PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
COUNTY OF RAMSEY
A Regular Meeting of the Mounds View Village Council was called to order
by Mayor Neisen at 8:02 P.M. on May 29, 1973, at the Mounds View Village
Hall, 2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Neisen Pickar) To approve the minutes of May 14, corrected to read Page
3, third sentence, "to proceed with the grading plan if he felt the cost was
justifiable 4 Ayes
Resident Requests and Comments from the Floor.
Mrs. K. Larson, 2401 Sherwood Road, complained about water in her basement.
She said they owned a split entry home just east of a drainage ditch and asked
that either the ditch be deepened or conduit placed in it. Mr. Bearden, Village
Engineer, explained that it may be a major undertaking to lower the ditch and
it may not solve her problem. He voiced concern about the grade of the ditch,
stating a profile would be needed.
MSP (Neisen- Hodges) To direct the engineer to investigate the drainage problem
involving the ditch west of 2401 Sherwood Road and report back to the Council
with his findings. 5 Ayes
Mr. Ole Bacon, 2265 Highway #10, stated that he has had to use his sump pump to
control the rising water table in his basement the first time in several years.
He reminded the Council that several years ago when several persons experienced
severe water problems, it was due to a leak in the St. Paul Water Works main.
Mayor Neisen read a letter from Katherine Aronson, concerning the "Operation
Stop Light" performance which is scheduled for May 30th at Pinewood School.
Mayor Neisen reviewed briefly the history of the stop light for the benefit of
those in the audience.

MSP (Picker- Baumgartner) To approve the transient merchant's license for
Delores Saunders to sell statues and velvet paintings at the Skelly Station,
2190 Highway #10. 5 Ayes
MSP (Hodges- Johnson) To approve the bills: General Fund checks #7316 thru
#7355, Payroll Account checks #1020 thru 1022, Payroll checks #305 thru #332,
and check #7354 transferring $10,271.88 to Payroll Account to pay gross pay
of May 30, 1973 (from General $8,152.38, Water $1,354.00, Sewer $765.50).
Total disbursements $29,572.58. 5 Ayes
MSP (Neisen-Pickar) To authorize the Clerk to advertise for an assistant for
the building inspector to serve in either the capacity of building inspector
or plumbing and heating inspector with salary to be negotiated. 5 Ayes
Clerk Zylia announced that according to a division form received from the
County Auditors Office, it appeared that the Birkeland Weidemann subdivision
has been completed in accordance with the original subdivision request.
Councilman Hodges' Report
Councilman Hodges reported on a meeting he attended at the County Board Room
regarding re- assessment that has occurred in suburban Ramsey County. He
informed the Council that the State Tax Commissioner has not placed an
across the -board increase on Mounds View real property for this year although
other communities are experiencing increases of 10 to 15 percent.
Councilman Hodges, reporting on funding for emergency centers, informed the
Council that federal funds could be obtained on a matching basis for the
area constructed below ground.
Councilman Johnson's Report
Councilman Johnson reported that he and Clerk Zylla attended a meeting with
the Public Works Department on May 16th, and on that same day, they saw Mr.
Julius Bonello, president of Century Motor Freight, to discuss the possibility
of an open house at their new terminal as a means of obtaining some publicity
for the Village of Mounds View since Century's facility was financed by
Village Industrial Revenue Bonds.

Councilman Johnson declared that he has reason to suspect there is a violation
of certain building code regulations at 5140 Long Lake Road.
MSP (Johnson Baumgartner) To direct the building inspector to examine the
situation and to take whatever steps he deems appropriate. 5 Ayes
Councilman Johnson asked Engineer Bearden whether well #2 was being repaired.
Engineer Bearden informed Councilman Johnson that he had examined the well on
on Friday with a millwright and that further investigation is necessary.
In response to a question by Councilman Johnson, Clerk Zylla informed the
Council that a food handlers license is necessary for the individual selling
produce at Cnunty Road I and Highway #10. The Agriculture Department was
notified and said they would insure that he obtained his license.
Councilman Johnson reminded the public and the press that there was a revenue
sharing hearing scheduled for June llth.
Mayor Neisen noted that he has had a water problem in his neighborhood and
asked the Clerk to send one of the maintenance department men to the area to
flush some hydrants.
Councilman Baumgartner's Report
Councilman Baumgartner read the Recreation Commission minutes of May 24.
MSP (Baumgartner Pickar) To direct the engineer to come up with a quote to
provide grading plans for all the parks with the exception of the Civic Center,
by June llth. 5 Ayes
Councilman Baumgartner informed the Council that he is obtaining a grading
plan for Groveland Park for an estimated cost of $1,000.00.
Councilman Baumgartner said that there will be a special park meeting May 31st
to discuss the proposed acquisition of the area along Silver Lake Road southwest
of the intersection of County Road I and Silver Lake Road for a proposed park.
He noted that the next Recreation Commission meeting would be June 28th.
MSP (Baumgartner- Hodges) To hire Ernest Erickson on a part -time basis not to
exceed 120 working days at a rate of $2.50 per hour authorizing the superin-
tendent to send him home in inclement weather when he cannot be put to work. 5 Ayes
MSP (Hodges Pickar) To approve the issuance of a building permit to the
American Oil Company to add a car wash and two bays to the service station
located at 2155 Highway Avenue. 5 Ayes
Councilman Pickar's Report
Councilman Pickar said that he had no Lakeside Park Commission report, and the
Human Rights Commission was meeting this evening.
Attorney Meyers' Report

MSP (Neisen- Johnson) To have the Village permit the sale to and possession by
persons 18 years old and older of intoxicating and non intoxicating liquor. 5 Ayes
He noted that our present ordinance contained contradictory language in that
in one section "liquor can be sold to anyone not a minor and in another
"liquor cannot be sold to anyone under 21".
Attorney Meyers stated that he was still studying the NSP franchise agreement.
Engineer Bearden's Report
MS (Neisen -Hodb s) To accept the bids for street improvement project 1973 -2
and 1973 -3 and to award the contract to the low bidder H S Asphalt Company,
subject to MSA approval.
The motion was withdrawn after the attorney advised that such contract approval
may jeopardize the MSA funding requested for a portion of the project.
MSP Neisen- Hodges) To accept the bids and to note that H S Asphalt Company
is the lowest responsible bidder with a bid of $51,488.73
