VILLAGE OF MOUNDS VIEW
COUNTY OF RAMSEY
A Regular Meeting of the Mounds View Village Council was called to
order by Mayor Neisen at 8:00 P.M. on June 25, 1973, at the Mounds
View Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Hodges Baumgartner) To approve the minutes of June 11, 1973. 4 Ayes
Residents Requests and Comments from the Floor
Anthony Jambor, owner of the Bel -Rae Ballroom, appeared requesting the
sale of alcoholic beverages to 18 year olds and older during dances held
on teen nights (Tuesdays) at the Bel -Rae Ballroom.
Under prior conditions set forth by the Council, the sale of alcoholic
beverages to 18 year olds when persons under 18 are present has been
disallowed. Mr. Jambor seemed to suggest that sales would occur to
those 18 and over with no segregation of those under 18 from those over
The Clerk informed the Council that he has spoken with the chief of police
and they both felt that the only way to effectively control the situation
was to partition off the area where 18 year olds could buy beer and set -ups
and where they can drink it. Attorney Meyers suggested that if the Council
was inclined to grant Mr. Jambor's request they do so on a two to three
week trial basis.
Motion Seconded (Neisen- Johnson) To allow the sale of beer and set -ups to
those 18 years and older during teen night subject to the segregation of
those persons 18 and older for the purpose of sale and consumption and to
allow this on a trial basis for the month of July, when the chief of
police will report back to the Council, at which time the final Council
decision would be made.
Motion amended- Seconded Passed (Neisen Johnson) To allow the trial period
to consist of the next four weeks. 4 Ayes
Mayor Neisen's Report
MSP (Johnson Hodges) To allow the Minnesota Ballroom Operators
Association to barricade Bronson Drive from Edgewood to Greenfield
Drive for the July 8 Polka Festival.
Mayor Neisen read a letter of commendation concerning officers
Smith and Olmstead pertaining to assistance they rendered to an
investigator in the Anoka County Attorney's office.

MSP (Baumgartner- Hodges) To authorize the expenditure of $7.00 per
Village patrolman as the Village share to have the State Civil Service
Commission validate the police patrolman examination currently being
used by metropolitan area municipalities.
MSP (Hodges- Johnson) To recess the regular meeting at 8:30 P.M. 4 Ayes
Mayor Neisen called the special hearing to consider an increase in water
and sewer rates to order at 8:30 P.M.

Clerk Administrator Zylla referenced a report prepared to the Village
Council dated March 6, 1973 in which he outlined certain problems that
are developing in the utility system due primarily to the increased
costs in operation. With the use of an overhead projector, he showed
a 5 -year history of the water and sewer utility, the effect the rate
increase would have on various users, a chart showing the current debt
levy for water and sewer, a survey taken by suburban utility superin-
tendents showing water rates in effect in the metropolitan area, a 5-
year projection of receipts and disbursements, and a 5 -year Village
debt financing plan using water and sewer utility revenue.
In discussion on water rates, he noted that in 1972 Mounds View
residents, institutions, and businesses were billed for 258,936,290
gallons of water. This usage represents about 92 percent of the water
pumped in 1972. Random sampling of 337 single family residents
revealed that the average single family resident used 88,406 gallons of
water per year, and the average residential bill per quarter amounts
to around $10.00 or $.00045 per gallon.
He noted that income is used to reduce the debt levy which has risen
in the water utility from 26,970.00 in 1968 to 144,010 in 1972. While
the Village is levying 5.25 mills to pay a portion of the debt levy
each year the increased cost of operation is outstripping the increase
in revenue generated by new users. While water revenue has risen 50
percent from 1968 to 1972, payroll expenditures have increased only
44 percent but power costs have increased 168 percent, maintenance
costs have increased 227 percent, chlorine and fluoride supplies up
950 percent, office supplies up 143 percent, and insurance up 71 per-
cent.
The current rate structure is $6.00 for the first 10,000 gallons of
water used, plus 35 cents per thousand gallons for the second 10,000,
plus 30 cents for the third 10,000 gallons, plus 25 cents per thousand
gallons of water thereafter.
The proposal would be $6.00 for the first 10,000 gallons, and 35 cents
per thousand gallons thereafter. The rate increase would effect only
those businesses and residents who use over 20,000 gallons per quarter.
Apartment owners can expect a yearly increase of $4.43 per apartment
unit. The rate increase will generate about $4,000 in added revenue
from the apartment building owners, another $3,000 from mobile home
parks, and an estimated $1,000 from schools and businesses.
In discussing sewer rates, the Clerk said that if it were not for the
credit given by the Metro Sewer Board for the elimination of the North
Suburban Sanitary Sewer District, net income for 1973 would be about
$6,000.00. Village operating costs have gone from approximately
$30,000 in 1971 to $42,000 in 1973, while Metro Sewer Board charges have
gone from $65,000. to an estimated $127,000. if reserve capacity charges
are included.

