VILLAGE OF MOUNDS VIEW
COUNTY OF RAMSEY
A Regular Meeting of the Mounds View Village Council was called to order by
Mayor Neisen at 8:00 P.M. on June 11, 1973, at the Mounds View Village Hal
2401 Highway #10, St. Paul, Minnesota 55112.

Mayor Neisen's Report
Mayor Neisen read the Police Report for May.

Mr. Bluhm, 7832 Bona Road inquired whether there was a rezoning hearing scheduled
for tonight near County Road I and Bond Road. Mayor Neisen informed him that the
Council and Planning Commission have received no application for a rezoning and
are unaware how the rumor got started.
Mrs. Stimpson, 5138 Long Lake Road appeared to discuss the apparent violation of
the building code due to the fact that her driveway was too close to the lot line.
Moreover, her husband's moving van is parked in their driveway several times
during the year, and neighbors have complained about the situation. Mrs. Stimpson
said the driveway was put in by her builder and her neighbor at 5140 Long Lake
Road was aware that the truck would be parked on it before they bought their home.
Mrs. Stimpson said that the truck is parked there for approximately three days
a month. She said they lived across the street for 20 years and had the truck
parked there with no complaints. It appeared that a certificate of completion
was issued for the home after the installation of the driveway and the violation
of the set back was not called to the attention of the builder at that time.
Mayor Neisen informed her that the truck should not be parked there. The matter
of the driveway set -back was tabled by the Council.
Clerk Zylla stated that he has contacted the St. Paul Water Department and found
that the Department makes regular inspections of their watermain. It appeared
that Mr. Bacon's concern of a busted main was ill- founded since the problem would
be even more acute if it existed. Clerk Zylla attributed the problem to the
saturated ground and the high water table in Mounds View.

MSP (Pickar- Hodges) To approve the bills: General Fund Checks #7356 thru #7410,
Payroll Account checks #1023, 1024, Bond Account checks #101 and #102. Payroll
checks #333 thru #358, Transfer check #7411 for $10,222.32 to Payroll Account to
pay gross pay of June 15, 1973 from General $8,041.34, from Sewer $812.06, from
Water $1,368.92. Check #1025 transferring $2,103.97 to the General Fund from
the Payroll Account to correct deposit error.
MSP (Johnson Baumgartner) To recess the regular meeting at 8:30 P.M.
Mayor Neisen called the Special Revenue Sharing Hearing to order at 8:30 P.M.
Clerk Zylla read the list of permissible expenditures as designated by the
Federal Revenue Sharing Law.
Mayor Neisen read a letter from the Clerk noting that there has been $38,496.00
in revenue sharing funds received for 1972 with an additional $43,278.00 to be
received for 1973. A planned use report is necessary and must be filed with the
Treasury Department for $21,639.00, one -half of the 1973 allocation. Possible
uses of revenue sharing funds include:
1) Village share for the stop light at Quincy and
County Road I 4,000
2) Revise Village comprehensive plan $10- $15,000
3) Maintenance building addition (3370 sq. ft.) $97,000
4) Pole building (3,500 sq. ft.) $15,000
5) Grading plans for parks
6) Salary for additional personnel (Hanggi) 5,500
7) Park land acquisition and improvements
8) Expansion of Village hall offices
9) Matching funds for Civil Defense emergency center
10) Part time village inspector
Mayor Neisen added that a possible use would be to provide a Village water
softening system and an additional civil defense warning siren in the Eastwood
Woodale area. He explained that Revenue Sharing was guaranteed only for five
years and he did not encourage spending the funds on long term operating or
maintenance expenditures.
Councilman Johnson felt that the Council ought to dedicate more money for park
land. Councilman Baumgartner agreed with Councilman Johnson and added that the

Recreation Commission may be asking for one -third of the total revenue sharing
allocation. Councilman Pickax declared that he would like to see more money
spent to develop Lakeside Park.
Mrs. Nancy Burmeister, 7565 Knollwood Drive, lent support for a revised compre-
hensive plan. She also suggested keeping a planner on a retainer basis at least
in tha short term.
Mr. Thomas Doherty, 2109 Laport, felt that the money ought to be used on things
cut back by the Federal Government.
Mrs. Wille, 7911 Spring Lake Road, also backed spending money for an updated
comprehensive plan.
Robert Glazer, 2375 Hillview, said that magnesium was building up in the water
supply and distribution system. He felt that the system may need more than
just softening.
Mr. Doherty suggested adding a community activity center to the list of priorities.
Mayor Neisen said that the purpose of the meeting was to keep residents informed
of the use of revenue sharing and to allow them to suggest possible alternatives.

use report for the entitlement period ending June 30, 1973:

MSP (Baumgartner Pickar) To adjourn the special hearing at 9:12 P.M. 5 Ayes
Neisen reported on the County Board Meeting he attended on June 4th. He
requested that the County and the Village pick up 50% of the stop light cost at
Quincy and County Road 1 after application of the money earned by the "Operation
Stoplight" program sponsored by a private group. The County concurred with Mayor
Neisen's request.
MSP (Neisen Pickar) To authorize Mounds View to enter into a 50 percent parti-
cipation with the County to provide for the installation cost of a temporary
semaphore at Quincy and County Road I after applying $1,465.43 (approximately) to
the total cost. 5 Ayes
MSP (Neisen Johnson) To adopt Resolution #603 apportioning the assessments on
Division #46426 for Red Oak Estates #2.
MSP (Neisen Hodges) To adopt Resolution #604 abating $5,789.78 on Division #46426
Red Oak Estates #2.

