., Mpls. to sell boxed candy due to the unfavorable report r eived from the Police Department. Fund Check #7061 through 7095 Payroll Account Checks #133 169, and Check #7094 transferring the amount of Y ,155.13 to Payroll Account to pay gross pay of February 26, 1973. $8,453.26 "*Ir 1 General Fund, $949.50 from Water Utility and $752.37 from Sewer Utility. _al disbursements excluding transfer Check #7094, $24,676.87. MSP (Neisen Pickar) To approve the payment of $621.40 as Mounds View's contri- bution to funding the salary of Rick Rosow, drug counselor employed by School District #621, through June 30, 1973 but to authorize that a letter be sent to Mr. Conover of District #621 informing him that the full cost of Mr. Rosow's services should be paid by the School District after June 30. Clerk Zylla stated that at the request of the Council on the 14th of February, a letter was sent to the owners of the Launching Pad and Donatelle's informing them of the ordinance requirement that a buffer zone be provided between their parking area and County Rd. H2 and requesting information as to whether they intended to comply with the ordinance. A reply was requested by March 1. To date, one response has been received from Mr. Giancloa, attorney for Anthony Donatelle informing us that Mr. Donatelle was out of town and the letter has not been brought to his attention as yet. Clerk Zylla stated that in the matter of the Village of New Brighton verses the Metropolitan Council regarding New Brighton's request to have their interceptor acquired, last Friday he received a letter from the City of Fridley which stated that the City of Fridley did not desire to get financially involved in this liti- >tion. rk Zylla announced that the physical examic.ation report on William Hanson, newly ...red maintenance employee was received and he was listed as satisfactory for employment. Clerk Zylla declared that copies of the 1972 financial statement for the Spring Lake Park Fire Department have been received and distributed to each of the councilmen and Chief Fagerstrom will attend the March 5 agenda meeting to discuss the statement with the Council. Councilman Johnson's Report: Councilman Johnson stressed the importance of attending the February 28 legis- lative meeting. Noting that there have been several sewer problems on Silver Lake Road near Woodcrest Drive, Councilman Johnson inquired of Mr. Boehm whether he felt there was any solution to the problem. Engineer Boehm stated that when the sewer was put in the Council realized that it would be a built in maintenance problem, for to properly construct the main would have required 68 feet of piling due to the soil condition. Mr. Boehm suggested that the Village set up a periodic flushing schedule. Councilman Johnson asked the Police to investigate a car parked at Woodcrest and Long Lake Road which appears abandoned. icilman Baumgartner's Report: .juncilman Baumgartner read the Recreation Commission minutes of February 22 noting that the Commission has approved the purchase of $4,000. of playground equipment. 2- 5 Ayes 5 Ayes 'P (Baumgartner Hodges) To appoint Mrs. Jacqueline Coplin, 5168 Longview Drive, Brighton, to the Recreation Commission. Councilman Picker's Report: Councilman Pickar read the Lakeside Park Commission minutes of February 22 in which he noted that there was appointment of officers and a tenative date for opening Lakeside Park set at June 10. Mayor Neisen stated that there is a meeting scheduled for February 27 in Spring Lake Park to discuss the Northtown Corridor which revolves around a new river crossing between 1 -694 and Anoka. Mayor Neisen noted that as of 1 :30 P.M., February 25, William Gillespie had 22 cars and one wrecker at his property at 2045 Highway 10. Attorney Schumacher's Report: Attorney Schumacher said that with the signing this evening of a number o documents including the bonds by the Mayor and Clerk, little remains to be completed on the Century Motor Freight Industrial Revenue Bond issue. Engineer Boehm's Report: ''gineer Boehm in discussing the possibility of making Jackson Drive from lview Road to County Road H2 an MSA street in order to receive State funds for ta construction of approximately 200 feet of road bed from Pinewood Drive to unty Road I, noted that County Road H2 is a Village street and H2 from Quincy to Highway 10, a distance of .42 miles is not an MSA street. Engineer Boehm stated that he has received approval from the District 9 Office to designate this portion of H2 an MSA street. If the Council approves this desig- nation, then the State will also approve the designation of Jackson Drive from H2 to Hillview Road, a distance of .74 miles, an MSA street. MSP Pickar- Hodges) To adopt Resolution No. 595 approving the designation of County Road H2 from Quincy to Highway 10, and Jackson Drive from County Road H2 to Hillview Road as MSA streets. MSP (Hodges Pickar) To authorize the engineer to prepare a preliminary report and cost estimate for the extension of Jackson Drive from Pinewood to County Road I with additional estimates for widening Jackson Drive. (1973 -3) Engineer Boehm introduced John Bearden,his associate at Comstock and Davis,who will be taking his place as Village Engineer effective April 1. "SP (Neisen Pickar) To hire William Hanggi as public works maintenance man effective i •i1 15, 1973 at the salary of $809.00 per month during the 6 -month probationary p iod with an automatic increase to $859.00 thereafter. -3- 5 Ayes 5 Ayes 5 Ayes 5 Ayes rb Haake, 1740 County Road 7, questioned the Council whether anything could be ne to prevent trucks from the Anderson Truck Terminal located on Old Central near Osborne Road, from driving on County Road 1 through the Village of Mounds View. The Clerk will write a letter to the Anderson Truck Terminal and the City of Fridley requesting that a different route to Highway 10 be found. MSP (Picker- Johnson) To adjourn at 9:20 P.M.
