VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A Regular Meeting of the Mounds View Village Council was called to order by Mayor
Neisen at 8:00 P.M. on May 14, 1973, at the Mounds View Village Hall, 2401 Highway
#10, St. Paul, Minnesota 55112.

MSP (Hodges Pickar) To approve the minutes of April 23, 1973. 5 Ayes
Resident Requests and Comments from the Floor
Richard Meyers informed the Council that Mrs. Weidemann, who was in attendance, had
submitted to him a copy of a deed transferring five feet of property in Birkeland
Addition from Weidemann to Sakai. Mrs. Weidemann was notified to bring the original
into the Village Office for the Clerk to stamp it, satisfying the Birkeland sub-
division request of March, 1969.
Thomas Dougherty, 2109 Laport inquired whether the individual selling produce at
County Road I and Highway #10 was licensed. He questioned whether there may be a
violation of Health n�rartment regulations and commented that the area becomes
unsightly on certain days. The Clerk was directed to inquire from the Health
Department whether a State violation is occurring.
Ole Bacon, 2265 Highway #10, told the Council that he lives directly across the
street from the area in question and has no objections to it.
Robert Hemming of the Ramsey County Open Space Department requested Council approval
for Ramsey County to acquire .78 acres on the southeast corner of County Road H and
Old Highway #8 for inclusion into the Rice Creek Acquisition Plan.
MSP (Neisen Baumgartner) To adopt Resolution #601 requesting the Ramsey County
Open Space Office to proceed with the acquisition of the .78 acres for inclusion
in the Rice Creek Plan. (Unplatted lands, Parcel 140 -80).
Mayor Neisen's Report
Mayor Neisen reported on the successful Village Clean Up day which was held on
April 28th. He commended all of the groups that participated with particular
thanks to Ery Herbst, who donated $935.00 worth of men and equipment to remove the
debris.
MSP (Neisen- Hodges) To change the regular Council meeting date from May 28th to
May 29, 1973 due to Memorial Day falling on the regular meeting date.
Mayor Neisen read the Police Report for April.

Clerk Zylla notified the Council that the individual hired at the April 23rd
Council meeting as full time summer help notified him the following day that be
had obtained other employment. Clerk Zylla stated that an ad was run in the New
Brighton Bulletin on May 10, 1973. Other applications are currently being taken.
Mayor Neisen informed the Council that at 8:00 p.m. on Wednesday, the Ramsey County
League meeting would be at the Civic Center. He invited the Council to join him
in attendance.
Mayor Neisen thanked Gene Skiba for the large amount of attention given to the Clean
Up Day in the New Brighton Bulletin.

MSP Pickar- Hodges) To approve the licenses: General Contractor Lake Fence
Company; Gilbert Construction Co.; David M. Taylor Remodeling. Heating /Refrigeration
Hussman North Central. Sewer Water Husnik Sewer Service; Hokanson Plumbing

MSP (Pickar- Hodges) To authorize the setting up of a petty cash fund of $25.00
for the Human Rights Commission. 5 Ayes
MSP (Baumgartner Johnson) To approve the bills: General Fund checks 07246 thru
#7315, Payroll Account checks #1018 thru 1019, Payroll checks #282 thru #304,
Transfer check #7313 transferring $1,059.45 to Improvement Bond Fund from 1971 -1
Construction Fund transferring interest earned from investments sold to close out
1971 -1 LA and 1972 -1 1A. Transfer check #7314 transferring $9,894.51 to
Payroll Account to pay gross pay of May 15, 1973 from: General $7,579.29,
Water $1,452.17, Sewer $863.05. Total disbursements $45,440.79.
MSP (Neisen- Hodges) To enter into an agreement with Ehlers and Associates for a
fee of between $1,500.00 and $2,000.00 with a not -to- exceed of $2,500.00 to provide
an analysis of assessments using a special computer program, and to authorize
the Clerk to sign the agreement.

MSP (Hodges Johnson) To set a hearing to consider a water and sewer rate increase
for 8:30 p.m. on June 25, 1973. 5 Ayes
MSP (Neisen Baumgartner) To authorize the engineer to include in the street
surfacing project being let in 1973 a provision to surface the Greenfield Park
walkway.

MSP (Neisen Pickar) To donate the white shed located near the maintenance building
to the boy scouts. 5 Ayes
MSP (Johnson Hodges) To approve the installation of a street light at the corner
of Mustang Drive and Old Highway #8. 5 Ayes
Councilman Baumgartner's Report
Councilman Baumgartner reported that there was a Recreation Commission meeting
on April 26th, 1973.
MSP (Baumgartner Johnson) To authorize Comstock Davis to provide the Village
with a cost estimate of providing a grading plan for Groveland Park.
MSP (Neisen- Pickar) To authorize Councilman Baumgartner to notify Comstock
Davis to proceed with the grading plan if, in his opinion, he feels an immediate
decision is necessary and cannot wait for formal Council approval. 4 Ayes

Councilman Baumgartner read the Planning Commission minutes of April 25th.
MSP (Baumgartner Hodges) To approve the subdivision request of Richard Limanen,
7979 Eastwood Road to subdivide Lot 60, Spring Lake Park Hillview Addition into two
equal lots. 5 Ayes
MSP (Hodges Johnson) To issue a special permit to Kootenia Builders to maintain a
model home at 2641.Ridge Lane. 5 Ayes
Pickar's Report
Councilman Pickar announced that there was a Lakesiddaark meeting on
April 26th and that the beach is scheduled to open on Saturday, June 9th with a
concession stand provided.
He also noted that the Human Rights Commission met on April 24th and have another
meeting scheduled for May 22, 1973.
Attorney Meyers' Report
Engineer Bearden's Report

MSP (Neisen Pickar) To direct the attorney to prepare the most up to date resolution
concerning the Village entering into the Metro Rate Authority, and present it to
the Council at the next Council meeting. 5 Ayes
MSP (Pickar-Johnson) To set a bid opening date for Street Improvement Project
1973 -2 and 1973 -3 for May 29th at 12:00 Noon. 5 Ayes
MSP (Neisen- Hodges) To adopt Resolution i602 prohibiting parking on the west side
of Jackson Drive from County Road 1 to Pinewood Drive. 5 Ayes
MSP (Neisen Pickar) To authorize the engineer to prepare a preliminary report and
cost estimate to provide a 3,500 plus or minus 500 square foot addition to the main-
tenance building with the report to be submitted no later than June 11, 1973. 5 Ayes
Engineer Bearden informed the Council that he was in attendance at the Ramsey
County Engineers meeting in which changes in the methods of funding street lights
on county roads were discussed. He informed the Council that presently the County
pay for 67 street lights in Mounds View at a cost of $48.40 each.