MSP (Johnson Hodges) To adopt Resolution #605 apportioning assessments on
Divisions #46545for Capetz and Werner.
Clerk Zylla read a letter from Paster Enterprises requesting the extension of
the water main to service the shopping center development proposed for the
area west of Long Lake Road and south of County Road I.
MSP (Pickar- Johnson) To accept the petition requesting the improvement, and to
order the engineer to prepare a preliminary report and cost estimate. (Project
1973 -5).

Clerk Zylla announced that the bond and formal application were received for
the July 8th Polka Festival at the Bel -Rae Ballroom.
Clerk Zylla announced that he attended the Ramsey County Open Space Commission
Meeting on June 4th, requesting the inclusion of certain parcels in Mounds View
in the ripen space plan. The proposal was referred to their planning staff. He
felt that chances were slim that the areas would be acquired, due to the limited
funding that the County must contend with.
Clerk Zylla stated that he has received notification from the State Highway
Department right -of -way section that certain excess taking parcels for new TH10
would be appraised and released for sale to Mounds View. He suggested the Council
consider their possible acquisition for ponding areas.
Robert Glazer asked that the Council take final action on a possible golf course
in the industrially zoned area north of new Highway #10. Mr. Glazer stated
that there never was formal action by the Council to consider continuing pursuit
of the idea or voting against it.
Clerk Zylla stated that the State Legislature appropriated $2,700 for a 12 2 7
matching basis if the Village would enter into a contract with the State Department
of Manpower Services to employ summer youth. The rate of pay is $1.60 per hour
for 30 hours per week with a ten week maximum. Further information is coming at
a meeting scheduled for June 12th. The Council authorized the Clerk to enter
into a contract with the State.
Councilman Baumgartner's Report
Councilman Baumgartner stated that letters were written to Dr. Witter, Superin-
tendent of School District #621, requesting the use of the northwest corner of
the Edgewood School property for a Mounds View skating rink, and to Lewis Downing
asking him to negotiate with the Village for the property north of Woodcrest Park.
Councilman Baumgartner said that there was a Recreation Commission Meeting with
several property owners who live on the east side of Groveland Road south of
County Road I to discuss the possibility of the Village acquiring for a park the
lots which front on Silver Lake Road. There was overwhelming opposition to the
Recreation Commission's proposal.
Councilman Baumgartner said that the Recreation Commission will have a special
meeting on June 14th,

Councilman Baumgartner read the Planning Commission minutes of May 23rd.
MSP (Baumgartner Johnson) To approve the issuance of a special use permit for
one year to White Oak Builders to have a model home at 7070 Silver Lake Road.
Councilman Picker's Report
Councilman Pickar notified the Council that Lakeside Park is open gad a swimming
lesson program is in process.
Attorney Meyers' Report
Attorney Meyers reported that in 1965, a surface water drainage easement was
recorded across the property now being developed by Willmus Properties. Willmus
has received approval to relocate the ditch subject to certain conditions, one
of which is that a new easement be granted. Attorney Meyers has requested that
a drainage and storm sewer easement be obtained for the ditch. Willmus desires
only Wprovide a surface drainage easement.
MSP (Johnson- Hodges) To authorize the Attorney to proceed with the transfer of
easements for the relocation of the drainage ditch, authorizing him to obtain a
storm sewer easement in addition to a surface drainage easement.
MSP (Neisen- Johnson) To adopt Resolution #606 authorizing Village participation
in the Metro Rate Authority, directing the execution and delivery of the joint
powers agreement, and designating Mayor Neisen as the represcantative for the
Village on the Metro Rate Board.
Engineer Bearden's Report
Engineer Bearden reported that State Aid approval was granted Project 1973 -2 and
1973 -3.
MSP (Neisen Pickar) To award the bid on Project 1973 -2 and 1973 -3 to H S
Asphalt Company for a bid of $51,478.73.
Engineer Bearden stated that he has investigated the storm sewer drainage problems
at Sherwood and Greenwood. He estimated that clean out of the open ditch would
cost approximately $1,000, and that if pipe was installed $15,000.
MSP (Neisen Hodges) To set a special hearing at 8:30 P.M. on July 9th with
effected property owners to discuss alternatives to solving the drainage problem
near Greenwood and Sherwood.
Engineer Bearden reported that the parts for the repair of Well #2 have been
ordered and the estimated repair cost is $550.00.
Councilman Johnson asked that someone investigate a report of a 12 foot hole west
of Long Lake Road and south of Ridge Lane.
St. Paul Water Department is to be notified that cars are driving across the
water works main on the south side of Spring Lake, and missing posts are to be
replaced.
