26, 1973
A Regular Meeting of the Mounds View Village Council was called to order by Mayor
Neisen at 8:00 P.M. on March 26, 1973, at the Mounds View Village Hall, 2401 Highway
#10, St. Paul, Minnesota 55112.

MSP (Hodges Baumgartner) To approve the minutes of March 12, 1973. 4 Ayes
MSP (Neisen- Baumgartner) To continue to hold Check #7115 to School District #621
based on an opinion of the New Brighton village attorney that in order to pay the
proposed expenditure a joint powers agreement must be entered into between the
school district and the Village. Attorney Meyers was authorized to contact the
school district inquiring as to whether they would enter into a joint powers agree-
ment with the Village of Mounds View, in which case, the check would be released. 4 Ayes
Residents Requests and Comments from the Floor
George Johnson, real estate broker presented a petition for the extension of
Knollwood Drive from Arden Avenue to County Road J.
MSP (Johnson- Baumgartner) To accept the petition for the extension of Knollwood
Drive from Ardan Avenue to County Road J. 4 Ayes
MSP (Hodges- Johnson) To order a revised preliminary report and cost estimate of the
applicable section dealing with storm sewer cost of the preliminary report for Project
1971 -1, and a revised preliminary report and cost estimate of the sanitary sewer,
water and street for Project 1968 -5 dealing with the extension of Knollwood Drive
from Ardan Avenue to County Road J and Ardan Avenue from Groveland Road to Spring
Lake Road. (1973 -4)
Mayor Neisen read a letter from the St. Paul Association for Retarded Children
thanking the Village for their $150.00 contribution to the Roseville Day Camp.
Mr. Glen Dawson, Chairman of the Mounds View Police Civil Service Commission notified
the Council that they have created Amendment #2 to the Police Commission Rules and

Regulations setting up a Juvenile Division within the Mounds View Police Department.
MSP (Neisen Hodges) To request the Police Civil Service Commission to certify
applicants to the Village Council for the position of Juvenile Sergeant, and to set
the salary for juvenile sergeant at $50.00 per month over top patrolman effective
January 1, 1973.
Clerk- Administrator Z lla's Report
MSP (Baumgartner- Johnson) To approve the following licenses: Cement Gjerstad
Masonry; Garbage /Rubbish Hauler All -State Disposal Service, Atlas Disposal Service,
Inc., Suburban Pickup Service, Inc., Modern Services, Inc., Banks Sanitation;
General Contractor Andrew Krutzig Builders; Plaster /Stucco Rohlf Stucco Co.
MSP 'Hodges- Johnson) To approve the following bills: General Fund checks #7135
the ugh 7168, Payroll checks #202 through 230, Payroll Account checks #1009 and
#10'0 and check #7169 transferring $9,792.69 to the Payroll Account to pay the gross
pay of March 30th, ($8,065.93 from General Fund, $949.50 from Water Utility and
$777.26 from Sewer Utility).
MSP (Johnson- Hodges) To approve the final plat of DeGardner Second Addition subject
to changing the spelling of Arden Avenue to Ardan Avenue and to authorize the Clerk
to sign it. 4 Ayes
MSP (Neisen- Hodges) To adopt Resolution #597 apportioning the assessments on
Division #46164. 4 Ayes

MSP (Baumgartner Johnson) To adopt Resolution #598 approving the Sixth Rider to the
Agreement Between the Board of Water Commissioners and the Village of Mounds View
and authorizing the Mayor and Clerk to sign the agreement.
Clerk Zylla announced that he has received a proposal establishing a Metropolitan
Rate Authority for electric rates. He referred copies of part of the contents of the
proposal to the Council and requested that the Council give consideration to joining
into a joint powers agreement establishing the Metropolitan Rate Authority.
The total rate authority proposal was given to Attorney Meyers for his review.

Councilman Hodges'Report:
MSP (Neisen Baumgartner) To allow the use of a Civil Defense truck by the Mounds View
Lions Club for the April Easter egg hunt. 4 Ayes
Councilman Johnson's Report
After some discussion about the poor garbage pick up of J W Service, including
Sunday morning pick up, the Council requested the Clerk to notify J W to appear at
the next Council meeting.
Councilman Baumgartner's Report
Councilman Baumgartner read portions of the Recreation Commission minutes of March
22, 1973.
Attorney Meyers' Report
MSP (Johnson- Hodges) To adopt Ordinance #201 changing the composition of the Human
e Rights Commission from five to seven members. 4 Ayes
Attorney Meyers reported that he has received an inquiry as to whether Mounds View
would want to participate in the law suit between several communities and the Metro-
politan Council challenging the legality of the SAC charge. The Council decided
that they did not want any involvement on the part of the Village.
The Council discussed the contents of the proposed ordinance amendments deaiiug with
the regulation of lingerie shows and service stations. Attorney Meyers stated that
the amendment to the liquor ordinance controlling immoral activities would be tighter
than the St. Paul ordinance and would be patterned after the California Supreme
Court decision.
On the regulation of service stations, Attorney Meyers questioned the Council as to
whether they would want to create a separate licensing regulation for repair service
or whether they would want to amend the present service station ordinance requiring
such items as enclosures for equipment, tires, regulating the number of cars on the
property, etc.
MS (Johnson Baumgartner) To authorize the preparation of an ordinance which would
license auto repair and service.
MSP (Johnson Baumgartner) To amend the original motion to include licensing of car
washes as a separate ordinance. 4 Ayes

Engineer Boehm's Report
MSP (Neisen- Hodges) To award the contract on improvement Project 1973 -1, the
Repainting of Tower and Tank #1 to Keller Painting Service for a bid of $7,440.00. 4 Ayes
Engineer Boehm presented a preliminary report and cost estimate for the extension of
Jackson Drive from Pinewood Drive to County Road I.
MSP (Neisen- Hodges) To receive the preliminary report for Project 1973 -3, to order
the improvement, and to authorize the Engineer to draw final plans and specifications.