Sewer use change revenue has increased approximately $65,000
from 1968 to 1973 while Village operating costs increased only
$22,000. However, due to the large increase in the metropolitan
sewer bill, without a rate increase in 1974 the sewer utility
can be expected to operate in the red by about $10,000. The
sewer rate of $9.00 per quarter is proposed to rise to $12.00 per
quarter.
MSP (Neisen Baumgartner) To adopt Resolution No. 607 adopting a
water usage charge of $6.00 minimum for the first 10,000 gallons
plus 35 cents per thousand gallons thereafter and a sewer rate of
$12.00 per REC per quarter effective January 1, 1974.
MSP (Hodges- Johnson) To adjourn the special hearing at 9:32 P.M.
MSP (Neisen Johnson) To authorize the engineer to investigate a
possible solution to water problems caused when water tower No. 2,
located next to the Town's Edge Mobile Home Park, overflows due to
mechanical problems.
MSP (Johnson- Hodges) To set an assessment hearing for Sewer and Water
Improvement Project 1972 -3 and Street Improvement Project 1973 -2 for
July 23, 1973 at 8:30 P.M.
MSP (Baumgartner- Hodges) To authorize the issuance of building permits
for three 4- plexes to Bryan Franklin Corporation on Lots 13, 14, and
15, Block 2, Parkview Terrace, subject to the approval of any variances
by the Planning Commission. The issuance of these permits replace the
permits authorized on Lots 1, 2, and 3, Block 2, Parkview Terrace,
issued on November 27, 1972.
MSP (Neisen- Hodges) To renew the special use permit of Keith Harstad
to excavate and remove fill from Red Oak Estates No. 2 approving the
grading plan submitted subject to receipt of a $10,000.00 bond and
the checking of the grading stakes by the Village Engineer at the
expense of Mr. Harstad. In addition, a letter is to be attached with
each permit issued in that area notifying the owner of the proposed
grade.
Mayor Neisen suggested inviting Mr. Harstad to the Agenda Meeting to
discuss the drainage problem south of County Road H2 between Red Oak
Drive and Sunnyside Road.
MSP (Neisen- Johnson) To authorize the Engineer to prepare plans and
specifications for a metal storage building of approximately 3,500
square feet.
Councilman Hodges noted that he has received several complaints about
rusty water. He asked that the Engineer work with the village staff
in an attempt to alleviate the problem.

Councilman Hodges noted that the Mounds View Lions Club has
volunteered to pay for the installation of the cement base
of drinking fountains in parks that presently have fountains.
Councilman Baumgartner's Report
Councilman Baumgartner reported that there was a special
Recreation Committee meeting on June 14 with another meeting
scheduled for June 28 at which time discussion will center
on hiring a full -time recreation director as soon as possible.
Councilman Baumgartner noted that the Planning Commission meeting
is this Wednesday.
Attorney Meyers' Report
Attorney Meyers reported that he has discussed the relocation of the
easement for the drainage ditch on the northwest corner of Long Lake
Road and County Road H2 with the attorney for Willmus Properties.
The Willmus attorney has suggested that the easement be narrowed
when conduit is installed in the ditch. The Engineer is to deter-
mine the amount of permanent easement that would be necessary and
Attorney Meyers is to inform Mr. Willmus' attorney that a pedestrian
easement is wanted in addition to the storm sewer easement.
Attorney Meyers referred certain legal descriptions for right of
way in the vicinity of Gulf oil Station, 2155 Highway Avenue to
the Engineer to determine the exact location of the easements.
The matter of the easement relocation for the Gulf Oil Station
dated back to 1967.
Attorney Meyers noted that Mounds View will become part of the
Ramsey County Court system, effective January 1975. He explained
certain aspects of the County Court Bill.
